Approximately 15 Maoist insurgents were killed in various encounters, on August 3. Media reports, quoting Defence Ministry spokesman Bhupendra Prasad Poudyal, said the encounters occurred at Shailungeshwor and Katakuti in Dolkha district. A security force personnel and two local residents were also injured in the cross firing. Also, in countrywide search operations at the insurgents' hideouts security forces seized eight guns, a pistol, explosives, some socket bombs and equipment to fabricate electric bombs.

The All Nepal National Independent Students’ Union, an affiliate of the Maoist insurgents owned responsibility for the incident, in a statement released by Kathmandu district unit president Sadhuram Devkota. Speaking at a press conference in Kathmandu, on August 10, Communications Minister Jayaprakash Prasad Gupta emphatically said there was no question of holding negotiations with the insurgents as long as military operations are being conducted against them. "There can be no talks while operations continue," Gupta said. He reiterated the government-stand that surrender of arms by the insurgents should precede the peace talks, if and when they were held. Maoist leader Pushpa Kamal Dahal alias ‘Comrade’ Prachanda said in a statement published in the media on August 10 that the underground party was ready for peace talks, amid threats to disrupt the November 13-polls.

Police in the Indian State of West Bengal, on August 15, held one person on the suspicion that he had supplied arms to the hijackers of Indian Airlines flight IC-814, that was hijacked on December 24, 1999, after it originated from the Tribhuvan International Airport in Kathmandu. The plane’s destination was New Delhi, but the hijackers diverted it to Kandahar, the headquarters of the erstwhile Taliban regime of Afghanistan. The hijack episode concluded on December 31, 1999 after the Indian government set-free three terrorists, then being held in Indian prisons, in a terrorists-for-hostages swap deal.

Minister of State for Home Devendra Raj Kandel escaped an attempt on his life reports from Nepal indicated late on August 22. Preliminary reports indicated that the Maoist insurgents placed roadblocks and had fired upon the Minister’s convoy as it slowed down. The Minister was on his way to the site of a landslide in Ramechap, police sources were quoted as having said. At least 41 persons died on August 21 in the landslide there and the Minister was carrying relief.

According to media reports, inaugurating a two-day meeting of top police officials of South Asian countries, in Kathmandu, on August 28, Nepal Minister for Physical Planning and Construction and acting Premier Chiranjibi Wagle pointed out the menace posed by terrorism to peaceful societies. He called for strengthening the police in the respective member countries of the South Asian Association for Regional Cooperation (SAARC) and pleaded for improving information exchange between them to combat terrorism. Speaking on the occasion, Nepal Inspector General of Police Shumsher JB Rana emphasised the need for co-operation to control terrorism, drug crimes, trafficking in women and children and organised crime. On the second and concluding day, August 29, delegates at the meeting agreed on the following: 1. To establish SAARC Police (SAARCPOL) as a regional police organisation. However, the decision will have to be endorsed at the highest political level. 2. To meet annually. 3. To conduct the next (fourth) meeting in 2003 in Pakistan. 4. To review the implementation of the two previous conferences held in the year 1996 and 1997. 5. To strengthen SAARC Terrorist Offences Desk and the SAARC Drug Offences Monitoring Desk, both based in Colombo. 6.
