A US intelligence agency expert told a US court this week that Pakistan is still running a terrorist training camp at Balakot in the North West Frontier Province, according to Dawn. Eric Benn, a terrorism expert for Defence Intelligence Agency, told the district court in California that there was 70 per cent ‘probability’ the satellite images of a place near Balakot were that of a militant training camp. The US intelligence agent showed the jury satellite images taken between 2001 and 2004 but he claimed that the facility in question seemed to have expanded since then. “It may have become less temporary and more permanent,” he testified. The images showed a 3km trail linked to the main road and dotted with several structures that seemed to reflect a guard house, barracks with a tin roof and perhaps some mud houses as well, the reports said. The court is hearing terrorism charges against two Pakistani-Americans, 23-year old Hamid Hayat and his father Umer Hayat. Hamid’s sentencing has been postponed by four months to November and his father Umer Hayat, charged with lying to federal authorities, is being retried after the first round ended in a hung jury.

An Anti-Terrorism Court in Multan on August 1 handed death sentences on seven counts to two Lashkar-e-Jhangvi (LeJ) activists, Zahid Husain alias Zada and Shahabuddin, for killing six people, including five police personnel, Dawn reported. The court also awarded life imprisonment on seven counts to their accomplice Ghulam Shabbir alias Doctor. According to the prosecution, Zahid Husain, Shahabuddin, Shabbir and Zahid Abbas opened fire at a police party deputed at the Gulistan Chowk picket in the precinct of New Multan police station on January 28, 1999 killing five police personnel and a civilian. The court, however, acquitted Zahid Abbas for lack of evidence against him.

The Balochistan Government claimed on August 2 that members of the Marri tribe had for the first time begun surrendering to the Government, following in the footsteps of former loyalists to Nawab Akbar Khan Bugti, according to Daily Times. Government officials said that 38 former loyalists of Nawabzada Balach Marri, chief of the banned Balochistan Liberation Army (BLA), had surrendered to the Kohlu administration. They also gave up a large number of weapons including rocket launchers, Kalashnikovs and ammunition, while pledging to refrain from participating in movements against the Government, the sources added. The surrendering team is reportedly led by Wadera Jumma Khan, a prominent elder from the Marri tribe.

According to Daily Times, Uzbek militants in North Waziristan announced that they would not comply with the unilateral cease-fire by the Taliban, saying that they had never consented to it. Local Taliban leader Gul Bahadar Ustad has reportedly sent a five-member Jirga (council), comprising senior militia commanders, to negotiate with the Uzbek militants, a tribal elder said. The tribal elder also claimed the local Taliban were in “complete control of all mujahideen, both local and foreign”, in the area and could forcibly stop them if necessary.

The man, aged approximately 25, was blown to bits while he was riding through the main market in the town of Hub 600km south of provincial capital Quetta, police official Mohammad Rafiq told AFP. No one else was injured in the blast, he informed. Urging Pakistan to intervene militarily to resolve the Kashmir issue, Hizb-ul-Mujahideen (HM) chief Syed Salahuddin asserted that no political solution was possible since India and the international community had "wasted the opportunity by not responding to Pakistan President Pervez Musharraf's CBMs," reported UNI. "On the Kashmir issue, Islamabad cannot take a u-turn. Kashmir is an indigenous movement. Pakistan is a party to it. It is Pakistan's responsibility to provide every kind of support to the movement-although until now it has been giving it diplomatic, moral and political support. We want Pakistan to initiate a military intervention in Kashmir," he said, in an interview to The Friday Times from Pakistan occupied Kashmir. He claimed India has realised that militancy could spread to other parts of the country if the Kashmir issue is not resolved soon. "One year, five years, ten years or hundred years... Time doesn't matter in freedom movements. India has realised that if Kashmir is not resolved soon, militancy will spiral out of Kashmir and spread to other parts of the country," he said. However, Salahuddin denied the group's involvement in the Mumbai serial blasts of July 11, 2006. Terming India's demand to Pakistan to hand him over as "absurd," he said that "no law in the world can make anyone extradite me" and it was impossible for the Musharraf Government to take a "u-turn" on him.

The 28-year old man has been detained along with his wife and would be deported to their native Turkmenistan, officials told Dawn. Officials said that Abdur Raheem from Ashgabad had admitted to training militants from the Central Asian republics including Uzbeks, Khazaks, Turkmen and Tajiks at a training camp run by an IMU offshoot the Islamic Jihad Group. Raheem, who used different names, including Qasem and Abdul Kareem, said the training facility had to be relocated frequently due to security situation and military operations and the last course was conducted at Degan in North Waziristan. Raheem reportedly confessed that he had initially trained at the Al Qaeda-operated Al Farooq training camp in Khost in southeastern Afghanistan for three months and later moved to Takkhar in northern Afghanistan to fight alongside the Taliban.

Everything has been decided. The story is almost finished but the government is a bit slow in responding to certain things,” Abdullah Farhad, militants’ chief spokesman told Dawn on phone from an undisclosed location. “We are satisfied with our talks so far but the government is a bit slow and we feel that if it wants then the whole matter (of the agreement) can be wrapped up very soon,” Farhad said. Sources said that two of the three issues that blocked the peace agreement had been taken care of. They are: release of about a dozen militants and return of the seized weaponry. Sources added that the Government had agreed to release 10 more militants, a fact acknowledged by Farhad. However, the main issue that remained to be worked out was withdrawal of military from the North Waziristan, one of the key militants’ demands. Farhad disclosed that an inter-tribal Jirga formed by the Government to negotiate peace with the militants met their Shura (council) in Khate Kallay near Miranshah, the regional headquarters of North Waziristan, on August 25.

As many as 21 army commandos and 37 rebels had also been killed in the same operation, which targeted 50 to 80 of Nawab Bugti’s closest family members and top commanders. Justice Mohammad Akhtar Shabbir directed the home department to order the release of Saeed, observing that the Punjab Government had failed to produce concrete evidence substantiating its claim that he and his organisation were planning to disrupt peace and tranquility by holding rallies. The Government’s fear, the court observed, was based on certain conjectures and suppositions which did not constitute a lawful ground to take away the freedom of a citizen. Hafiz Saeed was placed under one-month detention at his home in Jauhar Town. He was shifted on August 23 first to a rest house at the Ravi Siphon and then to the canal rest house in Sheikhupura. Fourteen Pakistani and Indian Shia pilgrims were abducted and subsequently killed by insurgents in the Anbar province of Iraq, police said on September 2. The 11 Pakistanis and three Indians, all male, had been traveling to holy Shia sites in Iraq on August 31 when they were attacked in Anbar province, heartland of the Sunni insurgency, according to Daily Times. An official at the al-Hussein hospital in the Shia holy city of Karbala, where the bodies were taken on September 1, said the 14 men had their hands bound and had been shot in the head. The attackers “freed the women and children and shot dead the men, execution-style,” Iraqi Interior Ministry spokesman Abdul Karim Khalaf said.

The body of Jamhoori Watan Party chief Nawab Akbar Khan Bugti was retrieved from a cave in the Kohlu district of Balochistan province on August 31 as efforts to recover the bodies of other tribesmen continued, according to The News. Bugti was killed along with 38 insurgents during a military operation in the Chalgri area of Bhamboor Hills in Dera Bugti district on August 26. Officials said the burial would take place in Dera Bugti on September 1 (today), while authorities were contacting relatives of the slain Baloch leader through the Balochistan Government to hand the body over to them. “The body is in an advanced stage of decay as it had been badly crushed under a big boulder,” said military regime spokesperson Maj-Gen Shaukat Sultan.
