The United States (US) Defence Secretary Robert Gates defended Pakistan on August 1, saying the country was actively targeting militants, after leaked documents alleged that Islamabad’s intelligence agency is guiding Afghan insurgents, reports Daily Times. “What I see is a change in the strategic calculus in Pakistan,” he said on ABC News’ ‘This Week with Christiane Amanpour’. “They are more and more partnering with us and working with us and fighting these insurgents and 140,000 soldiers (are) in north-western Pakistan fighting some of the same insurgents that we are,” Gates said. His defence of Pakistan comes after new questions about links between the country’s powerful Inter-Services Intelligence (ISI) agency and Taliban leaders. Gates acknowledged that the allegations were “a concern.” “There’s no question about it,” he said. “But I would say that, again, we walked out on Pakistan and Afghanistan in 1989 and left them basically holding the bag. And there is always the fear that we will do that again,” Gates said. “And I believe that’s the reason there’s a certain hedge,” he added. He said Pakistan had shown it was now committed to tackling the Taliban by raiding militant safe havens in South Waziristan and Swat. “And so the Pakistanis going after any of these groups, I believe, overall, helps us in what we’re trying to accomplish, both with respect to Afghanistan and with respect to al Qaeda,” he added.

Over 3,400 Pakistanis have been killed in more than 200 bloody incidents of suicide attacks carried out in the last three years between July 2007 and July 2010 in the aftermath of the Operation Silence carried out by the Pakistan Army at the Lal Masjid in the heart of Islamabad, The News reported on August 1. The suicide bombings that rocked the four provinces of Pakistan in the wake of the Lal Masjid episode touched alarming heights in 2007, averaging more than one hit a week as the country’s military and intelligence establishment gradually lost control of the extremist jehadi networks and their leaders. Terrorism experts say Pakistan has been turned into the suicide bombing capital of the world, especially in the aftermath of the Lal Masjid action, with the security forces, especially the Army and the police, frequently being targeted by human bombs. Figures compiled by the Federal Ministry of Interior show that a total of 3,433 Pakistanis have been killed in 215 incidents of suicide attacks across Pakistan during the last three years since the Lal Masjid action [between July 2007 and July 2010]. The yearly, monthly and weekly average of the suicide attacks across Pakistan remained 71, six and one respectively during July 2007 and July 2010. On average, 1,140 Pakistanis were killed by the human bombs every year while 95 people lost their lives in suicide attacks every month during the same period. The weekly and daily average killings in these attacks stood at 65 and three respectively during the last three years. Official figures show that 16 people were killed on average in 215 incidents of suicide bombings across Pakistan between [between July 2007 and July 2010]. A total of 847 Pakistanis were killed in 50 suicide attacks in the 12 months of the year 2007. On average, 17 people were killed and four attacks took place every month in 2007. In the next year - 2008 - 965 people lost their lives in 66 incidents of suicide bombings across Pakistan. On average, 14 people lost their lives and five such incidents took place every month in 2008. A record number of 1,217 Pakistanis were killed by human bombs in 80 suicide attacks carried out during 2009. On average, 15 Pakistanis lost their lives in six suicide attacks every month in 2009. As far as the casualty figures for the year 2010 are concerned, a total of 801 Pakistanis have already lost their lives in 35 suicide hits carried out by Taliban-led militants between January 1 and July 31, showing the highest number of monthly casualty rate since July 2007. On average, 22 Pakistanis have been killed every month in three such attacks in the first seven months of the year 2010. Of the 801 people killed till July 31, 2010, 690 are civilians while 111 others belonged to the security forces. Of them, 55 belonged to the Police, 35 to Pakistan Army, 10 to the Frontier constabulary while the remaining 11 were staffers of the Khasadar Force. Those killed in 2010 in suicide attacks also included three American Security Forces personnel, 101 Ahmedis, 53 Shias and 51 Barelvis.

Pakistan does not share Taliban’s ideology and it is working to contain the threat posed by the group, said Pakistan’s Ambassador to the US Husain Haqqani said on August 1, according to Daily Times. Haqqani said “The Pakistani intelligence services are working effectively to contain all terrorists including Taliban from Afghanistan and Pakistan.” He brushed aside WikiLeaks reports which suggested a link between the Pakistani intelligence services and Afghan Taliban. Haqqani said that the military field reports made online from 2004 to 2009 are “not reflective of what is happening today”. “Over the last two years Pakistan and the US have entered into a special collaborative relationship,” he said. In reply to a question about Pakistan going after Afghan Taliban thought to be hiding in North Waziristan, Haqqani said the country would not allow any Taliban to gather there. “North Waziristan is a part of sovereign Pakistan. There is no way we will let terrorists of any view or persuasion, whether originating from Pakistan or from other parts of the world or from our neighbouring countries congregate there,” he said. Responding to a question on Pakistan’s actions against banned outfit Lashkar-e-Toiba (LeT), Haqqani said the individuals allegedly responsible for the November 2008 Mumbai attacks were all under arrest. Pakistan, he said, has asked New Delhi to provide it with evidence in the form of allowing Indian officials, who have knowledge of this crime, to travel to Pakistan and give evidence in courts here. Haqqani said, “Our military leadership, our intelligence leadership and our civilian leadership are all on the same page.”

Major blows have been struck against Al Qaeda and its leadership," US President Barack Obama said on August 2, according to Dawn. Obama said that the US had a ‘fairly modest goal’ in the Pak-Afghan region and hoped to achieve this objective with ‘enough cooperation’ from Pakistan. "Nobody thinks that Afghanistan is gonna be a model Jeffersonian democracy," Obama said. "What we’re looking to do is difficult, very difficult, but it’s a fairly modest goal, which is, don’t allow terrorists to operate from this region; don’t allow them to create big training camps and to plan attacks against the US homeland with impunity." This modest goal, he added, could be accomplished. "We can stabilise Afghanistan sufficiently and we can get enough cooperation from Pakistan that we are not magnifying the threat against the homeland." President Obama chose a policy speech on Iraq to also highlight his strategy for Afghanistan and Pakistan. The US, he said, was seeking "deeper cooperation with Pakistan to root out terrorists on both sides of the (Afghan) border".

35 al Qaeda members and 10 Taliban members and affiliates were removed from a UN sanctions terror list after an exhaustive review of 488 names, Austria’s UN ambassador announced on August 2, according to Daily Times. "As a result of the review of 488 names, 45 were de-listed," chairman of the UN Security Council panel Thomas Mayr-Harting told the reporters. The council maintains a blacklist of individuals and entities linked to al Qaeda and the Taliban. He said that those removed, following requests from Governments, include 10 individuals associated with the Taliban as well as 14 individuals and 21 entities linked at some point to al Qaeda. Amongst the 10 Taliban removed from the list was a former Afghan envoy to the UN, author of ‘My Life with the Taliban’, Abdul Salam Zaeef and two officials who are now deceased. A final decision for the 66 amongst them is still pending. As part of his efforts to promote national reconciliation, Afghanistan President Hamid Karzai had asked the Security Council to remove names of some Taliban members who were not linked to al Qaeda, from the terrorism blacklist.

The arrested militants, based in Miran Shah, revealed that they were getting arms, ammunition and financial support from Afghanistan and Indian agents. During interrogation they also revealed that the group had prepared a list of 18 places in Lahore which they wanted to target in the near future. The Punjab Governor was on the top of their list as they had planned to blow the Governor’s House in their first attempt. This is above all because we have lost the battle to win hearts and minds,” he said, in comments published by Le Monde. Zardari said the US and NATO-led coalition forces had “under-estimated the situation on the ground” in Afghanistan. He said long-term help was needed, and military reinforcements were only a small part of the solution. “I think they have no chance of regaining power, but their grip is strengthening,” Zardari said referring to the Afghan Taliban. The sources said this was decided in a high-profile meeting comprising prominent jihadis and leaders of small terrorist outfits in July in an area near Balochistan. They added that these outfits were divided for half a decade due to differences between their leaders and carried out terrorist acts separately in major cities of Sindh. The sources said during the meeting, the heads of all the outfits reconciled and agreed to work in collaboration with each other. They said that during the high-profile meeting, the terrorists also altered their modus operandi and decided to shift the strategic wings of their groups to Punjab from other parts of the country. Investigators probing Haider’s murder case suspected LeJ’s involvement with reference to the confessions of five alleged LeJ activists who were arrested by the Crime Investigation Department (CID) on October 28, 2009 from the Orangi Town locality. CID officials said during interrogation these men including their leader Shakeel Burmi had confessed of monitoring the movement of various MQM leaders including Raza Haider, Manzar Imam, Liaquatabad Town Nazim Osama Qadri, Haider Abbas Rizvi and some police officials. Sources said, “Keeping in view these confessions, we have started the investigation to probe the case and in this regard, we have detained around 18 suspects from Orangi Town and its surrounding areas,” and added, “We might get some useful leads from them.” CID (Operations) SSP Fayyaz Khan said that the investigations have revealed the involvement of the same group in the killing of the MPA. The group led by Abid Mehsud and Fazal Mehsud has been involved in various terror activities in Karachi and linked to the Tehreek-e-Taliban Pakistan (TTP) dispatching cadres from Waziristan in different cities to carry out their mission, he added. Superintendent of Police (SP) Cantonment, Shafiullah, said that the suicide bomber targeted Ghayoor’s vehicle in FC Chowk near Deans’ Trade Center, situated about 100 yards from the FC Headquarters, when he was returning home from office. An eyewitness said that a 15-year-old boy ran towards the FC commandant’s vehicle and blew himself up when the car stopped at a traffic signal. Police said that about 10 kilogrammes of explosives were used in the blast. Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the killing and threatened to stage more such attacks. “We killed him, he was our target. All such officers who are active against us will suffer the same fate,” Azam Tariq, a TTP spokesman, said in a message to the media. Sifwat Ghayoor was the cousin of Khyber Pakhtunkhwa Governor Owais Ghani and a brother-in-law of Aftab Ahmed Khan Sherpao, the head of Pakistan Peoples Party (Sherpao). Policemen in plain clothes started monitoring the workshop. On Wednesday, at around 1:30pm, three alleged terrorists returned to the workshop and when Police tried to overpower them they opened fire and tried to escape. Constable Muhammad Anwar retaliated and opened fire on the fleeing assailants. The Karachi Police and the Intelligence Bureau is investigating the role of a top leader of the Tehreek-e-Taliban Pakistan (TTP), Qari Muhammad Zafar alias Ustad-e-Fidayeen, in the assassination of MQM leader Raza Haider on August 2. Zafar, who is on the US State Department’s “wanted-list”, has head money of $ five million and he is also believed to be behind the bombing at the US Consulate on March 2, 2006. An investigator who has followed Qari Zafar told Daily Times, “So important is Qari Zafar to the TTP that they faked his death so he could work in peace – he runs Hakeemullah Mehsud’s Karachi Chapter and has hundreds of operatives working for him in the city”. On February 24 2010, a US drone targeted a vehicle and a compound run by the Haqqanis at Dargi Mandi near North Waziristan, and claimed that Qari Zafar had been killed in the attack. As it turned out, the TTP faked Zafar’s death and the TTP leader is also believed to be behind the Ashura procession attack and the Nishtar Park bombing in Karachi. Zafar is a senior leader of the Fidayeen-e-Islam, an alliance between the TTP and anti-Shia Lashkar-e-Jhangvi and Jaish-e-Muhammad. The group was based in South Waziristan and has moved to North Waziristan only recently. Sources say that the LeJ is being single-handedly led by Zafar, who has become a trusted member of al Qaeda thanks to Qari Hussain Mehsud – a close aide of Hakeemullah Mehsud. “The worst part is that Zafar is a Karachiite of Pashtun origin, so he knows the ball game,” one investigator told Daily Times.

Orangi Town with a population of over two million suffered the most in the turmoil as law enforcers were unable to restore the law and order and even failed to reopen all three routes including Banaras, Metrovil and Kati Pahari, connecting the town with the rest of the city. The decision for deploying the Frontier Constabulary (FC) in Orangi Town was termed discriminatory by the inhabitants, who said that forces already deployed were reluctant to take action against the criminal posts on the hilltops surrounding the town. Shaukat Hussain, a resident said armed assailants roaming across Qasba, Aligarh and other areas of Orangi Town were fearlessly intercepting and tortured people if found from a rival ethnic group. Angry residents of the area question the sanity of the removal of pickets and said, “The law enforcement agencies need to form the pickets again. We do not know why each time these pickets are removed despite the information that many terrorists including the Taliban could be present on these hills. Is it meant that the government wants to fan ethnic violence by giving them leverage over the people living in the foothills, as the majority of the law enforcers posted belong to only one particular ethnicity?”

The announcement was made at a peace conference to mark the Data Darbar suicide attack of July 2. People from all four provinces participated in the conference, which was held in front of Data Darbar in Lahore. The participants also passed resolutions against the Indian aggression in Kashmir and the Israeli aggression in Palestine, for pullout of US forces from Afghanistan and an end to drone attacks. SIC Chairman Fazal Karim while addressing the conference said the “long march” would start from Lahore and end in Islamabad. He said the objective was to implement Nizam-e-Mustafa (literally, the Order of the Prophet; government according to the Shariah), restore peace and end terrorism from the country. Other speakers included Sunni Tehreek Chief Sarwat Ijaz Qadri, Jamaat Ahle Sunnat Nazim Ala Riaz Hussain Shah, SIC General Secretary Hanif Tayyab and others also spoke. Talking to newsmen at the Chief Minister Secretariat, Nawab Raisani said he did not have the mandate of Islamabad to initiate talks for resolving the Balochistan issue. He said without such a mandate it would be useless to hold an all parties conference because Baloch nationalist parties would not attend it. The Chief Minister expressed concern over the law and order situation in the province and said a large number of teachers, doctors, engineers and other professionals were leaving Balochistan because of increasing incidents of target killings. “Even Baloch parents are sending their children to other provinces for education,” he added. Nawab Raisani said the killing of Habib Jalib Baloch and Mula Bakhsh Dashti was a big loss, adding that the people involved in the killings were enemies of Balochistan. "When we got muddled down to 2005 to 2008 or so, I think Pakistan and the ISI changed their mind and they wanted to have a vote at the Pashtun table in Afghanistan and they started (having a relationship with the Taliban)," he said in response to a question at the popular Charlie Rose show on Public Broadcasting Service (PBS). However, Armitage said when he was the Deputy Secretary he did not find any evidence of such a relationship between the ISI and Taliban. "When I was Deputy Secretary, I looked almost every day - from the time that we invaded Afghanistan until I left in February of 2005 - for evidence of any assistance from ISI. We didn't see it. We saw some liaison, but not modern equipment or weapons or anything of that nature. "I believed at that time - first of all, we had dispersed the Taliban to a very high degree - and ISI were thinking that the coalitions were going to prevail," he observed. Armitage was recently in Pakistan where he met some of the former ISI officials having close links with the Taliban and they, according to him, told him that the US would fail in Afghanistan.

"As it relates to the armed insurgency, our relationship with Pakistan is much bigger than just what we do in the fight against insurgents, and we certainly hope that they're not using this opportunity to inflict even more pain on the people of Pakistan," Burton said. The sources said law enforcers, following information revealed by arrested terrorists, had booked nine more terrorists from Shahdara, including Rana, Waqas alias Shah Jee and Hafeez, who were the main facilitators of the terrorists, and Rizwan, a would-be suicide bomber, allegedly involved in the attacks on Ahmedi worship places in Model Town and Garhi Shahu. During investigation, law enforcers also recovered a USB from the possession of one of the arrested terrorists that contained ‘important’ information. The sources said according to the data found in the USB, there are six more groups of terrorists hiding in Lahore, adding that law enforcers also found information about terrorists’ new modus operandi for carrying out their activities. They said in the USB, law enforcers also found the method of operating timed-devices with electricity poles to cause massive destruction. During investigation, it was also disclosed that the nine arrested terrorists had been involved in exploding NATO tankers a couple of months ago in Islamabad. The sources added that the terrorists were arrested by US forces in Afghanistan detained in the Shabarghan Jail from where they were handed over to Pakistani authorities and later released. The spokesman said the Police signalled the car (RLE-3046) on its way from Khyber Agency to stop at a police checkpost, but the driver instead of following the order sped away the vehicle towards the tribal region. He said that there was “every possibility, I think, that there can be low-and mid-level reintegration and indeed some fracturing of the senior leadership that could be really defined as reconciliation,” adding there was “not some kind of monolithic Taliban enemy” but rather a syndicate of insurgent groups that are not subservient to each other. These include the Afghan Taliban in the south, the Haqqani network in the east, the Hezb-e-Islami (H-e-I) led by Gulbuddin Hekmatyar, the Tehreek-e-Taliban Pakistan (TTP), and smaller numbers of al-Qaeda and Uzbek militants. According to sources, the intelligence agencies have also warned of attacks on Muttahida Qaumi Movement (MQM) leaders at the party’s public meetings, district police lines, office of the divisional police officer (DPO). The TTP has tasked Abu Adil Mujahid to carry out the potential attacks, they added. Another intelligence report revealed that extremists have trained a suicide bomber identified as Khayal Shah to carry out attacks on high-value targets and a vehicle has been rigged with 80 kilogrammes of explosives to be used in an attack. Brennan, an architect of the White House strategy, used this analogy while pledging a "multigenerational" campaign against al Qaida and its extremist affiliates. The US intensified the CIA's drone missile campaign in Pakistan and elsewhere against al-Qaida as part of its shadow war against the outfit and its allies, the report said. The US is pursuing Qaida militants with robotic drones and commando teams, paying contractors to spy and training local operatives to chase terrorists. Speaking at a dinner hosted in honour of the editors of prominent national dailies at the Presidency, Asif Zardari said the political leadership should not be afraid of leading the nation even if in doing so they attract criticism. Though the challenge thrown up by the natural calamity is unprecedented, the President voiced confidence that the whole nation along with all political groupings could rise together to overcome it. Briefing editors on the catastrophe, the president said that 71 Districts throughout the country had been hit by floods, including 24 in Khyber-Pakhtunkhwa, 19 in Sindh, eight in Punjab, seven in Azad Kashmir, seven in Gilgit-Baltistan and six in Balochistan. Close to 1,400 people have been killed, over 720,000 houses destroyed and over 1.2 million people adversely affected. Khyber-Pakhtunkhwa has suffered the most followed by Punjab and Sindh. Referring to United Nations (UN) Chief Ban Ki-Moon’s visit, Zardari said that the UN chief has himself witnessed the extent of damage to life, property and infrastructure during a tour of the flood affected areas. “He assured us of all-out support on behalf of the UN to cope with the catastrophe,” he added.

A recent internal assessment of security by the ISI determined that for the first time in 63 years it expects a majority of threats to come from terrorists, according to a senior ISI officer. The assessment, a regular review of national security, allocates a two-thirds likelihood of a major threat to the state coming from terrorists rather than from India or elsewhere. It is the first time since the two countries gained independence from Britain in 1947 that India has not been viewed as the top threat. Decades into one of the most bitter neighbourly rivalries in modern history, both countries maintain huge troop deployments along their Himalayan border. “It’s earth shattering. The PCNA, conducted by Asian Development Bank, European Union, United Nations, World Bank and Khyber Pakhtunkhwa Government, was the first-ever study, looking into the causes of militancy and suggesting remedial steps. The Provincial Disaster Management Authority (PDMA), the coordinating agency for PCNA formulation and implementation, had circulated the draft document among all the line departments, which had been advised to come up with their feedback before it was finalised, an official told Dawn. Outlining the major drivers of crisis in FATA and Khyber Pakhtunkhwa, the PCNA argues that ineffective governance structure perpetuates a historical experience of disenfranchisement, alienation, corruption, poverty and under-development to facilitate conditions of lawlessness, insecurity and extremism. “Persistent governance deficits have created a broad political space for militant groups to present themselves as a viable alternative to the state,” says the study.

The Police also claimed to have recovered 100 kilograms of RDX explosives with weapons and ammunitions. At least 100 kilogrammes of RDX, two RPG rockets, 30-meter detonating cord, five detonators with electrical wire, and a Kalashnikov, a TT pistol, a 9mm pistol with loaded magazines and a motorcycle were recovered from their possession, the IGP said. An Urdu pamphlet distributed by ‘Jandula Studio of Harkat-e-Islami Uzbekistan’ said that Tahir’s blood would not “go waste” and his followers would continue to wage jihad (Holy War). Yuldashev was reported to have been killed in a strike by a US drone in Kaniguram town of South Waziristan on August 27, 2009. A website run by the IMU group announced the death of their leader and posted an image of his dead body. The website also displayed two images of Yuldahsev, who was described as “Shaheed Muhammad Tahir”. The site also named Usmon Odil as Yuldashev’s successor. Odil, in his own online address to followers, confirmed that Yuldashev had been killed on August 27, 2009 in a US drone attack. The IMU denied reports of Yuldashev’s death for almost a year, Odil said, because its members “were waging stepped-up battles in Afghanistan and especially in Pakistan against the enemies of Islam,” he said. “This sorrowful event occurred unexpectedly, and the IMU leadership, departing from the norms of sharia for jihad, decided to keep the information secret,” he added.

The Investigation Officer (IO) produced the suspects, Mohammad Wasim alias Baroodi and Abdullah alias Taimur alias Darzi before JM Hafiz Muhammad Ibrahim under strict security arrangements. The IO submitted an application for the remand of seven days of the alleged accused and stated that the accused men were arrested from Orangi Town in Iqbal Market Police jurisdictions during a raid. The warning came a day before the Provincial Government hosts a donors’ conference in Islamabad to seek assistance for rehabilitation of the flood-affected people. Representatives of the United Nations, US, European Union, Gulf states, China and lending agencies have been invited to the conference. Chief Minister Ameer Haider Khan Hoti will brief them on the devastation caused by the floods. Addressing a press conference, Information Minister Mian Iftikhar Hussain said: “Militants are reorganising themselves and planning terrorist activities. Therefore, the Federal Government should act immediately against them.” A couple of days ago, he said, about 200 militants from the Khyber Agency clashed with Police and Paramilitary Forces in Serband area near Peshawar. Militants killed two tribal elders in Adezai area in the Frontier Region of Peshawar. They were identified as militant commander Naseeb Zada, a resident of Narbatwal area, and his two accomplices Wazir and Gul Nazar of Dokada area. Three Kalashnikovs with magazines, seven hand grenades and 500 rounds were recovered from the encounter site. US-led troops are deployed with a mission to fight extremist groups, but the task “has been compounded by another strategic failure: the mistaken embrace of ‘strategic partners’ who have, in fact, been nurturing terrorism”, he wrote. However, commenting on Spanta’s suggestions, Philip J Crowley, assistant US secretary of state for public Affairs, noted that the extremist threat could be effectively dealt with action on both sides of the restive border. “We have encouraged Pakistan to take decisive action to deal with the threat within its borders. We are satisfied with the steps that Pakistan has taken thus far. And obviously, the offensive that Pakistan has started needs to continue,” Crowley added.

Crowley said on August 24, reports Indian Express. "We have encouraged Pakistan to take decisive action to deal with the threat within its borders. We're satisfied with the steps that Pakistan has taken thus far, but obviously, offensive that Pakistan has started needs to continue," P J Crowley added. Responding to allegations by the Afghanistan National Security Advisor that Pakistan continues to mentor terrorist outfits, Crowley said one cannot look at this in isolation and through the lens of a zero-sum calculation. "It is in the United States interest to work with Afghanistan to deal with a threat that is of direct consequence to US, a threat from al-Qaeda. Likewise, it's in our interest to work effectively with Pakistan to deal with that extremist threat that exists within Pakistan's borders," he said. These are not mutually exclusive, and likewise, it'll be important for Afghanistan and Pakistan to have an effective relationship going forward, and with the effective action on both sides of the border, the threat of extremism will be reduced to Afghanistan, Pakistan, and other countries, including the United States, Crowley added further.

TTP ‘spokesman’ Azam Tariq claimed the US and other countries that have pledged support are not really focused on providing aid to flood victims but had other motives he did not specify, adding, “No relief is reaching the affected people, and when the victims are not receiving help, then this horde of foreigners is not acceptable to us at all.” He strongly hinted that the militants could resort to violence, saying, “When we say something is unacceptable to us, one can draw his own conclusion.” The UN, however, said it would not be deterred by violent threats.

Army commandos and Frontier Constabulary personnel stormed an intelligence office in Peshawar, the provincial capital of Khyber Pakhtunkhwa, on August 28 and freed two people who were taken hostage by militant, reports Daily Times. The 10-hour long hostage drama started when three terrorists were being moved from one compound to another in the Cantonment area. The militants somehow overpowered their two guards and snatched their guns. They then started shooting. One of the guards was injured in the firing. “Some of the terrorists who were kept in a building for interrogations overpowered their two sentries during interrogations,” said Capital City Police Officer (CCPO) Liaquat Ali. “Their target is not clear but they were trying to reach a very sensitive area. There is the US Consulate, army offices and buildings in that area,” said Karim Khan, a senior police officer. “The US consulate is completely safe,” he added. The Security Forces (SFs) later successfully completed the operation after the terrorists were disarmed and the hostages rescued.

This was disclosed by Interior Minister Rehman Malik in the night of August 28. “We will request the court to set up a commission that can go to India to record the statements of witnesses, the police officers and the magistrate who recorded the statement of Ajmal Kasab [the lone terrorist in the attack to be arrested alive],” he said. India has rejected Pakistan's request to send Kasab here to testify in the anti-terror court. By setting up such a commission, the Federal Government is trying to invoke the provisions of Chapter XL of Pakistan's Code of Criminal Procedure.
