Chhattisgarh and Jharkhand Governments have asked the road transport and highways ministry, on June 5, to allow splitting of project in the worst Naxal [Left Wing Extremism (LWE)]-hit Districts to get takers for building roads, reports The Times of India. Representatives from the two States also suggested that the ministry should allow contractors to give over 50% of the work to subcontractors. Government sources said these are the two main States where the road ministry is finding it impossible to get contractors due to fear of Maoists, particularly in Bastar region in Chhattisgarh and Palamu/Garwa districts in Jharkhand. The situation is equally critical in Garhchiroli District in Maharashtra and Malkangiri in Odisha. "We have already allowed subcontracting of 50% of work to local players. Now these states and their PWDs [Public Works Departments] want us to relax the norm further. They have also asked us to find new ways to push awarding of works in these districts. We have also sought their suggestions to push the remaining works in first phase of road development in the red zone," a road ministry official said.

The owner of the farm behind Gadchiroli Police headquarters found some bullets in the well. He informed the Police immediately. Police teams reached the spot and drained out the well. “AKM, INSAS, 513 cartridges of 9 mm pistol, 7.62 SLR(Self Loading Rifle), a .303 Rifle, two 40 mm Under Barrel Grenade Launcher(UBGL) with two grenades,48 cells, 78 used cartridges, one SLR magazine, one walkie-talkie, one 51 mm mortar bomb case with a detonator box were recovered from the well,” the Gadchiroli Police said in a press note. Police have refused to jump to conclusions but also refused to rule out Communist Party of India-Maoist (CPI-Maoist) hand behind the hidden cache of arms.

Twenty-eight cadres of the Communist Party of India-Maoist (CPI-Maoist) from different dalams (squads) in Maharashtra and Chhattisgarh border areas have surrendered before Gadchiroli District Police due to its initiative called ‘Campaign Navjeevan’, reports The Hindu. Exposing them for the first time on June 11 in a programme called Manomilan (meeting of hearts) at Gadchiroli Police headquarters, Superintendent of Police (SP) Mohammad Suvez Haque said the Maoists’ identities were made public only after taking their permission. Under Campaign Navjeevan, senior Police officers visited families of Maoists belonging to the State and appealed them to surrender assuring them of fair treatment. It was launched without fanfare in December 2012. “During this drive, we observed that some kind of injustice or ill-treatment had driven these Naxals to join the Naxal dalam, be it some problems on the family front or village politics. We intensified our campaign in April this year as a result of which we have these 28 people who have forsaken the path of violence,” said Haque.

Meanwhile, 782 mobile phone towers will be set up across Jharkhand after the Union Cabinet gave its approval, on June 4, for 2,199 locations across nine States affected by Left Wing Extremism (LWE), reports The Pioneer. Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. Nine States — including Chhattisgarh, Jharkhand, Odisha, Bihar, West Bengal and Maharashtra — will get 2,200 mobile towers by this year-end.

Meanwhile, Statistics furnished by Gadchiroli Police say 396 Maoists returned to the mainstream since 2005, when the Government's surrender policy was launched with fresh vigour, reports The Times of India. The list, however, is devoid of names from the top brass. The record shows that so far only one Special zonal committee member (SZCM) and two divisional committee members (DVC) have surrendered in the last eight years, apart from 13 commanders and another 15 deputy commanders.

We will fight against those who are hell bent on displacing Adivasi Janata [tribals] for mining” read the pamphlet by CPI-Maoist. Gatta area has been tense over a proposed JSW ISPAT Iron Ore Mining Unit on Damkodvadavi hills which will affect many villages in Gatta and Gardewada Gram Panchayat (village level local self-government institution). Almost all the villages in this belt opposed the project and the Maoists too backed them.

Accused Communist Party of India-Maoist (CPI-Maoist) cadre Chaitu Pada who was arrested for involvement in the murder of vice-president of Lloyds Metals & Engineers and two others has revealed the conspiracy of the triple murder to the investigators, reports The Times of India. Senior member of CPI-Maoist local operation squad (LOS), Pada was arrested from Etapalli in an intelligence-based operation on June 19. According to Pada, senior Maoist woman leader and central committee member Narmada Akka held a meeting with West Military ‘command’ in-charge Aitu, Gatta dalam (squad) ‘commander’ Gonglu, Kasansoor dalam Commander Mahesh, Company 10 platoon-B dalam ‘commander’ Sainu and other senior cadre at Surjagarh to discuss about allowing Lloyds to continue its mining operation in Surjagarh hillocks.

Meanwhile, acting on a tip-off, Police arrested four people and seized a consignment of explosives, ammunition and medicines being supplied to Maoists in a Government ambulance near Bhamragarh (Gadchiroli District) in the evening of June 21. Zilla Parishad (District level local self-government institution) member Bandopant Mallewar and Porla primary health centre (PHC) medical officer Dr Ravindra Karpe were also booked in the case after the arrested accused named them as the persons behind the dispatch of the cargo. The consignment included four detonators, one kilogram of gelatin sticks, 10 rounds of an AK-47 rifle, a medicine kit and tarpaulin. The arrested people —Jhunnulal Shende, Jeewanlal Bopte and drivers Sanjit Chandradas and Vivek Dhait — said the cargo belonged to Mallewar and they were carrying it for Maoists on the direction of Dr Karpe. Superintendent of Police (SP) Suvez Haque said notices had been served to the family members of Mallewar and Dr Karpe since they were not traceable. Haque said Shende is a manager who handles tendu-leaf contracts for Mallewar, while Bopte is an accountant working under Mallewar. Chandradas is a driver attached to the Porla PHC, while Dhait is private driver from Gadchiroli town. A court later remanded the four accused in Police custody till June 28.

In August 2007, Police arrested Vernon Gonsalvis and Sridhar Shrinivasan from Mumbai on the charges of having links with the Maoists. Angela Sontakke, who was arrested from Thane in April 2011, was also named in this case by the police. Angela is the wife of Milind Teltumbde, the Maharashtra area secretary of the CPI-Maoist.

A group of Communist Party of India-Maoist (CPI-Maoist) cadres opened fire at the newly inaugurated Sawargaon Police Station under Dhanora division of Gadchiroli District in Maharashtra on June 27, reports The Hindu. The firing continued for more than an hour, but when the Police personnel retaliated, the Maoists managed to escape, taking advantage of the dense forest, the Police said. Sawargaon is located near Chhattisgarh border and an Indo-Tibetan Border Police (ITBP) camp with around 400 personnel is situated hardly a kilometre from the village. No casualty was reported from either side.

Raj Reddy Pocham Gaddewar, a Police constable was shot dead by four suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) near Assarali Police Station in Gadchiroli District of Maharashtra on June 27, reports The Hindu. Reddy was fired at from close range by four unidentified persons when he was returning home from a hospital in Assarali town around 2.30 p.m. According to some eyewitnesses, the attackers pushed away Reddy’s wife and two children, and fired three rounds at him. The killing took place hardly 200 metres from the Assarali Police Station, where Reddy had been posted, and right in the middle of a crowded market. The attackers escaped under cover of the crowd.
