Separately, the National Human Rights Commission (NHRC) issuing a press statement on June 1 asked all parties concerned to respect people’s mandate, reports The Himalayan Times. NHRC said that its attention had been drawn to the Bharatpur Metropolitan City incident, where vote counting was halted after some ballot papers were torn by the representatives of political parties. “Voter’s right to cast votes to choose their candidates and the candidates’ rights to be elected by securing maximum votes should be respected by all parties concerned,” reads the statement issued by NHRC’s Spokesperson Mohna Ansari.

After a preliminary hearing on a writ, filed by ward member candidate Gunjaman Bishwakarma and Advocate Tulasi Pandey seeking the SC intervention, a single bench of Justice Cholendra Shamsher Rana ordered to maintain status quo on the EC decision till June 11, according to SC Spokesperson Mahendra Upadhyay. Justice Rana has summoned both the plaintiffs and the EC to the SC for a discussion on June 11. The EC had made the decision to hold re-polling of Bharatpur Metropolitan City-19 June 3 after the CPN-Maoist Centre cadreshad torn the ballot papers during counting of votes on May 29.

Discretely, Chairman of the Federal Socialist Forum-Nepal (FSF-N) Upendra Yadav addressing an interaction at Reporter’s Club Nepal in Kathmandu on June 8 said that he was open to forging electoral alliances with political parties that were strongly committed to the republican order, inclusion and federalism, reports The Himalayan Times. “We are open to forging alliances with the Nepali Congress, the CPN-Maoist Centre and Rastriya Janata Party-Nepal or any other party that supports the agenda of change,” he said. Meanwhile, senior Nepali Congress (NC) leaders during a Work Performance Committee meeting held at party headquarters, Sanepa on June 13 to finalize the party"s candidates for local polls, asked party President Sher Bahadur Deuba to defer the second phase local polls at least in provinces 2 and 5, reports Republica. NC leader Ramesh Rijal suggested to Deuba to defer the polls as the agitating RJPN had started violent activities against the polls. Rijal was joined by former Home Minister Bimalendra Nidhi. Nidhi argued that the local polls in provinces 2 and 5 should be put off for a few days in order to bring the agitating RJPN on board. He argued that there was no restriction on increasing the number of local units if due constitutional process was followed. Nidhi suggested forming a constitutional commission to increase the number of local units in Tarai Districts and put off the polls in the two provinces until the increase is affected. Nidhi told the meeting that all NC district presidents in Tarai-Madhes Districts had the same opinion.

The EC agreed to extend the time after discussion held between the Government and the EC officials at Singhadurbar about the second round of the local elections. Meanwhile, Chief Election Commissioner (CEC) Ayodhee Prasad Yadav addressing the orientation for the national election observers organized by the National Election Observation Committee (NEOC) in Kathmandu on June 22 said that the Election Commission (EC) doesn’t operate under Government’s pressure and with political prejudice as it is governed by its own laws and regulations, reports The Himalayan Times. He argued that the decision taken by the EC in connection with the local level election dispute in Bharatpur was right and nobody needed to debate it.
