On April 1, the Government released Nepali Congress (NC) president and former Prime Minister, Girija Prasad Koirala, after two months of house arrest. The Home Ministry sources said a total of 258 people were also released across the country on the same day. The Indian Embassy in Kathmandu while welcoming the decision said, "India calls for the removal of all curbs on civil liberties and fundamental rights and the lifting of media censorship and restriction on movement to enable the people of Nepal to enjoy their legitimate constitutional and democratic rights." Separately, the Indian Foreign Secretary, Shyam Saran, reportedly urged China to give the ‘right’ advice to King Gyanendra to restore normalcy and democracy.

In another incident, one student was killed and two others sustained injuries during a bomb explosion, allegedly triggered by the insurgents, at Mahendrapul in the western town of Pokhara on April 3. On the same day in Chitwan district, two schoolgirls and two security force personnel were injured in a bomb blast detonated by Maoists at Dharmachowk. In another incident, the insurgents exploded a bomb inside the hostel of a school in Dang district on April 2. However, no fatalities were reported in the blast.

Reports said the nationwide strike called by the Maoists affected normal life across the country. Though it had reportedly no effect in the Kathmandu Valley, very few long-route buses left for the districts while the number of incoming vehicles was relatively low on April 3. Security sources said about 700 buses left Kathmandu escorted by the RNA. Major marketplaces remained closed in Biratnagar and no vehicles plied on the Mahendra Highway. In Pokhara, schools and colleges remained closed and the public transport was largely affected in Janakpur, Dang, Nepalganj, Butwal, Baglung Bazaar and other western towns.

According to the state-owned Radio Nepal, within two days after a failed attack on a SF base camp at Khara in the Rukum district, the Maoists launched another attack on Charikot, headquarters of the Dolakha district, on April 9. The insurgents reportedly attacked the District Police Office, an SF battalion, district prison and also torched some Government offices during the incident. They also freed some 30 prisoners from the prison, even as reports added that SFs have successfully repulsed the Maoist attack.

Further he said, "Switzerland will, however, sponsor another proposal (under Agenda Item no. 19) to set up an institutional mechanism for monitoring the rights situation in Nepal." According to Nepal News, the Nepali Congress (Democratic) president and former Prime Minister, Sher Bahadur Deuba, was arrested by security force (SF) personnel from his residence in the capital Kathmandu on April 27, today. A day earlier, the Royal Commission on Corruption Control (RCCC) had summoned Deuba to appear before them within 24 hours to inquire about a contract regarding the construction of a tunnel of the multi-billion rupee Melamchi Drinking Water Supply Project during his tenure. Deuba, however, refused to appear before the Commission challenging its constitutional and legal status. The RCCC had detained Deuba’s colleague and a former minister, Prakash Man Singh, who also refused to appear before it in the same case on April 21. Further, half a dozen former ministers have been facing probe by the commission in the case of alleged misappropriation of Government funds.
