A day after senior ruling party leaders, including Pushpa Kamal Dahal, demanded Prime Minister KP Sharma Oli’s resignation as both party Chair and Prime Minister, more party leaders added their voices to the chorus on July 1, at the Standing Committee meeting, reports Kathmandu Post. Five leaders spoke at the ongoing ruling party’s Standing Committee meeting including Nanda Kumar Prasain, Peshal Khatiwada, Leelamani Pokhrel, Matrika Yadav and Yogesh Bhattarai. Among the five leaders, three of them: Khatiwada, Yadav and Pokhrel, demanded Oli’s resignation while the two others: Prasain and Bhattarai, urged him to correct his working style.

Dipendra Shrestha, personal aide to Defence Minister Ishwor Pokhrel, said around 20 Standing Committee members, along with Cabinet Ministers, were there. Insiders say the Baluwatar meeting is discussing how the Oli faction will present itself during the Standing Committee. NCP General Secretary Bishnu Prasad Paudel, Deputy Prime Minister and Minister of Defence Ishwar Pokharel, Minister of Agriculture, Livestock Development Ghanashyam Bhusal and Province 5 Chief Minister Shankar Pokharel were also present in the meeting. However, ministers Barshaman Pun, Shakti Basnet and Giriraj Mani Pokhrel, who are close to party Co-chair Dahal were not present in the meeting.

The mastermind behind explosion at the under-construction house belonging to former Minister for Communications and Information Technology Gokul Prasad Baskota was arrested on July 1 from Thimi of Bhaktapur District in Province No. 3, reports The Himalayan Times. An Improvised Explosive Device (IED) went off at the house on March 11. The arrested has been identified as Bijay Shahi aka Ain Bahadur. Shahi is the Bhaktapur District Secretary of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand). He was on the run since the incident.

Expressing serious concern over the abrupt decision to prorogue the ongoing Budget Session, the main opposition party, Nepali Congress (NC), on July 2 said that the latest move of the Government showed that it is not serious about addressing the difficult situation brought about by the COVID-19 pandemic, reports Republica. NC Spokesperson Bishwa Prakash Sharma in a statement said “The dispute within the ruling party is one thing. But it is not only unfortunate but also objectionable to see the negative effects of the intra-party disputes within a political party in the house session. It was necessary for parliament as a whole to forge a common view and revise the strategies to move ahead in order to tackle the global pandemic of COVID-19 that has already taken the lives of many and infected thousands of others. But the government has shown sheer indifference toward that by taking the abrupt decision to prorogue house sessions.”

President Bidya Devi Bhandari on July 2 prorogued the ongoing Budget Session of the Parliament, reports Kathmandu Post. “I have prorogued the current season of both the Houses pursuant to Article 93 (2) of the Constitution of Nepal from 5pm Thursday as per the recommendation of the Cabinet,” reads a statement issued by President Bhandari. A Cabinet meeting earlier had recommended prorogation of the current session of the House. Bhandari prorogued the session within a few hours of the Cabinet's recommendation. The Budget Session that started on May 8 is the sixth session of the federal Parliament. Though the Parliament completed its constitutional obligation of endorsing the national budget, many crucial bills are still awaiting approval.

It has been put off as rift has deepened after the party’s faction led by Co-chair Pushpa Kamal Dahal, backed by senior leaders Jhalanath Khanal and Madhav Kumar Nepal, demanded that Prime Minister KP Sharma Oli should resign either from the Prime Minister or party Co-chair’s post. 39 organisations of the victims advocating for justice to the victims of the decade-long conflict on July 10 reported to the United Nations Human Rights Council (UNHRC), saying that the Nepal Government has failed in delivering truth, justice, reparation and institutional reform, reports Kathmandu Post. In their joint report submitted to the UNHRC for the Universal Periodic Review (UPR) slated for January 2021, as many as 39 organisations of the victims said they are still desperately waiting for truth, justice and reparations even though the armed conflict ended in 2006. The victims’ groups submitted their joint report three days after 440 Non-Government Organisations (NGOs) presented their joint report, which said Nepal has not fully implemented a single, among 19 recommendations, made during the previous UPR in 2015.

The meeting, which has resumed after a gap of six days, took place at Prime Minister’s official residence in Baluwatar, Kathmandu. Their last one-to-one meeting was held on July 8 when they held discussions for almost two hours but failed to reach a consensus. They had met for four consecutive days starting July 5. Dahal, who along with senior leader Madhav Kumar Nepal leads the rival faction of the party, has asked Oli to quit one of the two posts that he holds – Prime Minister or party chair. Most of the standing committee members have also asked Oli to relinquish at least one of the two top posts. Meanwhile, the Standing Committee meeting of the ruling party has been postponed until July 17.

He alleged that a group of people registered the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) at the Election Commission (EC) at the behest of the party’s another Chairman and Prime Minister KP Oli. “Our party is in a crisis as the CPN-UML party was registered at the Election Commission at the initiative of the party's other chairman even as our meeting was underway,” Dahal said. The faction led by Dahal, backed by senior leaders Madhav Kumar Nepal and Jhala Nath Khanal, has been demanding that Oli step down as party chair right away. Oli, however, has refused to budge from his stance. According to leaders, out 441 members, Dahal and Nepal have around 300 members on their side in the Central Committee, with around 130 members supporting Oli. Bamdev Gautam, whom Oli has been trying to win over, commands just about six members.
