The Communist Party of Nepal- Maoist (CPN-Moist) announced that it would observe a unilateral cease-fire within the Kathmandu valley with effect from April 3-evening until further notice. The chairman of CPN-Maoist, Prachanda, stated that his party had taken the decision “to cease all of its military activities” in the capital valley keeping in view the requests made by the alliance and civil society groups and also to expose claims by the royal Government that the Maoists were planning to infiltrate into the protest programmes organized by the Seven Party Alliance (SPA). He added that his party would extend its “full support” to the programmes of general strike, rallies and non-cooperation announced by the SPA this week (April 6-9) as per the spirit of the second memorandum of understanding entered between his party and the SPA. He also alleged that the Government was conspiring to what he called unleash “state terror” against the peaceful movement being launched by the opposition parties against the 14-month-old direct rule of the king.

Likewise, the local administration in Baglung, Parbat, Kaski and Myagdi districts have also ordered transporters not to ply long-route passenger bus services that connect to Kathmandu, as well as major cities in the country, from April 5.

The clashes erupted as the insurgents launched simultaneous attacks on all security installations, Government offices in Malangwa and the Arjun Band barracks of the Royal Nepalese Army (RNA) at Nawalpur. Kantipur Online reports that the Maoists freed over 129 inmates, including at least 22 Maoists, from the district prison. The District Administration Office, District Police Office, District Development Committee Office, District Prison and other Government offices caught fire after the attack and were damaged.

Earlier, in a statement, Maoist chief Prachanda had claimed that Maoists had brought down the helicopter. The MoD, however, ruled out this claim of the Maoists.

A day earlier, hundreds of political leaders and activists, students and professionals were arrested. According to the CPN (UML), dozens of party leaders were arrested early in the morning while plainclothes police personnel searched the residences of several other leaders. Similarly, hundreds of protesting students were detained from various campuses in the capital Kathmandu. Violent protests were reported from the Kalanki, Naya Baneshwor, Chabahil and Kirtipur areas where the protesters set ablaze tyres on the streets while the police baton-charged and fired several rounds of tear gas shells to disrupt the protests. In an interview with BBC Nepali Service on April 10, Mahara said, "obviously, it is a collaboration. After the 12-point understanding (reached in November last year), we have been coordinating our programmes". Mahara added, "not only this, we want to move forward with a joint programme, joint front and joint slogan. They (the SPA) need us and we need them," he added. Mahara also claimed that the Maoists and the SPA had reached into an understanding and agreement to end the monarchy. "At present, two currents are flowing against the monarchy. The essence of the 12-point understanding is that monarchy can be ended by joining both these currents," said Mahara. "The peaceful agitation alone can’t bring about the end of monarchy," he added.

King Gyanendra on April 21 announced he would hand over the political power he had assumed 14 months ago back to the people and asked the Seven-Party Alliance (SPA) to name a new Prime Minister. "We, through this proclamation, affirm the executive power of the Kingdom of Nepal, which was in our safekeeping, shall, from this day, be returned to the people and be exercised in accordance with Article 35 of the 1990," the King said in a televised address to the nation. The monarch said until the SPA-named Prime Minister takes office, the present Government would continue in office. He asked the SPA to recommend a name for the post of Prime Minister at the earliest for the constitution of a council of ministers, which will govern the country in accordance with the Constitution. He appreciated the "sincerity demonstrated" by civil employees and also expressed his "high regard for the dutifulness, valour and discipline displayed by the security personnel, upholding their glorious tradition." However, the SPA has reportedly rejected the offer as inadequate. CPN-UML leader, K. P. Oli, labeled the announcement as "incomplete and insufficient." Nepali Congress spokesperson Krishna Sitaula said the King’s announcement had failed to address the road map of the alliance. Nepal Sadbhawana Party (Anandi Devi faction) General Secretary Rajendra Mahato said the announcement seemed to suggest that the parties were "power hungry". Five Maoists, a security force (SF) personnel and a civilian were killed in a clash on April 23-night between SFs and Maoists in Chautara, headquarters of the Sindhupalchowk district. The clash occured after the Maoists launched simultaneous attacks on the SFs guarding the repeater tower of Nepal Telecom and the Royal Nepalese Army’s (RNA) Naya Srinath Battalion around 9 pm. The RNA issued a statement that SFs foiled the Maoist attacks, adding that one soldier and five insurgents were killed in the clash. Four civilians and 10 SF personnel were injured in the clash. After the attacks, Maoists reportedly abducted Om Thapa, a police personnel, from his residence.

"It was for the people of Nepal to decide what course they want to take tomorrow," he said. Further, Prime Minister Manmohan Singh stated at a press conference in Hanover, Germany, that: "developments in Nepal are of vital concern to us… Ever since February 2005, we have been concerned about the developments in Nepal which led to the removal of a multi-party government." In the royal proclamation, the King said, "Convinced that the source of State Authority and Sovereignty of the Kingdom of Nepal is inherent in the people of Nepal and cognizant of the spirit of the ongoing people's movement as well as to resolve the on-going violent conflict and other problems facing the country according to the road map of the agitating Seven Party Alliance, we, through this Proclamation, reinstate the House of Representatives which was dissolved on 22 May 2002 on the advice of the then Prime Minister in accordance with the Constitution of the Kingdom of Nepal-1990." The King has called for the session of the Parliament on April 28. The King, in his address, also expressed deep condolences to those who lost their lives and hoped speedy recovery of those wounded during the 19-day long protests. Welcoming King Gyanendra's proclamation to reinstate the House of Representatives, Nepali Congress General Secretary Ram Chandra Poudel said the seven parties will now move ahead "upholding the spirit of the demonstrators and the SPA's roadmap based on the 12-point understanding with Maoists". In the statement signed by Maoist Chairman Prachanda and Baburam Bhattarai, the Maoists have blamed the SPA of committing a ‘historic mistake’ of taking a one-way decision to accept the reinstatement of the house. The Maoists also announced protest programmes that include people’s mobilization and demonstrations, people’s action against suppression of their programmes and blockade to the valley and district headquarters till announcement of the election of the constituent assembly.

Issuing a statement, Maoist Chairman Pushpa Kamal Dahal alias Prachanda said the truce was for facilitating the ongoing "people’s struggle" for a constituent assembly and a democratic republic "so as to lead the struggle to a historic conclusion" and for encouraging the parliamentary political parties to announce the formation of a constituent assembly. "During the ceasefire, the People’s Liberation Army won’t launch any offensive action," Prachanda said. Although, the Prime Minister himself could not attend the sitting due to ill health, the proposal was tabled by the Deputy Speaker. "Implementing the seven parties’ roadmap and the 12-point understanding (with the Maoists) will be my first commitment," Koirala said in the written message, "as per my commitment to go to constituent assembly to resolve the problems facing the country, I have registered a proposal to hold constituent assembly elections at the Parliament today itself."
