Leaders and cadres of the Federal Alliance, an alliance of Madhesi and Janajati parties, took to the streets of Kathmandu on April 3 in a show of strength, resulting in a brief traffic jam in downtown Kathmandu, reports Republica. Over a thousand protesters took out rallies from Shantibatika and Ratnapark before converging into a corner assembly at New Road. The protesters shouted slogans against the constitution and the elections. They also demanded immediate resolution of the Madhes crisis through the amendment of the constitution before the polls.

Chief Election Commissioner (CEC) Ayodhi Prasad Yadav addressing a two-day Training of Trainers on election management organized at Godavari, Lalitpur District on April 6 urged the Government to reach to a concrete decision as soon as possible on the problem that has been voiced in the Madhes regarding the election, reports Republica. He "It is necessary for the government to make a concrete decision as it is high time for printing the ballot papers and the voters identity cards in the districts of the Madhes which have high number of voters. If the government didn't decide, then, the Election Commission will resolutely and fully gear up for the election preparation by printing the ballot paper for all provinces." As of April 5, the Election Commission (EC) had forwarded the ballot paper designs for 67 out of the 75 Districts except for the he eight Districts of Province 2 including Bara, Parsa, Rautahat, Saptari, Siraha, Dhanusha, Mahottari and Sarlahi.

The ruling Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) at a meeting of the party’s Central Office held at the Prime Minister’s residence in Kathmandu on April 6 asked the Government to withdraw the Constitution amendment bill stuck at the Parliament and bring a new one to address concerns of agitating Madhesi parties, reports The Himalayan Times. The party said the new amendment bill would include the proposals put forth by Prime Minister Pushpa Kamal Dahal during a meeting with the United Democratic Madhesi Front (UDMF) on March 31. It means the bill would propose that a schedule would be added to the Constitution listing out languages of official use as recommended by the Language Commission whereas the chiefs and deputy chiefs of rural municipalities and municipalities would not be included in the Electoral College for the National Assembly (Upper House). Likewise, a commission would be formed to revise the boundaries of provinces and the number of local level bodies would be determined on the basis of population. Of late, Dahal has been proposing that the issue of boundaries would be settled before provincial and federal elections.

Kavre District Court on April 16 sent three Nepal Army officials to jail for life for the murder of Maina Sunar (15), a teenage girl, during the Maoist insurgency, reports The Himalayan Times. A single bench of Judge Medini Prasad Paudyal convicted Nepal Army’s the then Colonel Babi Khatri and Captain duo Amit Pun and Sunil Adhikari of killing Maina Sunar from Kharelthok of Kavre District in accordance to Section 13.3 of the Homicide Chapter of Muluki Ain. This is the first ever case in which any Nepal Army official was convicted of a crime during the decade-long armed conflict (1996-2006). Major Niranjan Basnet, however, was acquitted of the crime as he was just obeying the order of his seniors.

Urging the public to be assured of the long overdue elections to be held within the stipulated time, Minister Nayak stated that the second constitution amendment bill registered at the parliament had accommodated all the demands raised by the Front.

Deputy Prime Minister Bimalendra Nidhi speaking at the Central Regional Security Conference organized at Dhulikhel in Kavrepalanchowk District on April 21 warned that anyone attempting to foil the upcoming local elections will be subjected to punishment, reports Republica. “As per reports submitted by 11 districts of the Central Region, the security management is reliable. But if someone attempts to foil the election, stern action will be taken against them,” said Nidhi. He further requested chief of security agencies and participants present in the conference to provide security to election candidates, voters, and ensure safety of election materials.Meanwhile, the agitating Madhesi parties on April 21 hinted that they are ready to take part in the local level elections after the major ruling parties ensured them of addressing their concerns by reviewing the new bill on constitution amendment, reports The Himalayan Times. Top leaders of the ruling parties and the Madhesi parties agreed to find a “political way out” through an agreement to resolve differences between them over the constitution amendment and local level elections, the Prime Minister’s Secretariat said in a statement after a second round of meeting between them. In the first round of meeting earlier in the morning, the Madhesi parties had expressed their reservation over the new constitution bill and pointed out the need for amending Article 7 and Article 274 of Constitution and provision on formation of federal commissions.

A meeting of the nine party-alliance led by the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) held at the CPN-UML’s parliamentary party office at SinghaDurbar in Kathmandu on April 27 decided to foil the constitution amendment bill tabled in the Legislature-Parliament, reports The Himalayan Times. The meeting concluded that the proposal was against the country and its people. The meeting was concluded that the CPN-UML would play its role in defeating the proposal, said CPN-UML parliamentary party deputy leader SubashNembang. The meeting also discussed the incident wherein the Government recalled the communication sent by the Ministry of Federal Affairs and Local Development for the revision of the number of local units in 11 Districts.
