District Police team detected a claymore mine planted by the Communist Party of India-Maoist (CPI-Maoist) cadres between Kaushettyvai and Chowledu villages under Tadvai Police Station limits in Mulugu District of Telangana on July 4, reports Telangana Today. A Police team which was on combing operation found an electric wire laid across the track and detected the claymore mine, and later, a Bomb Disposal Squad (BDS) safely diffused the mine.

The Telangana Government has revoked the order of declaring 16 organisations as unlawful associations for a period of one year from March 30, 2021, reports The New Indian Express reports on July 7. As per the report, a gazette notification released on June 23, stated, “The Government of Telangana hereby revokes the notification declaring the 16 new front organisations of the proscribed CPI (Maoist) [Communist Party of India-Maoist] as unlawful associations. The Director-General of Police (DGP), Telangana, shall take necessary further action accordingly.” Earlier, the State Government, in a Government Order (GO), made public, on April 23, 2021, banning 16 new front organisations of the proscribed CPI-Maoist as unlawful associations for a period of one year with effect from March 30, 2021, had stated that the activists of these organisations are moving in urban areas by adapting urban guerrilla tactics and taking different covers, to wage war against the State.

Rama, who had joined the Maoist ranks in 2016, is presently working as a guard to the CPI-Maoist ‘divisional committee member’ (DVCM) Jagadeesh, while Laxmi has been actively involved in Maoist activities in Jegurgonda. “Both of them feared for their lives due to harassment by Maoist party leaders, who are threatening the Maoist cadres for willing to come out and live better life,” SP, Sunil Dutt said.

Bhadradri Kothagudem Superintendent of Police (SP), Sunil Dutt, on July 11 stated that cadres of the Communist Party of India-Maoist (CPI-Maoist) party are forcing minor tribal girls and boys to cook, work as guards and learn how to use weapons, reports The New Indian Express. SP, Dutt, appealed to the organisations working to eliminate child labour to rescue these children. Dutt alleged that Maoists can’t talk of people welfare and tribal development as they are violating human rights on a daily basis. The officer said that the Maoist party indulges in illegal activities, damages Government properties and also attacks the Police. He said that the Police are always at the forefront to protect human rights as well as to rescue tribal children from the clutches of Maoists. Dutt said, so far, under Operation Muskan, the Police has rescued 14 child labourers in the district and booked their employers.

A Platoon Party Committee (PPC) member of the Communist Party of India-Maoist (CPI-Maoist), identified as Ravula Ranjit alias Srikanth (23), surrendered before the Police in Hyderabad District of Telangana on July 14, reports News 18. Srikanth is the son of CPI-Maoist ‘central committee’ (CC) member Ravula Srinivas alias Ramanna, who passed away in 2020, and his mother Madivi Savithri is a ‘divisional committee member’ (DVCM) of Kistaram area committee in Bastar and is still underground. Director General of Police (DGP), M Mahendar Reddy, said, Srikanth was involved in four major attacks on Security Forces (SFs) and one failed ambush between 2018 and 2021. On the advice of his father, Srikanth joined the 2nd Platoon of 1st Company as Party Member in 2017. In November 2019, he was promoted as ‘PPC’ member.

State Director-General of Police (DGP), M Mahendar Reddy, on July 14, said there was no Communist Party of India-Maoist (CPI-Maoist) activity in Telangana and added that a decision was also taken to intensify operations on Telangana and Chhattisgarh borders, reports Telangana Today. Officials from Telangana and Central Reserve Police Force (CRPF) met to discuss various issues to deal with Maoist’ activity and ‘new tactics’ adopted by the Maoists in Chhattisgarh. Accordingly, the Telangana Police are making changes in their tactics and training modules to deal with the ultras. DGP, Reddy, said, out of 25 ‘central committee members’ (CCM), 11 are from Telangana and three are from Andhra Pradesh. Around 120 members of Telangana State Committee are, presently, staying in Chhattisgarh. To a question on revoking notification issued in March declaring 16 new frontal organisations of CPI-Maoist as unlawful associations, DGP, Reddy, said, it was a technical decision. And, about the recruitment of cadres, DGP Reddy said, Ravula Ranjith (23), who surrendered on July 14, informed the Police that the recruitment by Maoists was on the decline and in battalion, every month, five to six persons join as candidate members and within a month five to ten persons were leaving the party without any intimation. Ranjit said the central leadership did not give him permission to surrender.

Special Police party recovered landmines, suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist) to target the Security Forces (SFs) who generally go for combing operations, in Tadapala forest area in Mulugu District of Telangana on July 16, reports The Times of India. Police said, the banned CPI-Maoist leaders, dalam (armed squad) members, militia members had assembled and planted landmines in Tadapala forest area. Special party team, along with Bomb Disposal Squad (BDS), dog squad, Central Reserve Police Force (CRPF) and other Police personnel proceeded towards Tadapala forest area for combing and during the operation, they found some of the militia members planting landmines on the foot track from Tadapala to Pujari Kanker route in Bijapur District of Chhattisgarh.

Venkatapur Police arrested two Communist Party of India-Maoist (CPI-Maoist) militia members in the Tadapala forest area in Mulugu District of Telangana on July 16, reports Telangana Today. The arrestees were identified as Kikkidi Bheema alias Deggadu alias Degga alias Bheemudu alias Mukkidi Iduma, ‘B section militia commander’ of Pujari Kanker ‘Revolutionary People's Committee’ (RPC) and Daadi Ramesh, militia member, and are both residents of Usoor area in Bijapur District of Chhattisgarh. Superintendent of Police (SP), Sangram Singh said, “They assisted Naxals [Left Wing Extremists, LWEs] in their activities by providing food and shelter and informing them about police party movement in the area. They were given training by the Naxals on how to handle and plant landmines and spikes in order to kill the police party. Thereafter, Naxals regularly provided him with explosive material and accordingly, they planted landmines in several areas near their villages in order to target police personnel and to deter their movement in the area.” The Police seized explosives along with accessories used for making land mines, Cordex wire, two pressure cooker mines, two detonators, electric wire, small batteries with attached wire and 120 small iron pieces from their possession.

A bunch of the posters allegedly left by the Communist Party of India-Maoist (CPI-Maoist) were found by the villagers at Bodhapuram in Venkatapuram (Nuguru) Mandal (administrative sub-division) in Mulugu District of Telangana on July 20, reports Telangana Today. The Maoists have appealed to the people to observe ‘martyrs’ memorial week’ from July 28 to August 3 in a big way. The posters issued in the name of Telangana State Committee of Maoist party, urged the party cadre to defeat the ‘Operation Prahar’ onslaught launched by the Government. In the posters, the Maoists have also made a scathing attack on both the State and Central Governments and alleged that the Governments had failed to check the spread of the COVID-19 that claimed the lives of lakhs of people in the country. It is alleged that the Police had killed Maoist leaders Gangal and Gaddam Madhukar alias Shobroy by not providing the treatment to them though they assured to provide treatment for the Covid-19 to the surrendered Maoists. The CPI-Maoist also found fault with the State Government for its attempt to recruit 20,000 Police constables. “The TRS government has been resorting to fake encounters,” the Maoist party Telangana Committee alleged. It also condemned the arrest of intellectuals, rights activists and others in the name of Naxalites [Left Wing Extremists, LWEs].

Five militia members of the Communist Party of India-Maoist (CPI-Maoist) were arrested by a team of Cherla Police, special party personnel, and Central Reserve Police Force (CRPF) 141 Bn-A Coy personnel while combing the Kurnapally forest area under Bhadrachalam revenue division in Bhadradri Kothagudem District of Telangana on July 26, reports The Hans India. Bhadrachalam, Assistant Superintendent of Police (ASP), G Vineeth said, the arrested militia members were identified as Pando Iramaiah, Ravva Bandi, M Laxmaiah, P Gangaiah, and Sodi Bhadraia, who were collecting the wall posters and pamphlets of CPI-Maoist for supporting ‘martyr week’ celebrations of Maoists from July 28 to August 3, and had come to the Cherla town for dropping the wall posters and pamphlets on the roads for supporting the celebrations. The Police seized five wall posters and 30 pamphlets from the arrested militia members and registered a case against the five persons and produced them in court for judicial custody, adds Telangana Today.

Police said, Ramesh dropped Maoist pamphlets on a road between Nimmalagudem and Kurnapally villages in the wake of Maoist ‘martyrs’ memorial week’ on the directions of the Maoist Usur ‘area committee secretary’ Ganga.
