Kantipuronline reveals that, UCPN-M has been keeping its disqualified combatants in a separate ‘camp’ after their exit from UN-monitored cantonments. The former Maoist soldiers, who were tagged ineligible by the United Nations Mission in Nepal (UNMIN), are living under the care of the mother party and its youth wing, Young Communist League (YCL). The party has said the fighters are under it until they are rehabilitated.

The Indian ambassador to Nepal, Rakesh Sood in Kathmandu alerted Deputy Prime Minister and Foreign Minister Sujata Koirala on the use of Nepali soil for organised training of Indian Maoist, reports Nepal News on November 5. The embassy's letter claimed that more than 200 Indian Maoists received 'organised' training in Dang, Makawanpur, Nawalparasi and some Terai District, the report said. According to the letter, Indian Maoists received training from their Nepali comrades which was a serious breach of security, helping to edify the Indian Maoist movement. “The Indian side also strongly asked to take stern action against the Maoist leaders who trained the Indian Maoists,” the report quoted.

The two-day residential ‘secret-talks’ among the top leaders of the major three parties – Unified Communist Party of Nepal-Maoist (UCPN-M), Communist Party of Nepal- United Marxist Leninist (CPN-UML) and Nepali Congress (NC) - ended on November 6 without a concrete agreement for ending the current political impasse, reports Nepal News. Issuing a press statement after the talks the political parties said, they talked on six difference issues including new Government, constitution writing and army integration and took four decisions. However, none of the decisions taken address the political crisis the nation is going through.

According to Himalayan Times, three cadres of the Unified Communist Party of Nepal-Maoist (UCPN-M) were assaulted and injured by locals in Nuwakot District on November 9. As it reports, a clash occurred due to a dispute over the expenditure statement of a drinking water project. When a group of persons demanded details of the water project's expenditure from Modh Prasad Rijal, project chairman and chief of management committee of Jagrit Lower Secondary School, Modh Prasad, who is also UCPN-M District leader, allegedly told his cadres to assault them. During the clash three UCPN-M cadres were injured. Following the incident, the UCPN-M Nuwakot District alleged that Nepali Congress (NC) cadres were involved in the attack that left three of its cadres injured.

Expressing concern at, as what he called, "attempts to impose a presidential rule" in the country and declare a state of emergency to dissolve the Constituent Assembly and curtail the fundamental rights of the people, he said that if Nepali Congress (NC) and Communist Party of Nepal-United Marxist Leninist (CPN-UML) defend such move then the "people will fight a last and decisive fight".

Landgren wrote to Maoist Chairman Pushpa Kamal Dahal Alias Prachand, saying, “PLA presence in the plenum is contrary to the spirit of Agreement on the Monitoring of the Management of Arms and Armies and the Comprehensive Peace Agreement.” According to Nepal News, the Deputy Prime Minister and Foreign Minister of the care taker Government Sujata Koirala warned that the Government will be compelled to take action against the PLA combatants if they participate in the upcoming central plenum of their party UCPN-M .
