The Election Commission (EC) has warned of taking stern action against those involved in spreading misinformation and disinformation and hate speech against political parties and election candidates on social networking sites in view of the upcoming local level elections, reports My Republica on May 2. While noting that such incidents are on the rise in digital spaces, the EC urged every one not to misuse social networking sites to assassinate characters and spread rumors as such acts likely to impact the outcome of elections. In order to monitor the use of social networking sites in the election, the EC has formed a task force, comprising cyber experts of security agencies. The EC, however, has expected that misuse of social media would be reduced with its stern warning that no activities that affect election outcome would be allowed. The Election Code of Conduct, 2078 BS has stated that if the social networking sites were used by ignoring the election code of conduct, EC would take action as per Section 23 of Election Commission Act, 2073, and Election (Crime and Punishment) Act, 2073, according to EC Spokesperson and Joint Secretary Shaligram Sharma Poudel. In addition to this, the EC has initiated a process to contact the offices of Facebook, Twitter, TikTok, Viber and Google in a bid to effectively regulate social networking sites as per Election Code of Conduct, 2078.

Senior leader of the ruling Nepali Congress (NC) Ram Chandra Poudel said that it is the need of the nation to forge an electoral alliance, reports My Republica on May 2. At a program organized by Nepal Trade Union, NC, Tanahu District chapter on the occasion of 133rd International Labor Day on May 1, senior leader Poudel said electoral alliance with other ruling coalition partners is needed in places where NC has relatively weaker presence. Poudel claimed that the electoral alliance among the five ruling coalition partners will bring forth good results. "The electoral alliance has been forged among the coalition partners to retain the incumbent government till the parliamentary elections," he explained, adding that the NC opted for electoral alliance to protect democracy, stability and achievements of political movements.

The Home Minister Bal Krishna Khand has urged all the political parties and eligible voters to take part in the upcoming May 13 local level election, reports My Republica on May 6. Addressing a security meeting organized in Rajbiraj of Saptari District on May 5, Home Minister Khand asked the local administration and security bodies to work for the creation of election atmosphere to ensure participation of general public and political parties. According to Minister Khand’s Personal Secretariat, Home Minister Khand appealed to the political parties that never participated in polls to join the citizens’ empowerment and development efforts by taking part in the election. Minister Khand also pledged that the Government is committed to holding the local level polls in a free, fair and impartial manner. He also lauded the efforts made by security bodies and local administration for the security provision despite limited resources available.

President of Nepali Congress (NC), Kathmandu district chapter, Krishna Baniya (Sabuj), shared that Prime Minister and NC President Sher Bahadur Deuba and top leaders of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist), Janata Samajbadi Party-Nepal (JSP-N) and Rastriya Janamorcha (RJ) are scheduled to address the election rally. Over a dozen Police personnel and five cadres of the Nepali Congress (NC) and Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) were injured when the cadres of NC and CPN-Unified Socialist clashed at Pandusen of Budhinanda Municipality, Bajura District in Sudurpashchim Province of Nepal on May 6, reports The Himalayan Times. Police had opened 14 rounds of fires in the air to bring the situation under control, said Deputy Superintendent of Police (DSP) Chaturbhuj Ojha. With the local level election just a few days away, suspected assailants of an unknown group set fire to two vehicles at Mangalgadhi Chowk in Birendranagar in Surkhet District in Karnali Province of Nepal on May 6, reports My Republica. The unknown group intentionally set fire to the two vehicles which were used for election campaigns. According to Police, a Scorpio jeep and an SML bus, parked at Mangalgadhi chowk in Birendranagar was set on fire at 12:30AM by an unknown group. Although the Police reached the site immediately, the suspected assailants of the unknown group managed to flee.

While addressing an election gathering organized by NC at Loktantrik Chowk in Gaighat, Udayapur on May 9, General-Secretary Thapa claimed, "The five-party alliance was made to get rid of political instability and keep the politics stable". The Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) on May 9 has split formally with a dissident leader of the party, Dharmendra Bastola forming a separate party named the Communist Party of Nepal-Maoist-Majority (CPN-Majority), accusing that the “Chand-led faction is getting stuck in the quagmire of parliamentary politics,” reports My Republica. At a press conference held in Kathmandu on May 9 it was shared that Bastola, the leader of the dissident group of the CPN is the coordinator of the newly-formed party CPN-Majority. According to Bastola, the new party was formed after “rejecting the conspiracy of some of the party’s central members” to trap the party in the parliamentary system by contesting the local polls from the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML)’s election symbol. Bastola said that the new strategy of his party was to complete the scientific socialist revolution and by carrying forward the slogan of prosperity and independence of the country. “After the Biplav [Chand]-led faction was tempted to take some central members to the polls under the UML symbol, we decided to form a new party by continuing the goal of completing the democratic revolution," Bastola said. The person has been identified as Chandeshwor Baitha (46), of Yamunamai Rural Municipality-2, is a former Police constable and has spent time in jail for his involvement in smuggling at the airport. The Police arrested Baitha from his house where he had been hiding. Prior to this, Prime Minister Sher Bahadur Deuba handed a copy of the Government's policies and programs to the Head-of-State. The President was welcomed by Speaker Agni Prasad Sapkota and National Assembly Chair Ganesh Prasad Timilsina at the New Baneshwor-based Federal Parliament building. As per the provision, the Government’s policies and programs need to be passed by the Cabinet before they can be presented at a joint session of the Federal Parliament by the President. Being based on the policies and programs, the government will be bringing a budget for the upcoming fiscal year on coming Jyestha 15, on May 29, as per the budget announcement calendar stipulated by the Constitution.

Secretary at the Election Commission Gokarna Mani Dawadi, who is also the committee's coordinator Gokarna Mani Dawadi, concluded that the committee's work was highly effective despite limited time and resources available. There is a constitutional obligation to bring the budget for the coming Fiscal Year 2079/080 on May 29. Prior to that, the policy and program should be passed by the parliament. Today’s meeting of the HoR will begin at 11 am, and in the meeting of the HoR, the economic survey of the fiscal year 2078/79 will be tabled, according to Finance Minister Janardan Sharma. There is a constitutional provision that this survey should be submitted before the budget is presented.

Chief Election Commissioner (CEC) Dinesh Kumar Thapaliya has said the Election Commission (EC) is making preparations for the polls as it is the EC's responsibility to conduct the federal and provincial elections by mid-December, reports My Republica. Marking the beginning of the central-level review of the recently held local level election in Kathmandu on June 30, Thapaliya said it was EC's responsibility to conduct the polls but a decision on the election date is yet to be taken. Stating that fencing the vote counting sites was a compulsion and was done citing insecurity in the local level polls, the CEC said it is unfortunate in a democracy. The EC has already concluded its review meetings of the local level polls in all seven provinces.
