The Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) on June 3 launched a nationwide protest against President Ram Baran Yadav's decision to reinstate the Army Chief General Rookmangud Katawal, who was dismissed by the then Maoist-led Government, reports Nepal News. Maoist cadres staged a sit-in protest and surrounded the District Administration Offices (DAOs) across the country for two hours. In Kathmandu valley, hundreds of Maoists demonstrated in front of the DAOs of Kathmandu, Lalitpur and Bhaktapur, chanting slogans against the President's 'unconstitutional move' and demanding its immediate withdrawal.

According to Times of India, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) on June 8 threatened to return to war as its cadres called a general strike in the west and staged a show of might in central Nepal. Hundreds of Maoists poured in from adjacent villages in a show of strength at Banepa, a small town in the Kavre District east of capital Kathmandu, a day after their office there was vandalised by angry locals for enforcing a general shutdown and attacking public vehicles. Marching with red flags, the Maoists threatened they would start another “people’s war” and had the weapons to do it, a private television station reported.

The Himalayan Times reports that cadres of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) who were protesting the attack on their party office on June 7 vandalised the Banepa-based office of the Kavre District committee of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) in the afternoon of June 8. The top leadership of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have reportedly agreed to end the political deadlock and move ahead on the basis of a consensus. The parties made an understanding to find a middle-path to resolve the conflict and let the House function smoothly. In the meeting at a hotel in Lalitpur, the Maoist leaders agreed to stop disrupting the House proceedings if Prime Minister Madhav Kumar Nepal satisfactorily addressed the Maoist- backed issues.

Senior leaders of the ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the agitating main opposition Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) met in the morning of June 11, and discussed ways to end the parliamentary deadlock, but could not arrive at any understanding. The meeting ended inconclusively as the Maoists repeated their demand that the Government uphold the previous Government's decision to dismiss Army Chief Gen. Rookmangud Katawal and the Prime Minister Madhav Kumar Nepal deliver a speech in the parliament opposing the President's move against that decision. On the other hand, CPN-UML leaders proposed to give 'retirement' to Gen. Katawal few weeks before he retires officially, and appoint Lt. General Kul Bahadur Khadka as the Prime Minister's defence advisor. The Maoist leadership is reported to have rejected the CPN-UML’s proposal.

The Himalayan Times reports that the Young Communist League (YCL) cadres staged demonstrations in the capital Kathmandu on June 14 demanding a probe into the mysterious death of Maoist’s Kathmandu District member Rajendra Phuyal. “We were informed about Phuyal’s death four days after his body was found,” said Jwala, YCL Kathmandu District in-charge. Maharajgunj and Balaju remained tense after YCL cadres started hurling stones at the Police and blocked the traffic. Police had to fire tear gas shells to bring the situation under control. A few Police personnel were also hurt in the clash.

According to Nepal News, the Unified Communist Party of Nepal-Maoist (CPN-M) cadres on June 21 clashed with Police and vandalised Government offices in various Districts, including capital Kathmandu, in the course of sit-in demonstrations they staged in front of the offices across the country to prevent civil servants and service seekers from entering, as part of their protest against the President’s decision on the COAS and the recent Government decision to overturn the Maoist-led Government’s decision to dismiss the COAS. Clashes occurred in front of the Singha Durbar (Prime Minister’s office) after demonstrators defied propitiatory orders and tried to breach the Police cordon. Some demonstrators, including a Maoist Constituent Assembly member, were injured in the incident. Some journalists were also injured and the cameras of some photojournalists were damaged. Violence also erupted in Kavre as demonstrators attempted to forcefully enter the District Development office. At least four persons were injured. Maoists and Police clashed in many other Districts, including Bardiya, Darchula, Mahottari, Ramechhap, Ilaam, Morang, Darchula and Baitadi, among others. At least 50 people were injured in these clashes. Police fired tear gas to disperse the demonstrators in Baitadi and Baridya Districts. The situation in Dhading became tense after the Maoists assaulted the Local Development Officer. The local administration, consequently, imposed a curfew in the District headquarter and surrounding areas.

The Unified CPN-Maoist chairman Pushpa Kamal Dahal alias Prachanda on June 21 said his party is preparing to launch a decisive third people's movement to uphold civilian supremacy. "The party would launch third people's movement by joining forces with nationalist forces," he said at a party ceremony organised at Daman in the Makwanpur District, adding that a revolution is necessary to uphold civilian supremacy to counter the growing military dominance in the country. The former prime minister also described the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)-led Government as a "puppet" installed by "foreign masters" and said it is worthless to expect anything from it. He also said the people's movement the party would launch will bring to an end "the opportunists, anti-nationalist, and reactionary forces".
