Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), on August 2, have come together in demanding withdrawal of cases charged against the Nepal Communist Party (NCP) ‘general secretary’ Netra Bikram Chand aka Biplav, and others, reports Khabar Hub. Speaking at the special session of the House of Representatives (HoR) on August 2, CPN-UML Chief Whip Bishal Bhattarai objected to the warrant issued against Biplav and his leaders and demanded the Government withdraw the cases. Likewise, CPN-Maoist Center lawmaker Yashoda Subedi Gurung also objected to the issuance of a warrant against Biplav. She urged the government to stick to the three-point agreement Biplav’s party had made with the then Government led by CPN-UML. Earlier, the Lalitpur District Court had issued a 35-day warrant in the arms and ammunition case against Biplav and his party leaders. The Biplav-led party in the armed movement came to the peaceful capital after agreeing on three points with the then KP Oli-led Government on March 4, 2021.

The five-party ruling alliance meeting held at the Prime Minister's residence in Baluwatar on August 5, has formed an 11-member task force comprising Gagan Kumar Thapa, Krishna Prasad Sitaula and Gyanendra Bahadur Karki from the Nepali Congress (NC), Dev Prasad Gurung and Barshaman Pun of the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), Vice President Pramesh Hamal and General Secretary Beduram Bhusal of Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist), Ram Sahaya Yadav, Rakam Chemjong of Janata Samajwadi Party (JSP), and Anand Sharma and Himlal Puri of the Rastriya Jana Morcha (RJM), for the allocation of seats in the elections to be held on November 20, reports My Republica. The meeting decided in favor of electoral coordination among the ruling parties in the upcoming elections to the House of Representatives (HoR) and the provincial assemblies. The task force will determine which party will get how many seats in the HoR and the province assembly elections.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chairman KP Sharma Oli, addressing a program in Kathmandu on August 7, has appealed to the leaders and cadres of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) to join the CPN-UML, reports Khabar Hub. Chairman Oli requested Maoist leaders to join his party reasoning that the CPN-Maoist Center could not achieve the goal of socialism under Maoist Chair Pushpa Kamal Dahal aka Prachanda’s leadership. “Do you think the base of socialism can be created by staying in a party led by leaders like Dahal? Come join the UML, and embark on the journey of socialism,” he added. He also urged leaders and cadres of Unified Socialist to desert the party and join UML. “Haven’t you seen where Madhav Kumar Nepal is heading to?” he questioned. Oli also said the ruling coalition partners were afraid of the UML. “They all are holding the last straw to avoid sinking. One day they all will fall one after another,” he added.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Nepal Socialist Party (NSP) have been jointly registered as parties on August 16 at the Election Commission (EC) for the November 20 elections to the House of Representatives (HoR) and Provincial Assemblies, reports My Republica. Both the parties agreed during the Maoist Standing Committee meeting held at the central party office of CPN-Maoist Center in Paris Danda to contest the election under the same symbol in the upcoming elections. The meeting also decided to allow Baburam Bhattarai to contest the election on the Maoist Center’s election symbol. NSP Chairman Bhattarai and CPN-Maoist Center Chairman Pushpa Kamal Dahal supported the idea of contesting with the same election symbol in the upcoming federal and provincial assembly members elections. The leaders of CPN-Maoist Center and NSP reached the EC on August 16 afternoon for party registration. The commission had given time to political parties for party registration from 7 to 16 August.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) lawmaker Gokul Prasad Baskota, on August 18, has drawn the attention of parliament not to make citizenship cheap, reports My Republica. Speaking at the meeting of the House of Representatives on August 18, Baskota mentioned that in most countries of the world there is no such thing as making citizenship cheap, but he said that there is a need to have a serious discussion on the issue of citizenship after learning from the neighboring countries. He also said that it was wrong to bring the Citizenship Bill in haste. He said that as a trap for the coalition of the ruling parties, the Citizenship Bill should not be crushed and the country should not be divided. CPN-UML lawmaker Baskota said that there is no point in giving citizenship based on region, race and gender. Also, CPN-UML lawmaker Padam Giri has said that the ruling coalition has played the game of sinking the country by issuing the controversial Citizenship Bill. Further, CPN-UML lawmaker Bhim Bahadur Rawal has said that the President has fulfilled her constitutional duty to protect the nation by sending the Citizenship Bill back to parliament, adding that issues like citizenship cannot be announced by the ruling alliance. But he said that everyone agreed that those who are in fact Nepalis should get citizenship.

The House of Representatives (HoR), on August 18, has endorsed the Citizenship Amendment Bill sent back to parliament earlier by President Bidya Devi Bhandari along with her suggestions, reports My Republica. During a voting held in parliament on August 18, a total of 135 voted in favor of endorsing the Amendment Bill in its current form, while 60 lawmakers belonging to the main opposition party, Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), voted against the Amendment Bill. Only 195 lawmakers were present in the HoR meeting on August 18. Lawmakers had deliberated on the amendment bill at Thursday's (August 18) meeting of parliament. While lawmakers belonging to the ruling coalition argued that the Amendment Bill should be endorsed without any further delay as children of those receiving citizenship certificates by birth were denied citizenship certificates, the lawmakers belonging to the opposition parties suggested forwarding the Bill to the thematic committee of parliament to arrive at consensus on contentious provisions in the Bill. Only the election symbols of the candidates who will be running in the elections to the House of Representatives (HoR) and the provincial assemblies to be held in a single phase on November 20, will be printed on the ballot papers, reports My Republica on August 21. In the local elections held on May 13, ballot papers were printed with additional election symbols for parties registered for election and independent candidates. When the ballot paper was printed in that way, the ballot papers became large and the number of blanks was also increased. Shaligram Sharma Paudel, the spokesperson for the Election Commission (EC), informed that the ballot papers will be printed by including the election symbols of the candidate who will be the first to be elected in the upcoming federal and provincial assembly elections and the candidates who will be elected (directly) and the parties which will be running for the proportional system. The Commission has said that 165 types of ballot papers will be printed for the federal government, 330 for the provinces, seven for the seven provinces and one for the proportional electoral system. The Commission has prepared for proportional suffrage by including four separate ballots, marking places, and ballot boxes in the polling station, and including temporary voters in the temporary voter list including employees working in the election, security personnel, prisoners, voters in old age homes operating with approval.

The Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), in a Standing Committee meeting of the party held at the party’s headquarters in Parisdanda in Koteshwor on August 20, formed a committee under the leadership of leader Narayan Kaji Shrestha to draft manifesto for the November 20 elections, reports Khabar Hub. Though the party is in discussion with coalition partners for the upcoming polls, the party is making preliminary draft of the party’s manifesto, according to sources. The party also formed a 197-member strong Politburo comprising 125 full and 72 alternatives members. Party Chair Pushpa Kamal Dahal aka Prachanda had presented the names of members of the Politburo. Moreover, the Standing Committee meeting also entrusted the task of filling vacant posts at various party-affiliated organizations and resolving issues to Chair Prachanda. The meeting also decided that party levels at center, provinces and local levels would take initiatives to resolve and manage issues related to victims of people’s war. The EC has directed the federal, provincial and local Governments not to conduct provincial election infrastructure development programs, new plans and programs of the same nature that are not specified in the budget. EC said that when the date of the election has been announced, conducting programs that are not part of the government's plan will affect the fairness of the election. EC’s Assistant Spokesperson Surya Prasad Aryal made it clear that the plans mentioned in the budget will not be stopped. He said that the commission is emphasizing on maintaining the sanctity of the election. He said that the commission, which mentioned that the election is a platform for equal competition for everyone, treated everyone equally. He said that no one will be allowed to influence the voters by making new programs and plans. EC has fixed the date of the union and province elections for November 20.

For this, the name list of the voters would be made public from the concerned ward offices and Election Offices on August 28 itself, the EC said. According to the EC, the voters can submit their applications from August 29 to 31 in the District Election Office for the correction if there are any issues including errors in name, personal details, place for the voting and others. Likewise, applications could be filed from August 29 to September 1 to replace the name of those deceased ones and those quitting Nepali citizenship. The Election Commission (EC) has launched a voters’ list updating program for the November 20 House of Representatives (HoR) and Provincial Assembly elections, reports My Republica on August 29. On August 28, the EC published collected details of voters at the ward level. Thereafter, the designated official to register voters list will allocate time to make claims and objections over the electoral roll. Under this, things like correction of errors in details on the electoral roll, removal of names from the voters’ list, change of address and polling stations and removal of duplicate names will take place. The voters will be given time for a clarification when a complaint about fake details has been filed. The authorities concerned have been asked to complete the campaign and send the details to the EC within September 9. The EC is scheduled to approve and publish the final electoral roll on its website on September 16.
