The cadres of the Unified Communist Party of Nepal-Maoist (UCPN-M) abducted an Assistant Health Worker, identified as Abdul Rahaman of Koshi zonal hospital of Biratnagar District, on December 2, reports Himalayan Times. Abdul was said to have been taken control by UCPN-M cadres-Ashok Mandal and Saban Hussel-from Koshi zonal hospital premises and kept in YCL office for interrogation. According UCPN-M cadres Abdul Rahaman was a fake health worker and used to cheat the local people. According to Nepal News, the UCPN-M proposed before the Army Integration Special Committee (AISC) that half of the total former People's Liberation Army (PLA) combatants living in cantonments should be put up for integration. Maoist politburo member and PLA ‘deputy commander’ Janardhan Sharma informed that his party has proposed that half of the over 19,000 UN verified combatants should be sent for integration and the other half should be considered for rehabilitation. He also made it clear that the "chain of command" of the Maoist PLA won't be transferred to the AISC secretariat until political parties reach a consensus on a "package agreement" to solve the political problems facing the country.

According to Times of India a cadre belongs to the Unified Communist Party of Nepal-Maoist (UCPN-M), identified as Loknath Panth (42) was arrested by Delhi Police on December 3 along with 498 non-electric detonators and over 27 metres of wires. According to Police, this was the first time that a Nepali Maoist was arrested from New Delhi along with explosives.

According to Kantipuronline, the opposition parties led by the Unified Communist Party of Nepal-Maoist (UCPN-M) have registered a proposal on December 17 demanding the commencement of a new process for electing the Prime Minister (PM) by the Parliament from its session starting from December 19. Backed by six fringe parties, Maoist Chief Whip Post Bahadur Bogati registered the proposal at the Parliament Secretariat. The proposal has called for giving a fresh start to the PM election, arguing that the candidacy of Nepali Congress (NC) Parliamentary Party leader Ram Chandra Poudel has ended with the closure of the budget session on November 19, 2010.

Pankaj Ray, one of the victims, said that the UCPN-M attacked following a row over the appointment of Jagadish Gai as the new secondary school principal in place of Jiwichh Sah by the District Education Office. As reported by Kantipuronline, ahead of United Nations Mission in Nepal (UNMIN) scheduled departure in January 15, 2011, the UN Security Council (UNSC) is divided on how to respond if it receives a consensus request for UNMIN’s term extension from Nepal. The UNSC, however, has four options at its disposal, said Security Council Report, a New York-based think-tank closely following the activities of 15-member UNSC. According to the report, the divided UNSC could respond to the request by either choosing to leave nevertheless; or agreeing to renew the mandate unchanged; or deciding on a technical rollover (offer of some weeks for the two sides to find common ground while giving UNMIN an extension within a current mandate) of one to two months, or renewing the mandate with changes reflecting a new role for UN.

The deceased have been identified as JTMM-J coordinator Surendrabin Baniya alias Kamal and Secretary Harish Chandra Sahani alias Umesh. The Police had been searching Baniya and Sahani from a long time for their alleged involvement in murder, abduction, extortion and other criminal activities.
