Speaking on behalf of the donor agencies at a meeting of Nepal Development Forum (NDF) on May 5 in Kathmandu, Praful Patel, Vice President of the World Bank for South Asia, stated that developmental activities have suffered as the conflict has intensified. Patel also said "development has become a hostage to political crisis due to the ‘triangular conflict’ in Nepal." He added that things will not change unless the monarchy, parliamentary parties and Maoists come to a compromise. To support its development process, Nepal has sought some 556 million US dollars per year from the donor agencies participating in the NDF meet.

According to Nepal News, the insurgents fired indiscriminately at the bus, killing six Royal Nepalese Army (RNA) soldiers, an Armed Police Force official and six passengers. Security forces had gone to the area to remove barriers laid on the highway by the Maoists.
