Speaking at an interaction in Kathmandu, Poudel also floated an idea that the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), two major parties in opposition, could be offered major ministerial portfolios, including home, finance, defense and general administration, in the Bhattarai-led coalition if the parties could not agree on the Chief Justice-led election Government.

On March 7, a woman passenger suffered minor injury when demonstrators pelted stones at the bus she was commuting while 154 demonstrators, including 16 women, were held for allegedly vandalising vehicles and trying to block traffic from different parts of Kathmandu valley during the nationwide shutdown called by Federal Democratic Front (FDF), reports The Himalayan Times. Four vehicles were also reportedly vandalized during the shutdown, however, no clashes were reported between the demonstrators and Police personnel.

Meanwhile, leaders from the four major political forces signed an 11-point political agreement at the secretariat of the Special Committee at the International Convention Center, Kathmandu on March 13, reports Myrepublica.com. As per the agreement, the proposed head of the Government will resume his function as Chief Justice after he accomplishes the task of holding the CA elections, which is described as the main responsibility of the election Government. The agreement stated that the new CA will have 491 members. Of these, 240 members will be elected under the first-past-the-post electoral system and 240 will be elected under proportional representative quotas while another 11 members will be nominated by the cabinet on the basis of political agreement. The agreement further said that the interim cabinet will not be allowed to take any decision that may have a long-term impact on the country

Further, Communist Party of Nepal-Maoist-Baidya (CPN-M-Baidya) called a bandh in Kathmandu on March 14 to protest the appointment of Chief Justice Khil Raj Regmi as the head of the Interim Election Council, reports Myrepublica.com. Vehicles plying the capital´s streets came to a standstill and people had to rush to their destinations on foot. CPN-M is not the only party that protested the Chief Justice’s appointment; 21 other fringe parties have also protested the Chief Justice-led government, arguing that it was against the principle of separation of powers.

Separately, the Nepal Bar Association (NBA) on March 14 said that a sheer attack on independent judiciary by Chief Justice Khil Raj Regmi by heading an election government has left a black spot in Nepal's six decade-long judicial history, reports The Himalayan Times. The NBA also expressed displeasure to the negligence of the President as a patron of the Interim Constitution of Nepal saying that the President did not take any steps to prevent the unconstitutional move of the political parties and the Chief Justice. The NBA has also urged the legal practitioners and other professional organizations to condemn such antidemocratic move. Likewise, the Supreme Court Bar Association has also condemned the appointment of the Chief Justice to the post of the Prime Minister.

Five persons were injured as the agitating Mohan Baidya-led Communist Party of Nepal-Maoist (CPN-M-Baidya) and 21 other smaller parties on March 15 burnt copies of the 11-point agreement in Kathmandu signed by the four major political parties that led to the formation of the interim election Government under the leadership of Chief Justice Khil Raj Regmi, reports Nepalnews.com. The leaders and cadres of the fringe parties gathered and burnt the copies of the agreement. There was a clash between the agitators and the Police during the protest. Five demonstrators were injured in the clash. The 22 minor parties have opposed the agreement to form the Chief Justice-led Government with CPN-M-Baidya terming it an outcome of foreign intervention while others are saying that the sitting Chief Justice cannot head the Government.

A group of people affiliated with the Mohan Baidya-led Communist Party of Nepal-Maoist (CPN-M-Baidya) vandalised the head office of Ncell, the biggest private sector telecommunication company in Nepal, located at Naya Baneshwor in Kathmandu on March 19, reports Nepalnews.com. Police guarding the head office of Ncell said that the cadres pelted stones at the Ncell building, smashing several windowpanes. Five persons were arrested from the scene. Some 87 members of the All Nepal Trade Union Federation affiliated with CPN-M-Baidya, who were earlier working with Hello Nepal, a private telecommunication company that was acquired by Ncell few months earlier, had been agitating for some time demanding reinstatement in their previous positions. However, the Ncell has refused to take them in, saying that it has no liability towards the workers who were working on contract basis at Hello Nepal.

United Nations Under-Secretary General for Political Affairs Jeffrey Feltman who arrived in Kathmandu on March 19 said that the United Nations supports the Nepal’s electoral process and constitutional roadmap, reports Kantipuronline.com. During his four day visit, Feltman will meet senior officials of the Government and political parties, and representatives of the diplomatic corps and civil society to discuss the peace process. “Secretary General Ban Ki-moon has asked me to come to Nepal and talk to Nepali officials, representatives of political leaders about the election and way forward. We are delighted to see Interim Election Council in place and we very much look forward to helping as much as we can to electoral process and re-election of Constituent Assembly,” he told reporters upon his arrival at Tribhuvan International Airport, Kathmandu.

Cadres of the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on March 29 obstructed the employees of the Election Commission (EC) from carrying out voters’ registration process in Lalitpur and Bhaktapur Districts, reports The Himalayan Times. In Lalitpur District, a group of around 20 CPN-Maoist-Baidya cadres misbehaved with EC officials and smashed a laptop computer used for maintaining records of voters and taking their photographs to be affixed on voters’ ID cards in Chaughare Village Development Committee (VDC). In Bhaktapur District, four CPN-Maoist-Baidya cadres vandalised Bhaktapur District Election Office. The masked men broke into EC office and damaged one laptop, a photocopy machine and a printer. They also tore apart 68 forms meant for registering voters’ details.
