A large number of people belonging to the Shia community took to the streets and blocked main Numaish Chowrangi, bemoaning that Police and Security Forces (SFs) detained their supporters during the last few days and shifted them to undisclosed locations. The protest was organised by All Pakistan Shia Action Committee (APSAC). The central leader of APSAC Maulana Mirza Yousuf Hussain, who was leading the rally, said the SFs had picked at least six of their supporters from different parts of the city, during the last few days and shifted them to undisclosed locations. Giving a deadline to the Police and other Security agencies, Hussain said, “Present the accused before the court if they are involved in any crime, otherwise release them until Friday. We will gather at Numaish Chowrangi again, after Friday prayers at 3:00pm, if the missing persons were not released prior to the given deadline.” Later, the protesters dispersed peacefully.

Around 43,000 people have been forced to leave their homes in Maidan area of Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA) over the past two weeks because of escalation of hostilities between militant groups in the tribal region, the UN Office for Coordination of Humanitarian Assistance (OCHA) said on April 1, reports Dawn. According to figures released by the FATA Disaster Management Authority (FDMA), around 10 percent of the internally displaced persons (IDPs) have taken refuge in Kurram Agency and the rest in Districts of Hangu, Kohat, Nowshera and Peshawar in Khyber Pakhtunkhwa Province. Around 46 percent of these people are children and 33 percent women, says the FDMA, emphasising the importance of humanitarian assistance for the IDPs expected to stay in camps for six months. Authorities estimate around 60,000 people from 10,000 families in different villages of Maidan may have been affected.

Five NATO containers were set ablaze on the National Highway near Kambari bridge area of Bolan District, on April 1, reports Daily Times. Bolan Deputy Commissioner Sayeed Waheed Shah said that a convoy of 40 NATO containers was en route to Karachi (Karachi District), the provincial capital of Sindh, from Chaman area of Qilla Abdullah District when unidentified assailants on two motorcycles opened indiscriminate fire on it. Resultantly, five containers of the convoy caught fire. He further said that no drivers were injured in the attack. No group had claimed responsibility for the attack.

The Anti Extremism Cell of Crime Investigation Department (CID) Police arrested four Tehreek-e-Taliban Pakistan (TTP) militants and recovered a huge cache of ammunition and a list of political leaders, who were their potential targets, from Hijrat Colony area of Karachi (Karachi District), the provincial capital of Sindh, on April1, reports Daily Times. Senior Superintendent of Police (SSP, CID) Choudhry Aslam Khan said the Police, on a tip-off, conducted a raid in Hijrat Colony area and arrested Abdul Majeed, Haji Mairajuddin, Bakhtiar Mehdud and Imran associated with TTP, Khan Zaman group. The Police recovered 50 kilograms of ammunition, a Kalashnikov, five hand grenades, six tennis ball bombs, two rifles, four-kg nut bolts and ball barring, 10 feet detonator wires, remote control and several bullets. The Police also found a list of political leaders from them, the SSP said, adding they were involved in several bank robberies, extortion and other heinous crimes aimed to provide fund to their aides in North Waziristan Agency (FATA).

The latest Pakistan-Afghanistan cross-border shelling incidents and continuing Afghan Taliban infiltration dominated the meeting between Army chief General Ashfaq Parvez Kayani and the new commander of the International Security Assistance Force in Afghanistan (ISAF), General Joseph Dunford on April 1, as the two commanders’ explored ways to strengthen their border coordination mechanisms, reports Dawn. This was the first official interaction between Kayani and Dunford, who assumed the command of international forces in Afghanistan in February. The two commanders met for pushing forward efforts by the Pakistan-Afghanistan-ISAF tripartite commission for intensifying military-to-military cooperation between the three sides.

According to a survey by the British Council a majority of respondents - 38 percent - said Islamic Sharia would be the best system for Pakistan while 32 percent backed military rule and only 29 percent favoured democracy, reported The Times of India on April 3. The survey covered over 5,200 youths across the country. 64 percent of male youths described themselves as conservative or religious while the figure for females was 75 percent. These are among the key findings that focused on youths between 18 and 29 years. More than 90 percent of the youth believe the country is heading in the wrong direction.

During the attack, the militants fired seven rockets at a 500 kilowatt grid station in Sheikh Muhammadi, causing it to catch fire. The grid station was completely destroyed in the incident. Station House Officer of Badhaber Police Station, Granullah, said that six vehicles of WAPDA, control room and official records were also damaged in the attack. An official of the Bomb Disposal Squad (BDS), Abdul Haq, said 14 bombs of five kilograms each had been planted to blow up the offices and the grid station. “Thirteen bombs exploded while one was defused by the bomb disposal unit,” he said.

Judge Chaudhry Habib-ur-Rehman, who is conducting the trial behind closed doors at Adiala Jail in Rawalpindi of Punjab province for security reasons, issued the summons for Altaf Hussain, a Karachi-based Additional Director of the Federal Investigation Agency. Prosecutors described Hussain as an "important witness" in the case against the seven accused, including Lashkar-e-Toiba (LeT) commander Zakiur Rehman Lakhvi. He was directed to appear in court at the next hearing on April 13, 2013. At the last hearing on March 30 2013, the court had issued summons to the six private witnesses for selling a boat, an engine and other related equipment to the accused. The Pakistani judicial commission's visit to India has already been delayed by several weeks over the issue of Islamabad (Federal Capital of Pakistan) seeking an assurance that members of the panel will be allowed to cross-examine witnesses. We want the enforcement of Shariah in Pakistan and the Islamic countries,” TTP ‘chief’ Hakimullah Mehsud said in his latest videotape. He said the TTP didn’t believe in democracy and wanted the establishment of Shariah. “If we believed in democracy, we would enter the political arena,” he remarked. The TTP chief believed the “infidels” wanted to divide the Muslims in the name of democracy. “We want the implementation of Shariah, which can only be enforced through waging Jihad. A time will come that the Muslims will establish Caliphate on the surface of earth,” he said. In the video massage, he advised the displaced Mehsud tribe’s people to avoid returning to their homes as they could be killed in the ongoing war between the Government and the TTP. He alleged that the Government and the US wanted to pit the Muslims against each other through the peace lashkar (militia). He said the Mehsud would continue fighting until their conditions were met. They said the high-ranking ‘commanders’ of both the Taliban and LI had agreed to coordinate with each other and consult on all matters of mutual importance, particularly those pertaining to Tirah valley and the Khyber Agency. The decision to strike a deal with the LI chief came at a time when the TTP tightened its grip in the areas it had snatched from Ansarul Islam (AI), a pro-Government armed group. "Lashkar-e-Toiba (LeT) remains one, if not the most operationally capable terrorist groups through all of South Asia," Admiral Samuel Locklear said. "LeT was responsible for the November 2008 attack in Mumbai, India that killed over 160 people, including six Americans, and has supported or executed a number of other attacks in South Asia in recent years," he said. Beyond the direct impact of these attacks, there is a significant danger that another major terrorist attack could destabilise the "fragile peace" between India and Pakistan, Locklear told the Senators days after a report released by a US Army said that LeT continues to recruit the best and the brightest in Pakistan and are focused on Kashmir. "Should the perpetrators of such an attack be linked back to Pakistan - as was the case in the 2008 attack - the Indian government may face domestic pressure to respond and the resulting spiral of escalation could be rapid. For those reasons, and more importantly to protect innocent lives, we and our partners in the US Government engage regularly with the Indians and Pakistanis to avert such a crisis," he said in his prepared remarks.

In the four days of fighting, 110 militants and 23 Pakistan Army soldiers have been killed and dozens of militants injured,” a senior military official told The News. Pleading anonymity, he said fierce fighting was still going on in the valley between the Security Forces and militants to wrest control of the area. The official said the valley had not been cleared of the militants yet, though jet fighters and gunship helicopters had pounded the positions of militants.

The TTP militants also placed the condition that their apprehensions about the vaccination campaigns being ‘un-Islamic’ be removed. “If they can convince us that these polio drops are Islamic and the spy agencies are not using it to kill our fighters, we would have no objection to any vaccination drive which is in the public interest,” TTP ‘spokesman’, Ehsanullah Ehsan said while talking to private news channel via telephone from an undisclosed location. Referring to the Abbottabad incident which led to the capture of Osama bin Laden, Ehsan said vaccination drives were being used by the CIA to hunt down its ‘Mujahideen’ (freedom fighters). “Our opposition and suspicion to the vaccination drives have been increased manifold after the Abbottabad incident,” he said. He further denied any involvement in previous attacks on polio workers. “We are not involved in attack on the polio teams and the threats given to them. We do have reservations against the drive but we are not attacking them,” added Ehsanullah. “Our strategy is very clear. Commenting on the March 13 arrest of 11 suspected youths, Quetta Police Chief Mir Zubair Mehmood said, "The suspects belonged to the Dosti Group and were managed by the ringleaders Abdul Nabil Bangalzai and Abdul Ghani Bangalzai, who come from a terrorist organisation. Those arrested – between 10 and 16 years old – confessed to various crimes, saying they had been lured into terrorist activity. The terrorists had paid them around Rs. 2,000-5,000 (US $20-50) to plant explosives in crowded places and carry out terrorist activities. The militants are using children as war fuel. Ghulam Ahmad Bilour (75) is contesting from the NA-1, Peshawar. He received minor injuries in the blast. Haroon Bilour, the son of late Bashir Bilour who was killed in a suicide bombing on December 22, 2012, was unhurt in the explosion. He is a candidate from PK-3. Senior police officers confirmed that the blast was carried out by a suicide bomber whose target was Ghulam Ahmad Bilour. “It was a suicide attack and five to six kilogrammes of explosives were used in it,” Assistant Inspector General (AIG) of Bomb Disposal Unit (BDU), Shafqat Malik said. Musharraf has already been disqualified from three other constituencies from where he had filed nomination papers. After his candidature was rejected from Islamabad (Federal capital), Karachi (provincial capital of Sindh) and Kasur in Punjab province, Chitral in the Khyber Pakhtunkhwa held the only hope. But Musharraf's plans came to a naught as the poll tribunal of Peshawar High Court barred him. Musharraf's nomination papers were rejected following objections that he had subverted the Constitution by imposing emergency as Army Chief and had illegally placed judges under house arrest. "The Afghan Taliban and all its sub-groups, including the Haqqani Network, remain capable of conducting high profile attacks, though counter-terrorism pressure has degraded this ability," Dunford told the Senate Armed Services Committee during a congressional hearing on Afghanistan. According to District Police Officer (DPO) Faridullah Khan Katikhel, three unidentified militants entered a National Database and Registration Authority (NADRA) office on Station Road at around 9:30am and opened fire. However, no damage to human life was reported. The attackers later took a rickshaw to escape but Police chased them in a mobile van. When Police reached near FC Fort, the attackers opened fire and hurled hand grenades on them. Police returned fire. The attack took place in Khar, the main town of Bajaur in Federally Administered Tribal Areas (FATA) bordering Afghanistan. Local administration official Abdul Haseeb confirmed that it was a female suicide bomber and the casualties. “It was a female suicide bomber, about 18-20 years old, we have found her legs and head,” he said. No group had claimed responsibility for the attack till filing of this report, however, authorities suspect the Taliban behind the attack. The dead included a security person, a hospital worker and two civilians, he added.

Police said that the victim identified as Omair was shot dead by unidentified assailants who attacked him near his house and managed to flee the crime scene. The security agencies freed 13 more missing persons picked up on suspicion of having links with the militant outfits, while body of one missing person was found in Mardan District, the Peshawar High Court was told, reports The News. A two-member bench comprising PHC Chief Justice Dost Muhammad Khan and Justice Rohul Amin disposed of cases of 13 missing persons after their lawyers and family members informed the court that the detainees have been freed by the security agencies and they have returned home safely. The freed missing persons included Asim Khan, Muhammad Arif and his six companions, Sajad Ali, Fida Hussain, Irfan, Manzoor and Shahid. Deputy Attorney General (DAG) Muzzamil Khan, representing the Ministries of Defence and Interior, informed the bench that 14 missing persons have been shifted to various internment centres and their cases are running in the court. The bench took 355 missing persons cases for hearing, out of which 10 were freed, 14 were shifted to the internment centres and one missing person’s body was found in Mardan.

The three men had raised an estimated 39,000 pounds for terror training and to fund the UK attacks. The money was raised through street collections in Birmingham, under the false pretence of raising money for Muslim charities. Irfan Naseer (31) will have to serve a minimum of 18 years behind bars, while his accomplice Irfan Khalid (28) was jailed for 18 years and Ashik Ali was sentenced to 15 years. "Irfan Naseer was the leader, driving force and man in charge and he alone must take responsibility for sending four young men to Pakistan for terrorism training," Justice Henriques told London's Woolwich Crown Court on April 25. The sentencing coincides with the announcement of new UK Government rules under which suspected terrorists face having their passports confiscated. UK Home Secretary Theresa May said the move would prevent Britons travelling abroad to fight or attend terrorist training camps, like the Birmingham-based trio who had been found guilty in February of masterminding a plot that could have been more devastating than the July 7 attacks on London’s transport network back in 2005.

Musharraf will remain in his villa on the edge of Islamabad (Federal Capital) where he is already under a two-week house arrest over his decision to sack judges when he imposed emergency rule in November 2007. “Today FIA (Federal Investigative Agency) formally arrested General Musharraf in the Benazir Bhutto case,” prosecution lawyer Chaudhry Azhar told AFP by telephone. During the interrogation, the former President was asked why Benazir Bhutto was not provided security upon her return to Pakistan. Upon this, Musharraf replied that she was provided complete security. He also refused to accept the allegations against him by saying that Benazir Bhutto became the target of terrorists. It has also been learnt that the FIA will file a petition seeking the physical remand of Musharraf in the Anti-Terrorism Court (ATC) on April 26 (today). TTP targeted MQM unit office in Qasba Colony 2 ½ within Pirabad Police Station limits, killing Aslam Rafiq and injuring at least 25 people. According to eyewitness accounts, in the first attack terrorists on a motorcycle, threw a cracker on a mosque, and as people gathered to take a look, another blast shook the locality. The second bomb was concealed in a pickup van, parked near the MQM unit office. On the other hand, another powerful blast occurred in Kumharwara, Lyari, during a meeting of the PPP, led by Aziz Memon. When the powerful blast struck, several people including candidate of PS-111 Adnan Baloch, women and children were wounded. As the Afghan Taliban announced on April 27 the launching of annual spring offensive against the US-led Allied Forces in Afghanistan, this year the Tehreek-e-Taliban Pakistan (TTP) has also joined them, the News reported on April 29. The TTP has released a significant video which shows the TTP fighters belonging to the “Saad bin Abi Waqas Front” [which is named after a TTP commander] already carrying out military and suicide operations against the ISAF Forces in Logar province of Afghanistan. Released by the Umar Studio, the media arm of TTP, the videotape has been marketed shortly after the Taliban in Afghanistan vowed to start a new campaign of mass suicide attacks targeting foreign military bases and diplomatic areas as part of their new spring offensive this year. The offensive was announced by the Taliban spokesmen, saying that the 2013 spring offensive, which has been named after Khalid bin Waleed, will involve special military tactics similar to those carried out by the Taliban in the past. “Collective martyrdom operations targeting the bases of foreign invaders, their diplomatic centres and military airbases will be further structured while every possible tactic will be used to detain or inflict heavy casualties on the foreign transgressors in Afghanistan,” the statement released by the Afghan Taliban said. On the other hand, however, the TTP ‘chief’ Hakimullah Mehsud has released a 67-minute Pashto-language videocassette titled, “The Caravan of Truth” which has been posted on Jamia Hafsa Urdu Forum. The footage shows undated ambushes, mortar strikes and raids being carried out by the TTP fighters against the ISAF forces. The video not only shows the execution of a TTP double agent with a rocket launcher but also shows fighters preparing explosives for a suicide bombing, to be followed by a massive explosion at a joint US-Afghan military base in Khushi District of Afghanistan. The video displays white and black banners which also depict the names of Mullah Omar and Hakimullah Mehsud. It merits mention that Hakimullah owes his allegiance to Mullah Omar.

A suicide bomber rammed his explosive-laden motorbike into a Police van, moments after Commissioner Peshawar Sahibzada Mohammad Anis had passed through the area. “Around five kilograms of explosives were planted on the back seat of the motorbike. Ball-bearings were also embedded in the explosive layers to cause more casualties and damage,” Assistant Inspector General (AIG) of the Bomb Disposal Unit (BDU) Shafqat Malik said. The court fixed the next date of hearing on May 14, three days after the polls. Bhutto was killed in a deadly bomb and gun attack in December 2007 after addressing an election rally in Rawalpindi's Liaquat Bagh. The court had framed charges against Musharraf in the case in February 2011, and in August that year he was declared a proclaimed offender. The ex-army chief, already in judicial custody in the judges' detention case after imposing emergency in November 2007, was not produced in the court for security reasons. The court gave permission to the Balochistan Police to question Musharraf in the case relating to the killing of Baloch nationalist leader Nawab Akbar Khan Bugti. Bugti was killed in a military offensive in the mountainous Dera Bugti region in southwest in August 2006 when Musharraf was President and Army chief.

The high court's ruling came on an appeal by the former President who had challenged the rejection of his nomination papers for the national assembly seat in the north-western hill-station of Chitral. "Since Musharraf had abrogated the Constitution twice, he could not be allowed to contest elections for either the National Assembly or Senate," the four-member bench, headed by chief justice of the high court justice Dost Muhammad Khan, said while dismissing his plea.

The Chief of Army Staff (COAS) General Ashfaq Parvez Kayani said on April 30 that General Elections would be held in the country on May 11 and emphasised that the future of the country depends on their fair conduct, reports Daily Times. “We must not harbour any suspicions or misgivings about it,” he said while addressing the participants of the “Yaum-e-Shuhada” (Martyrs Day) ceremony at the GHQ. He said this indeed was a golden opportunity, which could usher in an era of true democratic values in the country. The COAS said that in his opinion, it is not merely retribution but awareness and participation of the masses that can truly end this “game of hide and seek between democracy and dictatorship”. “If we succeed in rising above all ethnic, linguistic and sectarian biases to vote solely on the basis of honesty, sincerity, merit and competence, there would be no reason to fear dictatorship or to grudge the inadequacies of our present democratic system,” he added. Gen Kayani said that the nation’s salvation resides in transforming the government into a true platform of public representation. “This would come to pass once the construct of public representation in Pakistan is oriented towards affording primacy and precedence to larger public interest over personal interests.” “Otherwise, may it be democracy or dictatorship; governance would continue to remain a means of self aggrandisement and that of plundering national wealth and resources,” he added. He assured that armed forces stand committed to wholeheartedly assist and support in the conduct of free, fair and peaceful elections, to the best of their capabilities and remaining within the confines of the constitution. He also assured that this support shall solely be aimed at strengthening democracy and rule of law in the country. The Pakistan People’s Party (PPP) on April 30 alleged the both Pakistan Muslim League - Nawaz (PML-N) and Pakistan Tehreek-i-Insaf (PTI) had assured the Tehreek-e-Taliban Pakistan (TTP) that if voted to power they would support the militants, reports Dawn. PPP Lahore chapter (women wing) President Faiza Malik said efforts were being made to push the party to wall while the PML-N and PTI were campaigning openly as they were the supporters of the Taliban. “Both parties have assured the Taliban that they will extend full support to them after coming to power,” Ms Malik said while addressing a party workers’ meeting in Lahore. She said the PPP would continue fighting the war against terrorists and would not succumb to militancy. PPP central Punjab president Manzoor Wattoo said the silence of Nawaz and Shahbaz over the TTP terrorist activities against the PPP, the ANP and the MQM testified they had ‘a soft corner’ for the militants. In a statement, he said the people would not let the terrorists and their patrons hijack their country come what may. “The people will reject them and their supporters on May 11,” he said. Wattoo condemned what he called apparent endorsing of the genocide of the PPP, ANP and MQM workers and candidates by Nawaz. “It seems the PML-N is in collusion with terrorists and wants to come to power by using the TTP as a springboard,” he said.
