On June 1, Maoist detainees at the Nakkhu Jail in Lalitpur took a visiting team of National Human Rights Commission (NHRC) under control for nearly five hours, accusing them of assisting the erstwhile royal regime. The Maoist detainees kept the NHRC members, Sudeep Pathak, Gokul Pokhrel, Ram Dayal Rakesh and administrative official Achyut Acharya, inside the jail for nearly five hours. BBC Nepali Service reported that on June 1, the Maoists took hundreds of vehicles from the Chitwan and surrounding districts into their control to ferry their cadres. Chief of Maoists’ “people’s government” in Chitwan, however, refuted such reports. Talking to reporters in Kathmandu on June 1, the spokesman of the Maoists, Krishna Bahadur Mahara, said the rally would be peaceful and that unarmed members of the ‘People’s Liberation Army’ would also take part in the meeting. He said members of the Maoist negotiating team would address the meeting.

They were arrested on May 12 along with three other former ministers Ramesh Nath Pandey, Shris Shumsher Rana and Nikshay Shumsher Rana and were sent to 90-day detention. Nepal News reports that the United States Ambassador to Nepal, James F Moriarty, has indicated the possibility of removal of the terrorist tag on the Maoists provided they shun violence. Speaking to reporters at Pokhara on June 6, Moriarty said the Maoists should change their attitude in practice, not only in words. He accused the Maoists of amassing weapons, continuing recruitment, intensifying extortion, forcing people to take part in their mass meeting in Kathmandu and killing two political cadres in Rautahat recently. He also stated that the United States would not provide any support to feed the Maoist army even if the Government asked for that. He, however, said the US will help in creating a conducive environment for peace talks and provide economic assistance for other purposes.

A majority of those who got democracy revived are not represented in the current House of Representatives (HoR). As such, it should be dissolved within a week. Himalayan Times reports that India has agreed to support Nepal for inviting United Nations to supervise the management of weapons of the Maoists, Prime Minister Girija Prasad Koirala told reporters upon his arrival from Delhi at the Tribhuvan International Airport on June 9. “India suggested to invite UN only for management of arms and rehabilitation,” Koirala said. He, however, dismissed the Maoists’ idea of dissolving the House of Representatives. On Maoist leader Prachanda’s wish to include Maoists in the interim Government, Koirala said the Government would sort this out at the dialogue table. Recounting the achievements of his four-day India visit, the prime minister said, “India has agreed to extend one-time grant of 10 million Indian rupees to support Nepal’s budgetary deficit.”

"All issues relating to defence cooperation have been sorted out. Very soon, our defence cooperation group, the joint consultative committee, which is an institutional arrangement, will be meeting and they will be discussing the expanding areas of cooperation," Press Trust of India quoted the Defence Minister as saying after a meeting with Koirala in New Delhi on June 9. Both the sides agreed to an eight-point agenda. The agenda includes framing an interim statute, an interim government, declaring the date for an election to a constituent assembly and dissolving the revived House of Representatives and the Maoists’ People’s Governments. Both the sides also agreed to request the United Nations for management and monitoring of the armed forces of both sides to ensure a free and fair election to a constituent assembly. If required, international observers, could also be invited to monitor the constituent assembly election. Talking to reporters for the first time in Kathmandu on June 16, the Maoist leader, Prachanda said his party would like to see a new interim constitution and interim government within a month and elections to be held for the Constituent Assembly by April-May, next year. He further said that the agreement proved that they could go together to fulfill the Nepali people’s desire of peace and prosperity braving enormous pressure from “powerful countries” and “big revolutionaries” against the idea of both sides reaching an understanding to topple autocracy

The Nepali Congress central committee members have expressed strong reservation over the eight-point agreement reached between the seven political parties and the Maoists during the summit talks on June 16. Speaking at an informal meeting of the party held at its headquarters in Sanepa, they charged the party leadership of making such an important agreement in a hurry and without doing proper homework. While accepting the agreement as positive for restoring peace in the country, they expressed dissatisfaction over the issue of dissolving the House of Representatives after issuing an interim constitution. Most of the central committee members expressed the view that Maoists should not be included in the interim government unless the issue of weapons management is settled.

A statement issued by the party president and former Prime Minister Surya Bahadur Thapa in Kathmandu on June 19 said that the eight-point understanding is very serious and that it was of a long-term nature. "Everybody who wants peace and stability in Nepal should understand the agreement based on the ground reality," the statement said. Thapa further raised questions on the summit talks not seriously taking up the issue of the Maoist arms management. He said that the arms must be managed before the rebels join an interim Government.
