Local-level Elections 2017 bill has been stalled in Parliament Secretariat, reports Republica on February 8. The bill that legally paves way for the Government to announce the local election has not been forwarded to the President's office for authentication even after a week of its passage by Parliament. According to sources, the Prime Minister's Office has requested the speaker to delay forwarding the bill to the President. Once the bill is authenticated by the President, the Government is forced to announce the date for local election. It is learned that the Government has not sent the bill to the President as it is not too keen to announce the election date. The bill has been languishing for a week in Parliament Secretariat under the pretext of editing its language and grammar.

During the sit-in, the victims demanded justice and lambasted the Government and the political parties for delaying the delivery of justice through the transitional justice mechanisms. Speaking at the sit-in, Kalyan Budhathoki of the Maoist Victims Association said "Even though the conflict ended 10 years ago, we are still waiting for justice. Advocate Chiranjivi Nepal filed the writ petition demanding that the Government immediately endorse the commission's report and publish it in the Nepal Gazette for the implementation of new local units. The commission submitted its report proposing altogether 719 local units under the federal system on January 6 but the Government has yet to acknowledge the report.

Netra Bikram Chandled Communist Party of NepalMaoist (CPNMaoist) has intensified its extortion drive from businesspersons and institutions both within Kathmandu Valley and beyond, creating terror among them, reports Republica on February 15. Businesspersons, who were subjected to demands for hefty donations, complained that the amounts demanded by the Maoists range from a few hundred thousand rupees to millions. 'We are living under constant fear of the possible eventualities as we are not in a position to pay such hefty amounts in the name of donations,” said one businessperson on condition of anonymity. Not just businessperson, the Chandled Maoists have extended their extortion drive to various institutions also. A group of party cadres recently visited the office of the Pashupati Area Development Trust (PADT) and demanded money from Member Secretary Govinda Tandon as donation. “They came to me and said the PADT must provide money to the party,” Tandon said, adding that they did not mention any specific amount.

The alliance concluded that Federal Alliance could not accept local level polls. Coordinator of Federal Alliance Upendra Yadav told that parliamentary parties of the United Democratic Madhesi Front (UDMF)’s constituents could consider withdrawing support to the Government.
