The Communist Party of India-Maoist (CPI-Maoist) cadres abducted and subsequently killed a Communist Party of India-Marxist (CPI-Marxist) worker in the West Midnapore District on February 1, reported The Hindu. At Jhargram around 25-30 suspected armed Maoists abducted Patul Singh Sardar from his house at Girighati village before shooting him dead. The bullet-riddled dead body of Sardar was found from the outskirts of the village. Some posters left behind by the Maoists claimed Sardar to be a Police spy, Police said.

The Maoists and the People’s Committee against Police Atrocities (PCPA) cadres attacked a Police Station triggering an exchange of fire with the Security Force personnel in the Bankura District. There was no report of any Policeman being injured, Bankura Superintendent of Police Vishal Garg said, adding that additional police reinforcements have been dispatched there. However, The Telegraph reports that in Bankura incidence, the mob, numbering around 2,000 and with men marching behind women, had ringed the Police Station to protest stepped-up patrols in the area after a spurt in Maoist attacks. Six women were hit in the Police firing. Two died on way to hospital. Six Policemen were also injured from spears and other sharp weapons. Urmila Singh Sardar, a Maoist women’s squad leader and wife of Maoist leader Rajaram Sardar, was arrested after she tripped and fell. Three more Maoists were arrested later.

The indefinite shutdown called by the CPI-Maoist-backed People’s Committee against Police Atrocities (PCPA) in three West Bengal Districts against alleged atrocities by the joint Security Forces evoked partial response on the second day on February 3, reports IANS. The Police said that the shutdown had an impact in Jhargram and its peripheral areas of West Midnapore District, Barikul and Ranibandh in Bankura District, but Purulia District remained unaffected. However, schools and colleges functioned normally as educational institutions were kept out of the purview of the shutdown called by the PCPA, which also demanded immediate withdrawal of the joint forces deployed to combat Maoists.

West Bengal Government is raising a new counter-insurgency force to be based in the Salbani-Goaltore area of West Midnapore District in the State, according to The Hindu. “The State Finance Department has allotted INR 25 crore for the setting up of the force which will be engaged mainly in anti-Maoist operations”, said State Home Secretary Ardhendu Sen in Kolkata on February 4. ”Initially the force will comprise 400 commandos but the strength will be increased to that of a battalion eventually .The commandos will be trained by experts from the Border Security Force and the Central Reserve Police Force and other para-military forces and they will be ready for operation very soon”, Sen added.

The Communist Party of India-Maoist (CPI-Maoist) called a 72-hour bandh ( general shut down) in five States and partial bandh in three States on February 5 in protest against talks, scheduled to be held in West Bengal State capital- Kolkata, between the State Governments and the Centre on issues of price rise and internal security, reported Times of India. "We call for a 72-hour bandh on February 7, 8 and 9 fully in five states and partially in three states," Maoist leader Kishan told PTI over phone from an undisclosed location. "The states where bandh will be imposed fully are Bihar, Jharkhand, Orissa, West Bengal and Chhattisgarh," he said adding partial bandh would be enforced in Maharashtra’s three Districts- Bhandara, Godchiroli and Chadrapur, Madhya Pradesh's Balaghat District and north and south Telangana region in Andhra Pradesh. The Chief Ministers of the above States would meet Prime Minister Manmohan Singh on February 6-7 to discuss the issue of price rise. It would be followed by a meeting on internal security between Union Home Minister P. Chidambaram and Chief Ministers of West Bengal, Bihar, Jharkhand and Orissa on February 9.

Times of India reports that there is a clear division in the Maoist ranks in Bengal for the first time since they started their campaign 15 years ago. Marshall, a ‘zonal leader’ and one of the architects of the insurgency in Jangalmahal, has turned into an acute headache for Koteswar Rao alias Kishanji. After over a decade in the guerrilla ranks, Marshall has raised his voice against Kishanji and other ‘non-tribal leaders’, branding them ‘outsiders’ in Jangalmahal. The sons of the soil, who are at the frontlines of dangerous tasks and carry out the Maoist policymakers’ orders, are being sidelined by outsiders like Kishanji, he said. Earlier, the Maoist leader Kishenji on February 5 had said that the Maoists were ready for talks if the Centre stopped operations against them.

State and the Central Forces are planning to set up a helipad at a strategic location for carrying out aerial surveillance in the area to intensify their anti-Maoist operations in the areas, according to Indian Express. Chidambaram on February 9 reiterated his call to Communist Party of India-Maoist (CPI-Maoist) to shun violence after a meeting in Kolkata to discuss Left Wing Extremism (LWE) problem being faced by four eastern States, according to The Hindu. “I tell the Maoists to abjure violence... Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. Bhattacharjee, however, did not make any effort to justify his claim that Mamata and Maoists were hand in glove.

Director-General of Police Bhupinder Singh said that the Maoists triggered several blasts before opening fire on the SF personnel. The Maoists looted firearms and set ablaze the camp after spraying bullets on the SF personnel who were caught unawares, some busy cooking in the kitchen. According to Police sources, a large group of Maoists arrived at the camp on motorcycles in the afternoon. They triggered several explosions and stormed into the camp while firing. According to administrative procedure, through an inquiry, we will have to establish the guilt and we will have to punish the guilty [including officers]. The battalion, comprising 939 personnel, would tackle extremist violence and work towards restoring normalcy in the western region wracked by an endless cycle of attacks, State Finance Minister Asim Dasgupta said after a cabinet meeting chaired by Chief Minister Bhattacharjee. The battalion would cover West Midnapore, Bankura, Purulia and adjacent areas close to Jharkhand and Orissa, Dasgupta said. "The State Government has also decided to recruit 1,500 persons of the rank of constable in Kolkata Police to raise another special combat force," he said.
