The meeting was held with an objective of accelerating works related to federalism, said Deputy Prime Minister and Minister for Defense Bhim Rawal. The meeting also decided not to form new organizations and create new quotas except with a purpose of providing direct and most essential services in local and community levels at a time when all Government service provider bodies failed to make alternative arrangement.

Prime Minister KP Sharma Oli on July 8 said that federalism should be made effective to address needs of the nation, reports The Himalayan Times. In a two-day seminar jointly organized by the Ministry of General Administration and Nepal Administrative Staff College in Dhulikhel of Kavrepalanchok District, Prime Minister Oli said federalism should be implemented on the basis of country’s social and geographical peculiarities. Stating that there was no point in adopting federalism if the people failed getting effective services and facilities, he urged the bureaucrats to give up old and narrow mindsets.

Nepali Congress (NC) during its Central Working Committee meeting held at the Nuptse Hall in the Parliament building on July 13 decided to lend support to Pushpa Kamal Dahal as the new Prime Minister, reports The Himalayan Times. The meeting also endorsed a seven-point agreement that the party president, Sher Bahadur Deuba, forged with Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal to build a new coalition Government. It is said that as per an understanding between the two leaders Maoist Chairman Dahal would lead the coalition Government for now and Deuba would succeed to him after some months.

CPN-Maoist Centre Chairman Pushpa Kamal Dahal on July 15 showed up at Khulamanch in Kathmandu where the Federal Alliance was officially concluding its 39-day relay hunger strike, apparently seeking support from the agitating bloc to form a new Government under his leadership, reports The Himalayan Times. Addressing the function, he said he has kept the Federal Alliance’s demands on priority. “The first point of seven-point agreement between Nepali Congress and Maoist Centre has considered the Alliance’s demands. Political solution will be sought [to address them] through positive dialogue,” he said. Dahal was accompanied by Purna Bahadur Khadka, leader of the NC, which has backed the Maoist bid to topple the incumbent KP Sharma Oli-led coalition Government.

Speaker Onsari Gharti Magar on July 15 postponed Parliament meeting till July 21 so as to first allow a debate on no-trust motion moved by the Nepali Congress (NC) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center),reports The Himalayan Times. Speaking to reporters on the premises of the Parliament, the Speaker said the constitution and the parliamentary regulations were silent on allowing other House businesses to be debated after a no-confidence motion was moved in the House or not allowing any House business until the House debated a no-trust motion. “Had there been consensus among the political parties on allowing other House businesses even before discussing the no-trust motion, I could have followed that practice but since there is no consensus among the parties about this, I followed the call of my wisdom to postpone other House proceedings until the no-trust motion is debated in the House,” she added.

The three major political parties have agreed to seek a solution to the current political crisis through a consensus, reports Republica. At a meeting held at the PM's residence in Baluwatar on July 18, the senior leaders reached an understanding to resolve the bitterness seen over the issue of power sharing through discussion and consensus. Positive deliberations were held on matters relating to the contemporary political situation, the bill related to the budget and the noconfidence motion registered at the parliament. The PM had invited leader of the main opposition Nepali Congress (NC) President Sher Bahadur Deuba and Communist Party of NepalMaoist Centre (CPNMaoist Center) Chairman Pushpa Kamal Dahal for a meeting to discuss the latest political situation. Talking to reporters following the meeting held between heads of the three parties, CPNMaoist Center Chairman Dahal shared that they urged the Prime Minister to facilitate the atmosphere for a political outlet to the current situation. "We said that the circumstance now is new, and since the government has fallen into a minority, the Prime Minister should ease the atmosphere by resigning", Dahal said, while adding that the PM however said that he would not resign without facing the noconfidence motion registered at the parliament.

The survey to identity earthquake victims whose houses were damaged by the mega earthquakes of last year (2015) in the Kathmandu Valley for grant distribution is finally beginning from July 19, reports Republica. The Central Bureau of Statistics (CBS), which has been entrusted to carry out the survey on behalf of the National Reconstruction Authority (NRA), is mobilizing as many as 400 teams to carry out the damage assessment survey in all the three Districts of the Valley--Kathmandu, Lalitpur and Bhaktapur. Deputy Director General of CBS Rudra Suwal said that the survey will begin from Tuesday (July 19). “Each survey team consists of an engineer and a local social mobilizer. All the 400 teams will be fanned out across the Valley from Tuesday,” he added.The survey is the key basis to identify the victims whose houses were damaged by the quakes and provide them grant assistance of Rs 200,000 each for reconstructing their houses. In the three Districts of the Valley, 79,846 private houses were fully damaged and 73,142 were partially damaged, according to the figures provided by the Ministry of Home Affairs (MHA). The 400 teams will reach out to all the houses identified by the ministry and carry out a detailed assessment survey and finalize a new list of houses eligible for the grant amount. “We have also received complaints from many victims claiming that their houses have also been damaged by the earthquakes but their names were not included in the list of the victims eligible for the relief amount. Our teams will also carry out survey of those houses as well,” said Suwal.

Nepali Congress (NC) leader Bimalendra Nidhi seconded the no-confidence motion tabled by Dahal, saying that the Oli Government failed to take steps to make the new Constitution acceptable to all forces, including Madhesis and Janajatis. Parliament on July 26 passed the President Bidhya Devi Bhandari’s order to remove the constitutional difficulties in electing a new Government, despite criticism from opposition lawmakers, reports The Himalayan Times. Lawmakers of opposition parties, including the Nepali Congress (NC) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), had opposed the government’s recommendation to the President to give the order although they voted to endorse it. They blamed the Government for making the recommendation although there was no constitutional difficulty to form a new government under Article 298 of the constitution. The President’s order states that the Prime Minister, who was elected as per Article 298, has resigned, but since there is no clear provision for electing a new Prime Minister in the same article, the President has removed the difficulty under Article 305 to elect a new Prime Minister under Article 298 as per the recommendation of the Council of Ministers on July 24.
