The newly-formed National Independent Party (NIP) led by former media anchor Ravi Lamichhane was registered at the Election Commission (EC) on July 1, reports My Republica. Although there were concerns that the formation of a new party as independent could cause problems for independent candidates, the EC decided to register the party saying that the word ‘independent’ does not violate conditions set by the EC for the registration of a new political party. The new party has received ‘bell’ as its election symbol from the EC. NIP Coordinator Lamichhane has announced his intention to contest in the upcoming federal election scheduled for November this year. Including the NIP the total number of political parties in the country has reached 113 for the upcoming House of Representatives (HoR) and provincial elections.

The possibility of a new member coming to the post of Deputy Speaker of the House of Representatives (HoR) is declining as there is no deputy speaker in the HoR, reports My Republica. In the past, the KP Oli-led government was not interested in the post of Deputy Speaker, which has been vacant since January 26, 2020. The post has been vacant for about 29 months due to the government’s apathy. A few days ago, in the HoR meeting, ruling party member of Parliament (MP) Amrita Thapa had demanded early election to the posts of Deputy Speaker of the HoR and Vice-Chairperson of the National Assembly.

Minister for Home Affairs, Bal Krishna Khand, has said the five-party alliance was formed to implement the constitution, institutionalize democracy and ensure balanced foreign relations, reports My Republica. Home Minister Khand, speaking at Rupandehi Constituency-2 at Butwal on July 2, shared that the government has been taking initiatives to bring the parties that did not participate in the elections into the mainstream politics. He further said construction of a tunnel route would be forwarded from coming fiscal year to make the Siddhababa road section along Butwal-Palpa section safe as hundreds of people have lost their lives and thousands of passengers have been facing difficulties due to bad condition of the road section as well as construction of tunnel route at Daunne along East-West highway would also be started. Home Minister Khand urged the party leaders and cadres to carry out activities in order to make the Nepali Congress (NC) the largest party and strong in upcoming elections of federation and province assembly.

A meeting of the Central Committee of the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) has begun in Kathmandu on July 3, reports My Republica. The CPN-Maoist Center, who held their eighth general convention last December, have not been able to elect any office-bearers other than the chairman. Secretary of the Central Office, Shree Ram Dhakal stated that the meeting of the Central Committee has started at Nepal Academy in Kamaladi. The agenda of the meeting includes completion of the Central Committee, selection of office bearers, selection of Politburo and Standing Committee and division of labor. A similar meeting will also discuss the review of the local level election held on May 13 and the future course of action.

The Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) party to impart training to the newly-elected local-level representatives, reports Khabar Hub on July 5. Accordingly, a training program has been decided for the people’s representatives on July 20 and 21. Party General Secretary Beduram Bhusal said that training would be imparted on local level rights, autonomy, coordination with the provinces and the center, cooperation with the party, transparency, and other issues. The party has also decided to review the recently-concluded local-level election and the shortcomings of the five-party alliance.

The Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) has formed a 125-member politburo of the party, reports My Republica. A Central Committee (CC) meeting of the party held on July 7, made a decision to this effect. Party Chairman Pushpa Kamal Dahal had read out the names of those included in the 125-member committee. As per the existing provision in the party statute, the size of the politburo should be a maximum one-third of the total CC members. Similarly, the party's standing committee should not exceed one-third of the total members of the politburo. Some of the top leaders of the party included in the politburo include Pushpa Kamal Dahal, Narayan Kaji Shrestha, Krishna Bahadur Mahara, Dev Gurung, Giriraj Mani Pokharel, Barsha Man Pun, Haribol Gajurel, Shakti Basnet, Janardan Sharma, Chakrapani Khanal, Pampha Bhusal, Hit Man Shakya and Kul Prasad KC.

The Citizenship Bill 2075 BS, which was stuck in parliament almost for the past four years, has finally been withdrawn on July 8, reports My Republica. The Citizenship Act Amendment Bill, which had been ‘under consideration’ in the House of Representatives (HoR) since August 7, 2018, was withdrawn from the House on July 8. In the HoR meeting, Home Minister Bal Krishna Khan submitted a proposal to withdraw the pending Citizenship Bill as per the decision of the Council of Ministers. Taking part in the discussion on the proposal, the lawmakers had expressed their views on whether to withdraw. Bhim Bahadur Rawal of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) argued that the decision to withdraw the bill is against the existing legal principles, and reminded that the constitution has made provisions on citizenship so that all Nepalis get the Nepali citizenship easily while preventing the non-Nepalis from getting it. Also, CPN-UML lawmaker Sher Bahadur Tamang stated that it looks as if this parliament is not going to pass the bill since the bill that had been already discussed by the parliamentary committees has been retracted and a process has been initiated to bring a new one. Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) lawmaker Aman Lal Modi said that although the bill has been withdrawn, a new bill should be brought to replace it at the earliest. CPN-UML lawmaker Ghanshyam Khatiwada said that people who were eagerly waiting to get citizenship on the basis of birth have been dejected with the decision to withdraw the bill. Meanwhile, Home Minister Khand said that the Cabinet meeting to be held on July 8 would bring a new bill and the pending bill had been withdrawn. After that, the proposal to withdraw the bill presented by the government was passed by a majority in parliament.

Chairman Nepal reiterated that building party organization is important also in view of the forthcoming election of the federal and provincial levels and he further claimed that a large section of honest and committed cadres are associated with CPN-Unified Socialist. According to him, within a short span of party formation, it garnered 900,000 votes in the local election. Now, it would reach 2 million in the coming election, leader Nepal asserted.

Minister for Communications Gyanendra Bahadur Karki has said that the recently registered bill on citizenship would be endorsed at the earliest on the basis of the political consensus of all parties including Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), reports Khabar Hub on July 12. Minister Karki assured that the incumbent government will not deprive anyone of citizenship identity cards. Minister Karki, speaking at Inuruwa, said that around 500,000-600,000 youths in the country are facing various problems in the lack of citizenship identity cards. He lamented that those youth are also deprived of public services such as health and education, privileges and schemes provided by the State to its citizens., however, he reaffirmed the commitment of the incumbent government to address that issue based on consensus.

The Inter-Services Intelligence (ISI) has always had a presence in Kathmandu, but more recently, it has been more active and is actively trying to rope in retired Nepalese security forces officers, reports Times Now on July 12. As per the sources, Intelligence agencies speak of a meeting planned by the ISI involving a retired senior Police officer and also, a retired major general of the Nepal army, previously involved in intelligence. The ISI operative involved in organising the event was Mohammed Raksana Noorti, a Pakistani national. The ISI has decided to be active in the Indian sub-continent and has worked out of Bangladesh and the Maldives. It has also tried to rope in some of the Rohingya refugees from Myanmar who have sought shelter in Bangladesh. And of course, Sirajuddin Haqqani, an associate of the ISI, holds an important position in the Taliban government of Pakistan even if he is a wanted terrorist.

An agreement has been reached among the five-party alliance parties to extend the term of transitional justice commissions, reports My Republica on July 15. Vice-Chairperson of the Rastriya Janamorcha, Durga Pokharel said that the meeting decided to extend the term of the Truth and Reconciliation Commission (TRC) and the Commission of Inquiry on Enforced Disappeared Persons (CIEDP). The term of both TRC and CIEDP expires on July 16 and bills related to these two bodies would be tabled in parliament today itself. Similarly, discussion was also held on citizenship related bill in the meeting, according to Pokharel, and the meeting drew the conclusion to pass the citizenship related bill in consent.

Only a year after splitting, communist leaders have proposed unity on July 16, reports My Republica. On May 17, 2018, the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) merged to form the CPN. Three years after that, on 7 March 2021, after the Supreme Court ordered both the parties to stay separate, the leaders of CPN-UML and CPN-Maoist Center, which are separate parties, used the same platform on July 16 to propose party unity or a left alliance in the upcoming elections. In a program organized by Nepal-China Friendship Society in Kathmandu on July 16, Maoist leader Narayankaji Shrestha proposed harmony and party unity to CPI-UML President KP Sharma Oli in the federal and provincial elections.

Chairman Dahal held a meeting with Baburam Bhattarai in Singh Darbar on July 19, and said that Bhattarai, who is preparing to quit the Janata Samajwadi Party (JSP) and form a new party under his leadership. Chairman Dahal said that they had discussion on the issue of forming an electoral alliance. “There is an agreement to hold talks with other parties to form an alliance,” he said, adding that the decision of the Nepali Congress (NC) Central Committee to form an alliance in the upcoming elections was a correct decision. He also said that they will go with the alliance till the upcoming federal and provincial assembly election. "Nepali Congress has taken the right decision. On July 19, a meeting was held at the office of the Parliamentary Party of the CPN-Maoist Center in Singha Darbar among the then CPN secretariat members Pushpa Kamal Dahal, Madhav Kumar Nepal, Jhala Nath Khanal, Bam Dev Gautam and Narayan Kaji Shrestha. Dahal said that unity was discussed among like-minded people during the meeting. He mentioned that party unity was discussed and clarified that this unity was not against the ruling coalition. He said, “You know about our meeting. We are the majority members of the Secretariat of the CPN era. We had a meeting before as well. We had the second meeting today. In today's meeting, mainly all the parties have made their own decisions. The central committee meeting of Nepali Congress [NC] also ended yesterday. Their decision is to give continuity to the current ruling alliances. We discussed that too. We also discussed the decisions of UML [Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML)]. None of us disagree that this alliance should be maintained. But on the one hand, we are discussing how to make it effective, how to make it more effective by taking into account the experience of local elections. On the other hand, we are from the same party, the CPN, which existed in the past. Because of that, we are also discussing the possibility of unity among like-minded people. That is not against this alliance. We have discussed party integration.”

The National Human Rights Commission (NHRC) has demanded with the government to consider amendment in the Act related to transitional justice in line with international principles related to the same issue, reports Khabar Hub. Issuing a press statement in Kathmandu on July 20, the human rights agency in the country also demanded that the amendment in the Act should not contradict with the verdicts issued by the Supreme Court on the same issue. In the statement, Spokesperson Tikaram Pokharel urged the government to ensure justice to conflict-victims after adequately consulting with the victims and stakeholders as well as heeding the recommendations of the Commission. The NHRC also called attention of the government towards the bill presented by the government to amend the Commission of Inquiry on Enforced Disappeared Persons (CIEDP) and the Truth and Reconciliation Commission (TRC) Act-2071 BS and appealed with the government to revise the Act in such a way that it would be acceptable to all. “The Commission reminds the government that ensuring justice to the conflict victims is the main subject of the transitional justice,” it said.

Thirty-nine various human rights organizations have called for rectifying the 'lapses' in the Bill for the Amendment of the Investigation of Enforced Disappeared Persons (IEDP), Truth and Reconciliation Commission (TRC) Act, 2071 (2014) that the Government of Nepal registered in parliament on 15 July 2022, reports My Republica. The human rights organizations have also expressed full solidarity with the 'valid and serious concerns' expressed by the victims’ community on the Bill. "We believe that despite positive provisions including reparations, the amendment Bill contains many provisions that violate the victims’ right to an effective remedy. Amnesty to those involved in serious violations of human rights and international crimes including murder, torture, rape, and other forms of serious sexual violence, war crimes, and crimes against humanity is not acceptable under national and international law. Thus, the categorization of violations in the Bill is not acceptable. Earnest effort is required from the Government and the political parties to prevent explicit or implicit immunity from criminal accountability for those involved in serious violations of human rights and intentional crimes," the 39 human rights organizations said in a joint press release.

The meeting of House of Representatives (HoR), on July 22, endorsed the Citizenship Act, 2007 (First Amendment) Bill, 2022 through majority votes, reports My Republica. The Amendment Bill was presented before the HoR for endorsement after Home Minister Bal Krishna Khand responded to the queries and concerns raised by lawmakers on various provisions contained in the amendment bill. The proposal of Minister Khand to endorse the bill was endorsed through majority votes. Prior to this, lawmakers had put forth their views on the proposals made in the amendment bill. The proposal put forth by the main opposition party, Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), to provide citizenship certificate to a woman married to Nepali man only after seven years was rejected by majority votes. The amendments paves the way for acquiring citizenship certificates to the children of those receiving citizenship certificates by birth back in 2007.

Home Minister Balkrishna Khand had presented the proposal, seeking its endorsement in the NA meeting. Earlier, responding to the queries raised by the NA members on the bill, Minister Khand said the bill on amendment of citizenship act was brought to ensure citizenship certificates to tens of thousands of Nepali youths, who had been deprived of it even seven years after the country introduced a new constitution. Government is aware of the concern that all eligible ones should be provided citizenship while non-Nepalis must not be conferred on it. He made it clear that the bill was brought by holding adequate discussions with the ruling and opposition parties. The people deprived of citizenship certificates were frustrated, he said, urging the lawmakers to forge consensus on the points agreed so far, while the points that need additional homework can be sorted out gradually. He further made it clear that initially, the bill had not mentioned naturalized citizenship (by marriage). The citizenship bill was initially registered at parliament in 2075 BS.
