The Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) is imparting a two-day training to the people’s representatives that were elected in the last May 13 local level election from June 1 (today) onward, reports Khabar Hub. The objective is to contribute to prepare the base of socialism from grassroots level. Thematic experts would provide training to the representatives on local government operation, service delivery, development works, good governance, health, education, budget and law-making in Kathmandu on June 1-2. The mayors/chairpersons of local level who made encouraging performance in earlier tenure would also share their experience on the occasion. CPN-Maoist Centre’s central office chief secretary Shreeram Dhakal shared that as many as 260 people’s representatives, including chairpersons and deputy chairpersons of rural municipality, mayors and deputy mayors of rural municipalities and some independent candidates are taking part in the training. Top leaders of the party, including Chairperson Pushpa Kamal Dahal and Narayan Kaji Shrestha are also delivering training contents along with the thematic experts.

The National Assembly (NA), on June 2, has approved the resolution proposal on the implementation of federalism, reports My Republica. The parliamentary committee for the study and monitoring of the implementation of federalism has been deemed necessary for an in-depth study of federalism, in the resolution proposal. It is also mentioned that the resolution proposal has been submitted on the basis of the study of all the provinces and some municipalities. Lawmaker Khimlal Devkota proposed the resolution motion and lawmakers Jitendra Narayan Dev, Gopi Bahadur Achhami, Nanda Chapai, Pramila Kumari and Devendra Dahal seconded it. The motion was unanimously approved by the Assembly. NA Chair Ganesh Prasad Timilsina on the occasion directed the government to implement the proposal passed by the Assembly.

The Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) will collect Rs 100 in levy from each party member with the aim of collecting funds to manage party central office and other creative works, reports Khabar Hub on June 5. Money amounting to Rs 80 million is expected to be collected from the total 800,000 party members across the country. A meeting of party former standing committee members, on June 5, at the residence of party chair Pushpa Kamal Dahal aka Prachanda in Khumaltar took a decision to this effect. The meeting also dwelt on the current issues, recently held local election and some dissatisfactions within the party sister organizations, said Maoist leader Haribol Gajurel. The CPN-Maoist Center has stated that it would focus on the federal and province parliamentary elections and party expansion after concluding the picking of party office bearers.

The annual reports of four different constitutional commissions were tabled in the National Assembly (NA), the upper house of the Federal Parliament on June 7, reports My Republica. Minister for Water Supply Umakanta Chaudhary, on behalf Prime Minister Sher Bahadur Deuba, presented the 31st Annual Report of the Commission for the Investigation of Abuse of Authority (CIAA), 2021/22; the Annual Report of the Public Service Commission, 2021/22; the Annual Report of the National Human Rights Commission, 2021/22; and the Annual Report of the Tharu Commission, 2021/22 in the Upper House meeting today. The National Assembly will next meet at 1.0PM on June 8.

The Democratic Socialist Party has submitted an 11-point memorandum to Prime Minister (PM) Sher Bahadur Deuba at his official residence in Baluwatar on June 7 (today), reports My Republica. Democratic Socialist Party leader Umashankar Argariya, Chairman Mahantha Thakur along with other party leaders paid a courtesy call on PM Deuba and handed him the memorandum demanding to solve the issues of people without citizenship, release of Resham Chaudhary and other party leaders who were involved in the Madhesh movement. He said that Prime Minister Deuba expressed his commitment to pass the citizenship bill from parliament as soon as possible. He also drew the attention of the Prime Minister to make fertilizers available to the farmers immediately. The Democratic Socialist Party has also demanded PM Deuba arrange representation in local bodies, provincial assemblies and federal parliament on the basis of population, distribute equitable budget on the basis of population density, implement agreements made with United Democratic Madheshi Front in the past, control price and black market. A memorandum has been submitted demanding to give priority to Tharu, Shilpi, Dalit and Muslim and to provide land ownership certificates to those who do not have such documents.

Nepali Congress (NC) panel has been unanimously elected in Dhanusha District Coordination Committee (DCC), reports Khabar Hub on June 9. Rajnanda Mandal Raj was elected unopposed to the post of its chairperson. NC candidates had only filed nomination to the posts of chairperson, vice-chairperson and members of the DCC on June 8. Sangeeta Devi Thakur was elected as the vice-chairperson, according to Main Election Officer Bajresh Pyakurel. The members elected are Iswari Prasad Sharma, Dambar Bahadur Thapa Magar, Fagu Yadav, Geeta Devi Yadav, Bikadevi Mijar, Sonitadevi Sada and Mahendra Mahato.

The Madhesh Province Assembly has unanimously endorsed the provincial government's policies and programs for fiscal year 2022/23, reports My Republica on June 9. After Chief Minister (CM) Lal Babu Raut responded to the queries relating to the policies and programs, the Province Assembly passed it. CM Raut vowed that the issues raised by the Provincial Assembly members would be addressed via the budget. Earlier, Provincial Assembly Member Bachchharam Ahir, Parmeshwor Saha, Dilip Kumar Saha, Sundar Bahadur Bishwokarma and Babu Lal Saha alias Kanu had proposed amendments to the policies and programs.

Oli was hinting at the recent remarks coming from Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), Chairperson, Pushpa Kamal Dahal aka Prachanda and Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) Chairperson Madhav Kumar Nepal. Oli shared that his party will not consider electoral alliance with any leftist parties in the upcoming parliamentary election. “CPN-UML is the only leftist party in the country. The House of Representatives (HoR), in a meeting of the lower house of the Federal Parliament on June 10, has endorsed two Bills related to Amending Some Acts against Sexual Violence, 2022 and the Bill on Amending Some Acts Related to Criminal Offence and Procedures, 2022, reports My Republica. The lower house approved the two bills unanimously and sent them to the related committee for clause-wise discussions. The HoR meeting approved the proposal presented by Minister for Law, Justice and Parliamentary Affairs Govinda Prasad Sharma that it endorses the bills and forward them to the committee for clause-wise discussions. The committee concerned will now hold clause-wise discussions on the two bills.

While the meeting took place at the Prime Minister’s official residence in Baluwatar, the delegation drew the Prime Minister’s attention toward a charter of 11-point demand it had put forth before the head of the Government on June 7. According to LSP leader Laxman Lal Karna, the meeting was a follow-up on the June 7 meeting with the Prime Minister, and the Prime Minister assured them of addressing the demands after the endorsement of the Appropriation Bill for the fiscal year 2022-23. Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) has stepped up its action against the party’s Standing Committee (SC) member Ghanshyam Bhusal, reports Khabar Hub on June 15. The party’s central committee has approved the recommendation made by the Secretariat of the Disciplinary Commission to take action against leader Bhusal. Bhusal, in a television interview immediately after the local-level election, had alleged party Chairman KP Oli for what he said “poor results” in the elections held on May 13. He had even said he would rather resign from the post as the party could not bring expected results in the election. A meeting of the Secretariat on June 1 had recommended the party Standing Committee ask Bhusal for clarification on the issue. After the party’s defeat in the local elections, the UML formally concluded that the result was due to intra-party collusion.

Finance Minister Janardan Sharma had presented a proposal in the HoR meeting seeking consideration on the bills. Speaker Agni Prasad Sapkota has slated the date for June 20 for clause-wise discussions on the Finance Bill 2022. Likewise, responding to the lawmakers’ concerns in the HoR meeting on the Bill Designed to Recover Public Debt 2022, Finance Minister Sharma said debts would be collected only if necessary. Chairperson Dahal said the five-party alliance would continue beyond the election of provincial and federal levels. Collective efforts would be continued to ensure a new age of development, he added. "Now, none can take the country toward regression," he said, adding, "However, there are still problems. So, the alliance is moving ahead by sorting out the problems." According to Dahal, there are two attitudes in the country- one is individualistic and the other collective. The members viewed the general public were in uncertainty and political parties blaming each other, which must be ended, and they further demanded a formation of a probe committee on it as it was a sensitive issue. NA Member Taraman Swar said it was not time to blame each other in terms of SPP but scrape it with a common stand among all parties. He also drew the government's attention to ensure economic and social developments to the people in the border area. Another lawmaker Khim Lal Devkota accused the government of forwarding various significant decisions, including SPP in a surreptitious manner. Government's activities must be transparent, he urged. The Nepali Army had written twice to the US Embassy, in Nepal in 2015 and 2017, requesting for participation in the SPP. The US Embassy in Kathmandu earlier said that the Nepali Army’s request was accepted in 2019. The cabinet decision comes amid widespread protest against SPP, saying the program is part of US military strategy. Following the decision, the formal process for withdrawing the SPP will now begin.

Speaking at a program in Lalitpur on June 23, Dahal said that the party had won fewer seats than expected in the local elections as he had a lot of confidence in the alliance. “"We should not expect more and stay relaxed due to the coalition like we did in the local elections," Dahal said. He also stressed strengthening the alliance and a need for electoral coordination among the parties in the alliance. Dahal said that the party should not coordinate with other parties in the upcoming election but should make the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) join hands with the CPN-Maoist Center. Chairman Oli, speaking at the party's central office in Chyasal on June 24, said that the party was united but faced a split after Dahal failed to demonstrate sincerity. Oli also complained that he was saddened by Dahal's submission of the party to the reactionaries. Oli claimed that Dahal had expelled him from the ranks of ordinary members by abusing the number of seats given to him during the unification of the party. He said, "We did not chase Dahal and unity had been achieved with him. However, he did not work with sincerity and decided to separate dishonestly. The committee formed for unity, the number of seats given for unity, was misused in such a way that even the party president was expelled from the general membership. The Election Commission (EC) had decided to conduct repolling in Budhiganga municipality on July 7.
