According to Kantipuronline, it is revealed that Indian criminals who are involved in various criminal activities in the border area have nexus with Terai-based armed outfits. District Police Office, Rautahat, claimed that some notorious Indian criminals committed crimes in the region in cahoots with the underground Terai groups. This came to the fore after an Indian criminal, who was recently arrested with arms, said during Police investigation that he is a member of an underground Terai outfit. Meanwhile, a majority of Maoist Central Committee members asked Chairman Pushpa Kamal Dahal aka Prachanda to come up with a single document incorporating “positive” ideas proposed by the other two Vice-Chairmen, Baburam Bhattarai and Mohan Baidya. This has virtually put aside Bhattarai and Baidya’s political documents that conflicted with and challenged the one presented by Dahal. Though the Central Committee (CC) members also urged the top three leaders to bridge the widening rift among them, a majority of them sided with Prachanda as they said it was his document which would incorporate “some genuine issues” from the other two. Separately, the Communist Party of Nepal-Marxist Leninist (CPN-ML) General Secretary C. P. Mainali claimed that UCPN-M had offered him a sum of NR. 50 millions in exchange for supporting the Maoists to form a new Government. "Maoists came up with an exchange offer of NR 50 millions for the nine votes to elect UCPN-M Chairman Pushpa Kamal Dahal in the Prime Ministerial (PM) election,” said Mainali speaking at a programme on the importance of fringe parties in the formation of Government organised by Rafat Sanchar Club in Bhaktapur According to Nepal News, NC has made it clear that it is not going to pull out of the PM race, saying that a constitutional process that has already started cannot be stopped midway. A meeting of the NC parliamentary party arrived at this conclusion. Saying the voting will continue until the PM is elected, the NC also asked all the parties to participate in the election and vote for its PM candidate.

Activists of Nepali Congress (NC) affiliated Nepal Students Union (NSU) and Unified Communist Party of Nepal-Maoist (UCPN-M) aligned All Nepal National Independence Student Union-Revolutionary (ANNISU-R) engaged in a violent clash at Kailashkut Multiple College Campus in Kathmandu on September 2, injuring several persons, reports Nepal News. Caretaker Prime Minister (PM) Madhav Kumar Nepal held joint discussion with ambassadors of three United Nations (UN) permanent member states (United States, United Kingdom and France) at his Baluwatar residence in the evening of September 9 on the recent briefing of chief of the United Nations’ Mission in Nepal (UNMIN), Karin Landgren, to the UN Security Council and the recent report of the UN Secretary General on Nepal's peace process, reports Nepal News. PM Nepal also reiterated that continued monitoring had caused difficulty in the organisational works of the National Army (NA) and that it does not need UNMIN monitoring. He also sought help from the UN permanent member States in this regard. Meanwhile, the Unified Communist Party of Nepal-Maoist (UCPN-M) expressed dissatisfaction over contents of the letter sent by the Government to the United Nations Security Council (UNSC) for extension of term of the UNMIN. It has accused the Government of not paying heed to its suggestions and deciding unilaterally. UCPN-M had demanded for six month extension of the mission with the present mandate. It objected to the proposal of other political parties to free NA from UNMIN monitoring.

Young Communist League (YCL), the youth wing of the Unified Communist Party of Nepal-Maoist (UCPN-M) announced phase-wise protest programme on September 10 demanding action against those who attacked its secretarial member Gopal Shrestha, reports Kantipuronline. The YCL submitted a memorandum to Chief District Officer Basanta Raj Gautam and declared to call Chitwan banda (general shut down) from September 16, including a motorcycle rally, graffiti painting, and torch rally. Meanwhile, two separate letters from the Nepali side, amid the controversy on the extension of the United Nations Mission in Nepal (UNMIN), pushed the United Nations Security Council into a state of ‘confusion’. On September 7, the Government sent a letter requesting the United Nations to extend UNMIN’s mandate by four months but remained silent on whether the Nepali Army should continue to remain under the UNMIN purview. The UCPN-M on September 9 sent a separate letter, saying that the UNMIN purview over the National Army should continue. Given the differences between the Government and the Maoists, it is not possible for the Security Council to take a decision, which would irk one of the two parties, UN sources said. The member states of the world body entrusted with the responsibility to decide on the future of UNMIN have expressed their concern during meetings with Nepali officials in Kathmandu and have asked for a clearly-worded official position. UNMIN’s tenure ends on September 15. Further, the UCPN-Maoist on September 10 reiterated its stand that it won't allow the caretaker Government to table any new bill in the Legislature-Parliament. Separately, the chairman of the UCPN-M Pushpa Kamal Dahal alias Prachanda said that his party would immediately back out from the ongoing Priministerial race if Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Nepali Congress decide to change their decisions.

The six-party Special Committee overseeing the Maoist combatants would push for integration and rehabilitation of the combatants based on the four-point agreement signed by the Government and the UCPN-M on September 13. Towards that end, the cantonments will first be brought under the Government control through a secretariat instituted by the Special Committee. The Maoist party plans to propose Chief of the People’s Liberation Army (PLA) Nanda Kishore Pun as the coordinator of the Special Committee Secretariat, the mechanism that would bring the Maoist combatants under the Government.

According to Himalayan Times, the Deputy PM Bijaya Kumar Gachhadar said that Madheshi parties should get an opportunity to lead a Government as the three major parties have failed to give a political way out. He said the country has been pushed towards the danger of being a failed state as constitution-writing and peace process have been shadowed by minor issues. Maoists demanded leadership in the Secretariat to be formed after AISC decided last week to convert the incumbent Technical Committee to the Secretariat heading the PLA chain of command by adding one representative each from PLA, Nepal Army (NA), Nepal Police (NP) and Armed Police Force (APF). The ninth round of elections for the Prime Minister’s (PM) post ended inconclusively on September 30 as the sole candidate for the PM post and Nepali Congress (NC) Parliamentary party leader, Ram Chandra Poudel failed to secure a simple majority, reports Kantipuronline. Poudel garnered 105 votes in his favour, and two in his against, while 61 lawmakers stayed neutral. Altogether, 168 lawmakers attended the 9th round of elections held at the Constituent Assembly (CA) hall in Nayabaneshwor. Poudel was left alone in the race to the PM’s chair after his competitor Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda withdrew his candidacy before the eighth round of elections following a 3-point deal with the Communist Party of Nepal-United Marxist Leninist (CPN-UML).
