Communist Party of India-Maoist (CPI-Maoist) leader Koteshwar Rao alias Kishan has again become active in Jungle Mahal area (West Midnapore, Purulia and Bankura Districts), according to intelligence reports. "Kishenji was present in more than one meeting held in Lalgarh and adjacent areas in West Midnapore district in the last half of June, in all probability on June 22 and 23," the reports said. The Maoists, taking advantage of the joint operations coming to a virtual standstill and six teams of Commando Battalion for Resolute Action (CoBRA) moving to Jharkhand, have begun holding meetings. Maoist-backed People’s Committee against Police Atrocities (PCPA) chief Asit Mahato and secretary Manoj Mahato held a meeting at Bakisol area in Jhargram while Suchitra Mahato the wife of Maoist leader Sasadhar Mahato, who was killed in a Police encounter, held another on June 5, according to the reports. Maoist spokesperson Akash alias Mansaram Hembram and another leader Bikas organised a series of meetings in Lakhanpur, Bagjhora and Madhupur all in Jhargram subdivision on June 15, it said. "A week ago, the Maoists held a condolence meeting at the Kantapahari school grounds for Sidhu Soren, a squad member killed in a police encounter, where all major Maoist leaders of the state were present," they said. The intelligence sources said, "It indicates that they are reorganising and restructuring the party which was dismantled by the joint operations in the past two years." Eight Maoist squads headed by Suchitra, Bikash and Akash have become active since the regular searches by the joint forces came to a halt, the report said.

On August 3, the Communist Party of India-Maoist (CPI-Maoist) held a meeting in Balarampur in Purulia District and urged the people to rail against the State Government for its failure to eradicate poverty in the three Districts of Jungle Mahal (West Midnapore, Purulia and Bankura), reports Economic Times. They also put up posters at Balarampur bus stand and distributed leaflets among local residents urging them to observe ‘Martyrs’ Week’ which ended on August 3. They also demanded the release of all Maoist leaders including Himadri Sen Roy and Sudip Chongdar. Thereafter, the Maoists cadres riding two-wheelers managed to flee Balarampur.

State Government is offering to hold talks with the Communist Party of India-Maoist (CPI-Maoist) and they are responding, the real problem confronting the mediators is setting up contact with their top echelons to carry forward the peace process in the State's Jungle Mahal area. "Though we are receiving communication through different channels that the CPI-Maoist cadres are ready for talks, we are yet to get in touch with their top leaders," a member of the committee of mediators formed by the State Government said on condition of anonymity. "Some of them - Somen, Kanchan and Patitpaban Halder - are behind bars who have very little touch with the outside world and the others are elusive. Unless we can get in touch with them it is impossible to give the initiative of the State Government final shape," the member said.

The Trinamool Congress (TMC) party is reportedly raising armed squads in interior parts of Jungle Mahal (West Midnapore, Bankura and Purulia Districts of West Bengal) to counter attacks and extortion demands of the Communist Party of India-Maoist (CPI-Maoist). Repeated incidents of Maoists threatening local TMC Members of Legislative Assemble (MLAs), including Churamoni Mahato and Srikanta Mahato, as well as attacks on state Western Region Development Minister Sukumar Hansda, have forced the TMC leaders to raise the squads. The armed squad raised by TMC leaders of Jamboni and Belpahari area in West Midnapore is locally known as ‘Vairav Vahini’. Reportedly, the TMC has roped in People’s Committee against Police Atrocities (PCPA) cadres as well as Sidhu Kanho Gana Militia cadres who joined the TMC before the elections. The cadres are trained in handling arms and they have started training local villagers. Armed forces are being raised at Chandri and Baghjhapa in Jhargram, and Balidiha in Jamboni. Sisir Adkhikari, Union minister and senior TMC leader in charge of Jungle Mahal, said: “Maoists-backed PCAPA and militia members have been attacking our party workers everyday and extorting money. They have forcibly stopped political activities. We are trying to revive our booth-level and block-level committees to resist these attacks,” he said, not specifying if they are armed.

Communist Party of India-Maoist (CPI-Maoist) cadres ambushed a Central Reserve Police Force (CRPF) patrol party and injured three troopers at Lakshmanpur forest in West Midnapore District on August 11, which is the first incident since the Mamata Banerjee Government came to power in West Bengal and expressed its willingness for talks to resolve problems. Police claimed that four to five Maoists were also injured when the CRPF personnel returned the fire and were believed to have been taken away by the Maoists. DNA adds that the incident is being seen as a major setback for the normalisation process with the new Government having already taken peace initiative despite reservations from Union Home Ministry and set up State Level Review Committee on political prisoners and agreed to release 52 of them.

Renewing her appeal to the Communist Party of India-Maoist (CPI-Maoist) cadres to give up arms and return to the national mainstream, Chief Minister, Mamata Banerjee announced a fresh financial and rehabilitation package for those who surrender in Calcutta on August 12. The package includes a revised incentive for every weapon laid down, a monthly stipend of INR 2, 000 for three years, a fixed deposit of INR 150,000 which can be withdrawn from the bank only after three years and State assistance for future employment which could include jobs provided by the Government. The Chief Minister said necessary instructions had been issued by her administration for the release of 50 of the 52 political detainees announced earlier.

The scheme, christened as Central India Tribal Plan, would be implemented from the next year and executed by hand-picked officers with an impeccable career profile under the direct monitoring of the Independent Evaluation Office (IEO) to be set up by the Planning Commission. The Commission which is firming up the blueprint has suggested re-casting the focus from the Districts to the tribal-dominated blocks where the scheme would be implemented and its execution intensively monitored. “In the 12th Plan we are going to cover the entire central Indian tribal belts of Madhya Pradesh, Gujarat, Chhattisgarh, Andhra Pradesh, Jharkhand, Bihar and West Bengal. We need to allocate money in a more focused way by ascertaining which area needs how much money,” Commission member Mihir Shah told The Indian Express.

This is the first incident, in which a TMC activist was killed by the Maoists after Mamata Banerjee's Government came to power in the State on May 20, 2011. Expressing concern over Maoists again assembling in certain areas of West Bengal, intimidating people and even resorting to violence, which recently claimed the lives of two persons in West Midnapore District, Chief Minister Mamata Banerjee said that she still believed good sense would prevail on them, reports The Hindu. “They can talk, discuss, negotiate, but murder is a criminal offence,” she said even as she welcomed those among them who wanted to return to the national mainstream. “No one has the right to murder,” she emphasised. The Chief Minister announced that her Government would provide a compensation of INR 200,000 to each of the families of the civilians whose kin were killed in Maoist attacks to be supplemented with the INR 300,000 financial assistance available from the Centre. “It will be given to those either murdered in attacks by Maoists or while resisting them,” she said. “Besides this package for civilian families, we are also considering providing either a government job to a member or a monthly pension,” Banerjee said. Her Government was working towards solving the problem of left-wing extremism through development and pursuing the peace process, Banerjee said, adding, “I do not believe in the politics of killing.”

Bringing the “main stakeholders to the discussion-table with the government, is the main objective” civil rights activist Sujato Bhadra, who leads the group of interlocutors, said. Talking to journalists after a meeting with the Chief Minister at the Secretariat, Bhadra said, “We have been invited for talks- ‘a group of six concerned citizens’ will go soon to hold talks with the ‘main stakeholders – the armed opposition [the Maoists]. A cease-fire by all parties was a crucial issue.” He added that the group which has already held two rounds of talks [presumably with the lower rung of the leadership] informed the Government of the progress so far, and has now been given the go-ahead to sit with the ‘main stakeholders.’

The Statesman reports that angry villagers set two motorbikes of the Communist Party of India-Maoist (CPI-Maoist)-backed Peoples’ Committee against Police Atrocities (PCPA) cadres on fire and vandalised a Tata Sumo before pushing it into a pond when the PCPA cadres went to Dhanguri village under Sankrail Police Station in West Midnapore District to bring in villagers to a rally at Ramkrishna Vidyalaya ground in Lalgarh and beat people who refused to attend the rally. The Democratic Forum against Terror, Corruption and Imperialistic Aggression organised the rally at the venue to protest against the Government’s policies. Chhatradhar Mahato, the jailed leader of PCPA, had contested the Assembly poll under the banner of this forum. “Two villagers were injured during the clash, but the PCPA activists fled the scene after facing strong resistance," said Alok Rajoria, Additional Superintendent of Police. The PCPA cadres but also faced resistance at other villages in Binpur, Belpahari, Gopiballavpur, Salboni and Nayagram where many villagers declined to attend the rally, a senior Police officer said. Several frontal outfits of Maoists and sympathisers attended the rally, but the gathering was not up to the expectation of the organisers, a Police officer said. “They expected a gathering of 50,000 people, but it was hardly 10 to 15,000," a senior Police officer posted at the venue said.
