Chairman of the CPN (Maoist) Prachanda on September 8 said his recent remarks that the insurgents would not be confined to cantonment unless an agreement was reached on a comprehensive political package were provoked by the Prime Minister's comments. During his live question-answer program in BBC Nepali Service, the Maoist chairman said he made such remarks after Prime Minister Girija Prasad Koirala said that Maoists will not be recognized as a political party till they give up arms. "After the responsible people in the government, including the prime minister, started making such irresponsible comments we smelt a rat in the government's intention," Prachanda said, adding that "we still stand by our agreements but we are not ready to lock up our arms first and start dialogue for political settlement."

On September 10, Maoist talks’ team member Dinanath Sharma said that the peace process has come to a standstill since the Godawori meeting on July 14 when both sides had agreed to settle the contents of an interim constitution. “We had held the Godawori meeting to discuss the contents of the interim constitution. The Finance Minister, Ram Sharan Mahat, has ruled out the possibility of monarchy taking over the reigns of the country again at the strength of the Nepali Army, Nepal News reported. Speaking at a program in Kathmandu, Mahat said, "I do not think the Nepali Army will back the King in seizing power in the future as the army has also learnt lessons from the recent Jana Andolan (People’s movement) II." Mahat noted that the army had also suffered a lot and faced humiliation on the international front after it supported the King's February 1 takeover. Commenting on the issue of Maoist arms management, Mahat said that there would not be free and fair elections to a constituent assembly under the Maoists' "shadow of arms".

The Maoist leadership alleged that the Government was ferrying arms and ammunition from India on September 12-night and in protest organised chakkajam (ban on vehicular transport) all over the country, including the capital. However, the cease-fire code of conduct monitoring national committee team, after an on-the-spot observation, said 33 vehicles brought to a company of the Nepal Army in Dhading’s Gajuri carried no weapons. Member of the monitoring committee, Tara Nath Dahal, said no arms were spotted in those vehicles and added some spent bullet shells were found in one old truck. Earlier, the Nepal Army had said that the transport vehicles which arrived in Gajuri barracks were meant for peacekeeping troops. Traffic was reportedly disrupted in Kapilvastu, Bardiya, Gaighat, Banke, Bara, Nawalparasi and Itahari districts following Maoist protests.

"We haven't got down to discuss on those modalities," he said, adding, "because there have been different views as to in what sequence the issues have to be discussed with the government insisting that arms management issue should be discussed before major political issues and the Maoists insisting that they want major political issues discussed before they are ready to discuss arms management."

Kantipur reports that a South Asian regional grouping of Maoist parties, of which the Communist Party of Nepal-Maoist (CPN-M) is a founding member, has in its recently concluded meeting vowed to "advance revolutions for the seizure of power by armed force". The Fourth Conference of the Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA) held in August 2006 at an undisclosed location in the region has also vowed to "deepen and extend the links between genuine Maoists of the region". This was stated in the political resolution adopted by the conference. Contrary to what they have agreed with the Government on the road to peace, Nepali Maoists, in the joint resolution have vowed together with their counterparts in the region to "turn South Asia into a flaming field of Maoist revolutions". Dina Nath Sharma, the Central Committee member of the CPN-M, informed that his party had sent central committee member, ‘Comrade’ Satya Prakash, as their representative to the meeting, which had the participation of leaders of nine Maoist parties of the region. Among them are three parties each from India and Bangladesh, and one each from Nepal, Bhutan and Sri Lanka.
