Top leaders of the ruling alliance and the United Democratic Madhesi Front (UDMF) on March 1 held discussion at the official residence of Prime Minister and discussed issues concerning the local level elections and the proposed amendment to the Constitution, reports The Himalayan Times. However, they could not reach any agreement on the crucial issues. In the meeting Dahal asked the UDMF constituents and other parties to focus on elections that have already been announced. UDMF leaders, in response, told him that it was difficult for them to opt for elections at the existing state of affairs.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) General Secretary Ishwar Pokhrel at a press conference organized by the party in Kathmandu on March 7 said that there was a conspiracy to murder all the top leaders of the party in March 6’s mass meeting on the premises of Gajendra Narayan Singh Industrial Zone in Saptari District, reports The Himalayan Times. He said the party leaders and cadres were surrounded and attacked when they were returning home after the mass meeting. Meanwhile, UDMF on March 8 (today) submitted a five-point memorandum to Prime Minister Pushpa Kamal Dahal at latter’s official residence in Kathmandu, reports The Himalayan Times. In the memorandum, they have demanded the withdrawal of local elections’ programme, amendment of the Constitution, keeping the local level structure within the provincial jurisdiction and implementing the three-point agreement reached during the formation of the government. The Front has also demanded a high level commission be formed to probe into Saptari incident, the guilty be punished, deceased be declared as martyrs, compensation be provided to the bereaved families and free treatment to the injured. The Front has warned to withdraw their support to the incumbent Government if its demands were not addressed in the next seven days. Dahal has assured the UDMF leaders that he would hold discussion with the ruling parties and the opposition and decide accordingly.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)’s Mechi-Mahakali campaign, which was halted for three days following the Saptari incident, resumed from Hetauda on March 10, reports Kathmandu Post. CPN-UML organized a mass meeting at a school ground in Hetauda-4 despite the banda (general strike) enforced by the United Democratic Madhesi Front (UDMF). Addressing the crowd, CPN-UML Chairman KP Sharma Oli said that the behaviour displayed by the coalition Government and the UDMF in the wake of the Saptari incident would cost them come election time. Oli also claimed that the CPN-UML cadres were facing security threat in the Tarai region after what happened in Saptari.

A staffer at the Metropolitan Police Circle, Balaju, said two persons entered the bus (Ba 4 Kha 5648) as passengers, made an elderly woman onboard the bus to get off the vehicle and sprayed petrol to set it on fire. However, some Policemen saw the flames and immediately doused it. Four seats have been gutted in the incident.

After announcing that it withdrew the support extended to the Government, the Federal Alliance on March 16 announced fresh protest programmes, reports The Himalayan Times. A meeting held at the Federal Socialist ForumNepal (FSFN) office in Kathmandu decided to start the protest programmes from March 17. According to a press statement, the Alliance would organise various programmes including noncooperation demonstrations and public hearing to discuss how the Government’s decision to put the local polls on May 14 was a wrong decision. The Alliance has also scheduled demonstration programmes in various cities outside the Valley from March 31 to April 3.

He had invited the UDMF leaders for a discussion at his office in Kathmandu. During the meeting, the Prime Minister reiterated that the Government could go for the Constitution amendment while putting the issue of delineation of boundaries of provinces on hold. Prime Minister Pushpa Kamal Dahal during a meeting with other political parties including the agitating United Democratic Madhesi Front (UDMF) at his residence in Kathmandu on March 23 proposed to drop the clause pertaining to federal boundaries from the constitution amendment bill tabled in Parliament and endorse the remaining parts, reports Republica. The bill constitutes four clauses pertaining to language, citizenship, representation in the upper house and federal boundary. "All parties including the UML appear willing to support the amendment without the clause on federal boundaries. We are committed to revising federal boundaries before provincial elections if you support the local elections now," Dahal told Madhesi leaders. He has also proposed to assign a constitutional commission to work out the details of demarcation.
