Meanwhile, the Ministry of Home Affairs (MoHA) has prepared Plan ‘A’ and Plan ‘B’ for security during the upcoming second phase of local level elections slated for June 28 in 461 local levels of 41 Districts of Province 1,2,5 and 7, reports The Himalayan Times on June 9. MoHA’s Spokesperson Bal Krishna Panthi told that Plan ‘A ‘ was for normal situation, in which all political parties, including the agitating Madhesi parties, take part in the elections. Plan ‘B’ was prepared for unusual situation if the agitating Madhesi parties boycott the polls and try to create obstacles to thwart the elections, according to Panthi. “We are ready for any situation and have made preparations accordingly to hold free and fair elections,” said Panthi. He said plans prepared by the MoHA for poll security was in the implementation phase.

Separately, the Ministry of Home Affairs (MoHA) has asked the District administrations concerned to take necessary precautions to tackle potential challenges that various political and non-political outfits could pose to the second phase local elections, reports Republica on June 9. MoHA officials said they are especially wary about potential threats to poll security in around half a dozen Districts of the central and western plains which have been rocked by a series of violent incidents since 2015. The Districts include Saptari, Mohottari, Prasa, Rautahat, Rupandehi and Kailali. Besides being the support base of the agitating parties including RJPN, these Districts are also home to numerous armed outfits and secessionist forces including one led by Jaya Krishna Goit and CK Raut. Based on reports gathered from security agencies and local administrations, the Government had initially divided the polling zones into three categories: normal, sensitive, extremely sensitive. Three to 11 police personnel will be deployed at each polling booth, depending on its security sensitivity, while Nepal Army personnel will guard the outer periphery of the polling stations. So, the door to elections would only open for them when their rights are ensured. The major political parties should stop ranting about holding the polls on June 28 as the local bodies have been without elected representatives for the past 20 years. The clash erupted following the demonstration organized by the RJPN to obstruct the mass meet of FSPN. Rashtriya Janata Party Nepal (RJPN) cadres in Bara District beat up three polling officers in front of the office of the party on June 12, reports Republica. The polling officers were there to make necessary arrangements for the June 28 elections. The election officers were reportedly preparing to return from Kalaiya after completing electoral training when they were attacked. Election officers Bisweshwar Prasad Yadav, Shankar Shrestha and Babu Lal Sahani were those beaten up, according to the District Police Office, Bara. Deputy Superintendent of Police Narendra Upreti in Bara informed that RJPN cadres also vandalized two vehicles used for election purpose. He further informed that a cadre of RJPN Pannalal Patel has been arrested in connection with the attack on the election officers and vandalism of the vehicles.

A general strike called by the Rastriya Janata Party-Nepal (RJP-N) to protest against the June 28 local level elections threw life out of gear in various Tarai Districts on June 13, reports Kathmandu Post. In Janakpur, educational institutions and marketplaces remained shut while vehicles stayed off the roads. Protesters vandalised at least three vehicles at Mujeliya and one hardware shop at Bramarpura. In Mahottari, RJP-N members vandalised a vehicle belonging to Deep Narayan Sah, a former state minister. Sah said he and his driver sustained injuries when protesters hurled stones at his vehicle. Protesters also obstructed a programme of an NGO being held at the Red Cross building in Jaleshwor. In Saptari, passengers were left in the lurch after buses were stopped at Rupani, Shambhunath, Kadmaha and Kalyanpur areas along the East-West Highway. In Sarlahi, RJP-N supporters burnt tyres and obstructed vehicular movement at Malangawa, the district headquarters. The District Election Office cancelled training for election officials in view of the RJP-N protests. In Kapilvastu, protesters shut Taulihawa, Krishna-nagar and Chandrauta Bazaar. In Bara also, protesters burnt tyres and obstructed vehicular movement along the highways. The RJP-N has said it will further intensify protests aiming to disrupt the second phase of polls, as its demands have not been addressed.

Cadres of Rashtriya Janata Party-Nepal (RJP-N) vandalised a vehicle on June 14, the second day of the four-day protest programme called by the party, in Rautahat District, reports The Himalayan Times. The protesters vandalized the bus of Mahaveer Travels (Na 3 Kha 5611) heading from Kathmandu to Maulapur in the District. Separately, the demonstrators vandalized a vehicle with temporary number (Na A Rau Ji 112) being used by Police heading to the District Police Office from Rampur Khap at Sitwachok in Gaur town. Police arrested three RJP-N cadres on charge of vandalizing the vehicle. The arrested have been identified as Rameshwar Rai Yadav, Bachcha Chaube and Kamalesh Singh.

However, claiming the protest was peaceful; RJPN General Secretary Manish Suman said that the officers were not taken under control. RJPN leaders Rajendra Mahato, Anil Jha and Raj Kishor Yadav said that the postponement of the local poll has got nothing to do with their demands. They said they will be focused to disrupt the elections in Province 1 and 5. RJPN leaders Mahantha Thakur, Mahendra Raya Yadav and Sharat Singh Bhandari gave their consent to the Government to postpone local polls in Province 2. Mahato, Raj Kishor Yadav and Anil Jha were in Rautahat, disagreeing with the Government’s decision and did not take part in the meeting.In the meantime, RJPN presidium leader Rajendra Mahato speaking at a function organized by Press Forum in Rautahat District on June 15 warned that the country would plunge into a great crisis if the Government tried to hold the second phase of local level elections forcefully, reports The Himalayan Times. Mahato warned of a final and fresh agitation if the ruling coalition imposed the elections without their consent at a time when they were struggling for the rights of the Madhesi people. “Madhesi people don’t want to take part in the polls without ensuring their fundamental rights. RJPN is ready to take part in the polls only if the government postpones the poll date and addressed the rights of Madhes, Limbuwan, Tharu, ethnic nationalities and women, among others,” said Mahato.

Just a day before candidacy nominations, the Government on June 15 re-scheduled the scheduled June 28 local election in Province 2 for September 18 in a third phase, reports Republica. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Just ahead of nominations day, the Government decided to conduct the elections in two phases. Three provinces of the hill region went to polls in the first phase and June 28 was set as the poll date for the second phase. Provinces 1, 2, 5 and 7, which largely lie in the southern plains, would vote in the second phase.
