Following dismissal of the Sher Bahadur Deuba Government on February 1, King Gyanendra has assumed all powers himself and declared an Emergency throughout the country. All international flights to and from Kathmandu remain suspended since the King’s proclamation and communication facilities, including telephone lines, have been blocked. The King also suspended several provisions of the Constitution, including the freedoms of press, speech and expression, the freedom to assemble peacefully, the right to privacy and the right against preventive detention, according to a statement from the Narayanhiti Palace. In an announcement on State-run television, the monarch accused the Government of failing to conduct Parliamentary elections and being unable to restore peace in the country. Gyanendra, who is also Supreme Commander of the 78,000-strong Royal Nepalese Army, said security forces’ would be given more powers to maintain law and order.

According to The Hindu, King Gyanendra has appointed some of the members of the proposed 10 member Cabinet in Kathmandu on February 2. These included Minister for Information and Communications, Tanka Dhakal, Minister for Home and Law, Justice and Parliamentary Affairs, Dan Bahadur Shahi, Minister for Local Development, Khadga Bahadur, Minister for Labour and Transport Management, Ram Narayan Singh, and Minister for Finance, Madhukar Shumsher J.B. Rana. A Palace statement said: "The King has expressed confidence that everyone will support and cooperate with the new Cabinet.'' Separately, quoting an unidentified opposition political leader, the report said at least 50 political leaders have been arrested and many more have gone underground to avoid detention.

Reports quoted UML sources as saying that pro-UML activists carried out a ‘corner protest’ at Ason in the capital Kathmandu on February 11 and also distributed pamphlets against the royal move. "There is pressure on US assistance here, that’s undeniable," Moriarty told reporters in Kathmandu when asked for Washington’s response to the ongoing detention of political leaders and human right activists. "That pressure will increase if we don’t see movement in those areas," he said after inaugurating a South Asia Student Leader Conference sponsored by the US mission in Nepal. Asked if US aid would be cut, he replied, "I think it’s at risk, everything is at risk." The United States had allocated 45 million dollars in aid for Nepal in 2004, 10 per cent of which was for security, an unnamed US State Department official told AFP in Washington this week.

The Kathmandu Post has reported that the Maoists’ indefinite transportation blockade has severely affected life in various districts across the country. A report from Nepalgunj said hill districts of far and mid-western regions have been hit by an acute shortage of medicines as. A report from the Tanahun district said Maoists bombed the bridge over the Marshyangdi River near Aabu Khaireni on February 22, disrupting all vehicular movement to and from the district headquarters, Gorkha. In Nuwakot district, hundreds of motels along the Pasang Lhamu Highway have been forced to shut down, as vehicles have stopped plying since the last two weeks. Likewise, a report from Dang said locals are using firewood as alternative to LPG and kerosene after supplies ran out in the local market. Further, people of the Jumla, Humla, Kalikot, Dolpa and Mugu districts are facing food shortage as the authorities have failed to supply the required quota of food grains to these districts.
