Human rights activist Padma Ratna Tuladhar who is presently liasing between the government and the Maoist insurgents said that while the Government wants several more rounds of unofficial talks, the Maoists are demanding immediate official level talks.

Official sources on November 1 indicated that Ram Chandra Paudel, who is also the Home Minister, has replaced former Prime Minister Sher Bahadur Deuba as the government nominee for negotiations with the Maoists. Sher Bahadur Deuba headed a committee to resolve the insurgency issue. The term of the committee expired last month as the government refrained from granting and extension. The committee's recommendations on how to resolve Nepal's worst internal conflict is expected to be submitted to the government this week. Deuba had established contact with the Maoists insurgents 'central committee' member Rabindra Shrestha who on October 27 held the first round of direct talks with the Deputy Prime Minister through an intermediary. It is reported that Prime Minister Girija Prasad Koirala has by-passed Deuba who is challenging the Premier in the internal party elections scheduled to be held in January 2001.

Reports also pointed that the mediator who helped broker the dialogue between the Maoists and the government to end a five-year old insurgency has said that the government conspired in releasing the two senior insurgents without his or the knowledge of the Maoists. He added that this move would be a setback for the ongoing talks.

Sher Bahadur Deuba, a former Premier and convenor of the Maoist Resolution Committee, has submitted his report to the government on November 7. According to the report, communism has no relevance in Nepal and the Maoist insurgency that has claimed approximately 1,500 lives since 1995 ought to be resolved peacefully. Deuba said that there could be no peace without talks with the Maoists. He also emphasised on the need to bring the Maoists into the political mainstream to end violence and killings. The report wanted both the government and the Maoists to announce a cease-fire. In its view, such a declaration would help create a conducive atmosphere for a dialogue. Moreover, the report believed this to be the first prerequisite for further talks. The report also called on the government to modernise its security forces while pursuing negotiations with the insurgents to end the conflict. It pointed out that the current scenario could be addressed only in a democratic system and communism as championed by the Maoists cannot address the Nepali issues. Deuba opined that the Maoists' aim was to rule by creating fear and insecurity and the police were harassing the people. He also made a scathing attack against the Koirala government for what he called "parallel efforts" to resolve the issue with the insurgents while empowering the commission to resolve the issue, in an apparent reference to a failed attempt last month by Deputy Premier Ram Chandra Paudel to talk directly with the Maoists. The report is due to made public at a later date. The Koirala government has said that it would comment on the report only after a detailed study.
