Janata Samajwadi Party-Nepal (JSP-N) on June 1 registered a private constitution amendment bill at the Parliament Secretariat seeking to change several provisions of the constitution to address the demands of Madhesis, Janajatis and other marginalised groups and communities, reports The Himalayan Times. Leaders associated with the JSP-N registered the bill on behalf of Rastriya Janata Party-Nepal (RJP-N) and Samajwadi Party-Nepal (SP-N) as the merger of the two parties is yet to be completed. JSP-N leader Laxman Lal Karna said they had registered the constitution amendment bill seeking to give citizenship to foreign women married to Nepali men upon initiating the process of renouncing their citizenship. The bill also seeks to alter the boundary of a province in consultation with the province concerned and to form a commission for changing boundaries of provinces.

The Government of Nepal has enacted the Crime Victim Relief Fund Regulations to provide relief or compensation to persons victimised by criminal offences reports, The Himalayan Times on June 7. As per the regulations, there shall be a five-member Steering Committee headed by a Registrar of the Supreme Court. Its members include Joint Secretaries at the Ministry of Law, Justice and Parliamentary Affairs, Ministry of Home Affairs and Ministry of Women, Children and Senior Citizens, and Judgment Execution Directorate of the apex court. According to regulations, relief or compensation will be provided on the basis of physical and mental trauma meted out to the victim apart from medical expenses, damage to property, expenses incurred for hiring lawyer and impact on income generation capacity of the victim, among others. If the victim dies, his/her next of kin shall get the prescribed amount. In case, the damaged property cannot be restored to its original form, the amount of compensation shall be ordered to be paid according to the prevailing market price of such property.

Former Minister Salim Miya Ansari’s son Yunus Ansari, having links with Dawood Ibrahim is the most well-protected prisoner in Lalitpur's Nakkhu Jail, located 9 km away from Kathmandu's Tribhuvan International Airport, reports Outlook on June 8. Chairman of the defunct National TV group, Yunus Ansari faces trial for running an organised crime syndicate involved in smuggling of high quality Fake Indian Currency Notes (FICN). The crime syndicate led by him partners with D-company in Nepal. In a recent development, Yunus Ansari is also suspected of smuggling arms for Kashmiri militants through his underground network linked with Pakistan's spy agency Inter-Service Intelligence (ISI). In a bid to restrict his underworld activities, Yunus Ansari was recently shifted from Kathmandu's Central prison to Nakkhu Jail, where he is lodged in Block C barrack, meant for dreaded terrorists and criminals. In May 2019, Nepalese Police arrested four people including Yunus Ansari and three Pakistani nationals - Muhammad Akhtar (passport number: AA134594), Nadia Anwar (passport number: CN1812032), and Nasir Uddin (passport number: AR2406432) at immigration desk of the Tribhuvan International Airport, after they arrived from Qatar with five suitcases, loaded with FICN with the face value of INR 7 crore. Later, it was revealed that Akhtar, Anwar and Nasiruddin were ISI operatives and the consignment of FICN smuggled by Yunus Ansari, originated from Karachi. The accused arrived in Kathmandu via Qatar only to camouflage their shady operation. Besides the 2019 case, Yunus Ansari was booked in another case of FICN in 2014, in which FICN brought by ISI operatives in Nepal was seized from his possession.

Janata Samajbadi Party-Nepal (JSP-N), which was formed after the merger between Rastriya Janata Party-Nepal (RJP-N) and Samajwadi Party-Nepal (SP-N) was registered at the Election Commission (EC) on June 7, reports Republica.Mahantha Thakur and Upendra Yadav have been picked as the party's two Executive Chairmen and Baburam Bhattarai, Ashok Rai and Rajendra Mahato have been named senior leaders of the party.According to the party's senior leader Mahato, a 53-member executive committee of the party has been formed.The party will have a 151-member political committee and a 701-member central committee.On April 22, the party leaders announced the merger between the two parties and the very next day they informed the EC that they would register the new party called JSP-N. According to the Act related to Political Parties, after the declaration of merger of two or more parties, they should produce all relevant documents before the EC within 45 days. Today was the 45th day since they announced their merger.

The outlawed Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) issuing a press statement on June 20, demanded that the Nepali youths be barred from joining the Gorkha Regiment, reports Republica. The statement of the underground outfit comes in the wake of recent border skirmish between India and China in the bordering Galwan Valley in Ladakh. "Amid India-China border tension followed by the killing of Indian troops in the Galwan Valley, India has recently asked Nepali nationals in the Gorkha Regiment to rejoin their duties who are currently on home leave. That means the Indian side is preparing to deploy our fellow Nepali nationals in the Indian Army in their battle against China. Nepal is an independent nation and its youths working for the military of one country should not be used against the other. This will also be against Nepal's Non-aligned foreign policy. It will not be acceptable to our party," reads the press statement.

In a report titled "Country Reports on Terrorism 2019", the State Department said, "Nepal appears to be largely infertile soil for terrorism propagated by international terrorist organizations. A more significant threat is non-Nepali international terrorist groups using Nepal as a transit or staging point or soft target."

Senior leaders of the ruling Nepal Communist Party (NCP) during the Standing Committee meeting on June 30, asked Prime Minister KP Sharma Oli to step down from the posts of both Prime Minister and the party’s Chairman, reports Republica. Addressing the Standing Committee meeting, the party’s other Chairman Pushpa Kamal Dahal, senior leaders Madhav Kumar Nepal, Jhala Nath Khanal, Narayan Kaji Shrestha and Bam Dev Gautam demanded that Oli step down from power. Taking strong exception to some of the provisions of Citizenship Amendment Bill which proposes granting naturalised citizenship to foreign women married to Nepali men only seven years after the marriage, the Janata Samajbadi Party (JSP) staged a demonstration in the capital Kathmandu on June 30, reports Republica. Top leaders of the party including Upendra Yadav, Mahantha Thakur and Baburam Bhattarai joined the protest march. The party has accused the ruling party of being discriminatory against women. The main opposition party, Nepali Congress (NC) at its Central Working Committee on June 30, decided to stand against the Bill tabled in the Parliament, Kathmandu Post. Despite reservations from the NC, Samajbadi Party Nepal (SPN) and Rastriya Janata Party Nepal (RJPN), the State Affairs and Good Governance Committee of the House of Representatives endorsed the Bill. The three parties are for the continuation of the existing provision as per the Nepal Citizenship Act 2006 that was promulgated in line with the Interim Constitution 2007, which has provisions of granting naturalised citizenship to foreign women married to Nepali men as soon as they produce evidence of the start of the process to renounce their original citizenship.
