The local administration in various districts has imposed curfew in many places including in Kathmandu, Lalitpur, southern and eastern Terai districts and at Anarmani, Birtamod in Jhapa district, following violence targeting the Muslim community after 12 Nepalese hostages were killed in Iraq on August 31. Various students’ organizations brought out protest rallies in Dhanusha, Hetauda, Pokhara, Rupandehi, Udaypur, Khotang, Kailali and Kanchanpur districts. While addressing the nation, Prime Minster Sher Bahadur Deuba called for restraint and said "the terrorists know no religion or race… Nepalese should not be provoked by the inhumane and barbaric acts of terrorists and not indulge in provocative activities aimed at any communities."

The ANFTU had shut operations of twelve major industries and hotels last month from August 17 and it has been targeting these business establishments mainly with the Indian investments. The Federation of Nepalese Chambers of Commerce and Industry has appealed to both the Maoists and the Government to create a favourable environment for early negotiation to resume operations of the 12 industries and said, "Closure of the industries has directly affected the livelihood of more than 4,000 workers and employees and about 50,000 retailers, distributors and sales agents."
