The first annual report of the Royal Nepalese Army’s (RNA) Human Rights Cell, the RNA Human Rights Report 2061, has recorded 10,725 abductions and 72 killings by the Maoists during the last six months of the year. It also recorded 65 cases of explosion, 40 cases of extortion and looting, and 30 cases of threatening by the Maoists. Citing an Informal Sector Service Centre (INSEC) source, the report stated that the country has already incurred financial losses worth $1,095 million due to the Maoist conflict. The report also stated that the Maoists have destroyed 1,825 VDC buildings, 35 telecommunication towers, 420 post offices, 540 police posts and six hydro-power plants till date. Data in the report stated that 4,404 Maoists, 371 soldiers, 142 Armed Police Force (APF) personnel, 297 civil policemen, 15 personnel of the National Investigation Department and 579 civilians were killed within a year after the ceasefire was broken on August 27, 2003.

According to Nepal News, an explosion occurred at the District Education Office in Bhairahawa causing minor damage. At around the same time, a group of unidentified persons forced the guard at ward no. 5 office of Butwal Municipality and caused another explosion. In Pokhara, a minor explosion occurred at Prithivi Chowk. However, there were no reports of any casualty in these explosions.

On January 2, the Communist Party of Nepal (Maoist) 'Chairman', Pushpa Kamal Dahal alias Prachanda, announced the end of the four-month old unilateral cease-fire. “The Royal Nepalese Army has compelled us to end the cease-fire. It was not only impossible, but also suicidal for us to extend it,” Prachanda was quoted as saying in Himalayan Times. Appealing to the United Nations and the European Union to respect the struggle for peace and democracy, the statement said the party would target those backing “farcical municipal polls.” Stating that all future actions would be targeted against the ‘dictatorial government,’ the statement pointed out incidents in Morang and Palpa, and the recent military operation in Rolpa. “We are compelled to go on the offensive not only for the sake of peace and democracy but for self-defence. While it was the Doramba incident that disrupted peace initiatives last time, it is the Rolpa operation that prompts us to break the ceasefire this time,” the statement read. Adding that the Maoists would “keep on contributing to the peaceful movement of the seven-party alliance,” the statement noted: “we can still be expected to announce a truce if there is assurance of a roundtable conference or a broader national conference with a view to ushering in an interim regime which would hold elections to the constituent assembly.”

A civilian was injured during a series of Maoist-triggered blasts, including one at the residence of a Deputy Superintendent of Police (DSP) in the western city of Pokhara on January 3 evening, according to Nepal News. The first explosion was reported from the Baglung Bus Park at Ward No 2 of Pokhara Sub-Metropolis injuring a civilian, identified as Raju Sunar. Another explosion occurred at the residence of Armed Police Force DSP, Lal Bahadur Adhikari, destroying the ground floor of the building. Likewise, two bombs exploded at the taxi stand at Bagar, Ward No. 1, Pokhara Sub-Metropolis and in front of the Pokhara Sub-Metropolis-10 Ward office at Ram Bazaar.

Of the 25 police personnel in the ward police office, 10 have gone missing after the attack, the report added. According to a statement issued by the Ministry of Defense, “A group of around 4,000 terrorists tried to make a consorted attack on security bases in the district headquarters at 11.00 p.m. Following the attempted attacks on the bases, the security forces put up a strong resistance in the clashes which continued until 6:00 this morning and was successfully foiled by the security forces in the area.” Four bodies of Maoist insurgents were recovered from the incident site. “After having examined the nature of the clashes and based on accounts of eyewitnesses, it appears that the casualty figures on the terrorist’s side could have been very extensive,” the statement added. Some SF personnel are still out of contact after the incident, sources said. The camp had 230 policemen. Maoists claimed responsibility for the attack.
