According to an AFP report, the Maoists on May 2 released a hit-list of key figures in the absolute monarchy that ended in 1990. The insurgents reportedly said they would, over the next eight days, "take action" against "the criminals" who led the bureaucracy during the three decades of royal rule and they would target those named in a report by a commission formed after the restoration of democracy in 1990 to investigate past abuses. "We have decided to take action for eight days from Sunday against all those listed in the report even though action against the criminals had been dropped," said a statement signed by Maoist chief Prachanda. The report had named top leaders under the current Government, including Prime Minister Surya Bahadur Thapa, Home Minister Kamal Thapa and former Prime Minister Lokendra Bahadur Chand.

In another incident on May 2, Maoists set ablaze six vehicles belonging to the Agricultural Development Project located at Naktabhir in the Dhanusha district. They also caused minor damages to 14 other vehicles. The insurgents also torched a passenger bus and a truck in the Bankatia area of Banke district. Further, the Maoists bombed the Area Police Office situated at Katari in the Udaypur district. There were, however, no casualties as the office was deserted during the time of the attack.

The Royal Nepalese Army (RNA) is preparing to launch a special operation in the Maoist strongholds of the mid-west region, said spokesperson Brig. Gen. Rajendra Bahadur Thapa on May 2. Reports quoting Thapa said "the operation will put an end to the illusion of the Maoists' so-called base-area in the mid-west." According to Thapa, the RNA is expected to exert physical and psychological pressure on the Maoists to surrender. The Nepal News said that currently, these districts are under an economic blockade and the Maoists have also banned vehicular movement to and from the district headquarters as well as forbidden transportation of food and other basic necessities.

A group of about 150 Maoists surrounded Gijyan village and later allegedly hanged him to death by a tree near the Nawa Durga Primary School. According to a pamphlet left behind, Hamal had allegedly killed two Maoist cadres two years ago. Hamal had been a social worker after his retirement and was the president of Rati Khola Irrigation Project.

"We did not see any Maoist strongholds there," he said. Thapa further said the RNA secured extensive support from the local people during the military operations. He also informed that the RNA has been carrying out military operations in the major highways to foil Maoist blockades and protect passengers and vehicles from being attacked. He also disclosed that 2104 Maoists have been killed in security actions since the collapse of cease-fire in August 2003 while the toll on security forces was 201. Nepal News reports indicated that on May 31, over 80 teachers were abducted by Maoist insurgents from various schools in the Udayapur and Sindhupalchowk districts. The insurgents took some 60 teachers from six different schools in Panchawoti Village Development Committee (VDC) area in the Udayapur district. Similarly, reports from Sindhupalchowk said the Maoists have abducted at least 20 teachers from various schools in the remote villages. The Maoists are alleged to have abducted them to involve them in 'training programmes'.

The 'Supreme Maoist Commander' Pushpa Kamal Dahal has reiterated his earlier stance of holding a joint meeting with all the political forces, the civil society and the United Nations in resolving the present crisis in the country. He added that his party was against the idea of choosing a new Prime Minister right now. In a press statement issued on May 31, Dahal denied reports that the Maoists are softening their stance and agreeing to a Constituent Assembly as the minimum condition and added, "When we said we want a new constitution we meant we wanted an election to a constituent assembly."
