A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter near the Hikker forests in the Etapalli division of Gadchiroli District on December 4, reports The Hindu. According to the Gadchiroli Police, the Maoists opened fire on a Police team that was carrying out a combing operation in the forest along the Maharashtra-Chhattisgarh border and when the Police returned the fire the woman cadre was killed. However, the Maoists managed to take away the dead body of their aide, the Police claimed. Police have recovered one rifle, two pittus (back packs) and some Naxal [Left Wing Extremism (LWE)] literature from the encounter spot.

The Union Government is all set to establish new Army bases in four major Naxal [Left Wing Extremism (LWE)]-afflicted States, after the success of Army’s first Communist Party of India-Maoist (CPI-Maoist) zone base- Narayanpur in Chhattisgarh, in a bid to prevent the Maoists from having a free run in their so-called “liberated zones”, reported Asian Age on December 4. The Union Ministry Home for Affairs (UMHA) has asked Maharashtra, Odisha, Jharkhand and Chhattisgarh to allocate land to set up Army bases to impart jungle warfare training to Army units. The rules of engagement are clear, the Army units will fire only in self-defence if attacked by a Maoist contingent, a top official in UMHA said.

An encounter took place between Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres in the forests near Kakadyeli village under Dhanora taluka in Gadchiroli District on December 7, reports Zee News. The Central Reserve Police Force (CRPF) and District Police were conducting anti-Naxal [Left Wing Extremism (LWE)] operations in view of the Peoples' Liberation Guerrilla Army (PLGA) Week [December 2 – 8] being observed, when Maoists hiding in the forest opened indiscriminate fire on the Police which retaliated in self defence. The exchange of fire continued for about 15 minutes, when on growing Police pressure, the Maoists fled away into the forest. The Police recovered a rifle and some Maoist literature from the spot.

A CPI-Maoist cadre, identified as Vivek Bhoyar alias Bandu (34), surrendered before the Yavatmal District SP on December 10, reports The Times of India. Vivek was transferred to Chandrapur Police as criminal offences were registered against him in Chandrapur and Gondia Police Stations. Vivek, a native of Rangaripura in Wani tehsil (revenue unit) of Yavatmal District confessed to have been working as an intelligence support to Korchi Dalam (armed squad) since 2004.

Anti-Naxal [Left Wing Extremism (LWE)] cell and C-60 squad arrested a top Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sanjay alias Bandu Bawne (34), in a joint operation on December 9, from his residence in Bhatala village under Shegaon Police Station in Warora tehsil (revenue unit) in Chandrapur District, reports The Times of India. Bawne, a top Maoist cadre of Chandrapur area committee of CPI-Maoist and was wanted for more than one Maoist-related offence. Bawne was wanted for participating in antinational activities with Deshbhakti Yuva Manch, the front organization of urban Naxal outfit that was busted in January 2008. He also was accused of putting up provocative Naxal pamphlets in Bramhapuri in 2011. He was produced before the court, which granted him Police Custody Remand (PCR) till December 17 on December 10.

Police recovered 573 live musket rifle cartridges and 14 rounds of .22 airgun from Lekurbodi village forest under Bedgaon Armed out Post (AOP) of the Kurkheda Police Station in Gadchiroli District on December 10, reports moneycontrol.com quoting PTI. Superintendent of Police (SP) Mohammed Suvez Haque said District Police C-60 commando force was conducting anti-Naxalite [Left Wing Extremism (LWE)] operations after being informed that Naxalites, including some senior cadres, were camping there. On seeing the Police, around 30 Naxalites, including some women, opened fire on the Police. The Police too retaliated, triggering an exchange of fire that lasted for 15 minutes, after which the Naxalites fled. Later, the Police recovered a steel box buried, containing live cartridges, some Naxalite literature, utensils, two sets of walkie talkies, two uniforms and a switch. Senior CPI-Maoist cadres, including its Secretary of the Maharashtra State Committee of CPI-Maoist, Deepak alias Milind Teltumbde, ‘commander’ of ‘platoon B’ Pahadsingh alias Ashok Madkam, ‘commander’ of Korchi dalam (armed squad) Gopalsing alias Darbansingh Madavi and ‘divisional committee member’ Rajesh alias Sujansingh Madkam, were allegedly involved in the firing, the Police said. Haque also said the Police plan to organise a 'surrender week' during which they will appeal Naxalites to surrender before the Police. Family members of those working in the Naxalite movement will also be asked to participate in this initiative to convince the Naxalites to lay down arms. The date of this event will be declared soon, he added.

Deepak alias Milind Teltumbde, the Secretary of the Maharashtra State Committee of CPI-Maoist, is believed to have had a narrow escape on December 10, when Police swooped down on a camp in North Gadchiroli near Gondia border in an intelligence-based operation led by Superintendent of Police (SP) Suvez Haq, reports The Indian Express. Commenting on the operation, Deputy Inspector General of Police, (DIG), (Gadchiroli Range), Ravindra Kadam said “We had information about platoon eight of Naxals being in the area. Teltumbde was suspected to be there.” Incidentally, this was the 38th encounter in Gadchiroli in 2012, which is a record. Carried out exclusively by Gadchiroli Police, December 10 encounter was the third of the month.

In a bid to reassert their presence in central India, the Communist Party of India-Maoist (CPI-Maoist) has carved out a new zone for their operations comprising Gadchiroli, Gondia and Balaghat areas in Maharashtra and Madhya Pradesh, reports The Indian Express on December 10. According to Security officials, they have renamed the area as North Gadchiroli Gondia Balaghat Divisional Committee and are now actively recruiting. The Maoists have also appointed a separate leader, Pahad Singh, to look after the unit. The Security officials are yet to identify all the Maoists behind the revival plan.

The Ministry of Home Affair has taken a serious note of the resignations of 127 Gram Panchayat (village level local self-government institution) leaders and other public representatives under threat from the Maoists. “The Maoists are coalescing smaller rebel groups with bigger ones and carrying out fresh recruitment in Gadchiroli area. In the last couple of months we have had good contacts with the Maoists and are giving them a tough fight,” said Pranay Sahay, Director General, Central Reserve Police Force (CRPF). In the last three months, the Central Reserve Police Force (CRPF) had 10 encounters with the Maoists. The CRPF has deployed around 6,000 men in the state, including a battalion of the CoBRA commandos.

Banthia, has issued a circular directing all government departments to fill up the vacancies by December 31, reports The Times of India on December 14. As the HC had also directed the government to fill posts in tribal-dominated talukas (administrative unit) of Melghat, Chikhaldara and Dharni in Amravati District within two weeks, the Chief Secretary directed the concerned officials to complete the formalities for these talukas by December 15. Banthia warned that if the posts in administrative departments were not filled up within the stipulated time, then the Secretary of the department concerned would be held responsible. The circular directed the administrative departments to immediately fill up Class A and B (gazetted) officers' posts in Naxalite-Left Wing Extremist (LWE) affected areas.

The CRPF, along with the District Police, later seized 23 rucksacks, two Bharmar rifles, ammunition, explosives, several other LWE literature, first aid material and medicines. The Ministry of Home Affairs (MHA) has advised Naxalite-affected states to set up joint task forces while choppers are provided for anti-Maoist operations, Andhra Pradesh Director-General of Police V Dinesh Reddy said on December 24, reports Zee News. "Recently the MHA took a decision to set up joint task force where MHA will give us choppers so that we can send them to a distance of about 10 kilometers across state borders from where joint operations could be carried out," he told reporters. Such joint operations were already being carried out at Gadchiroli in Maharashtra, Chhattisgarh and Andhra-Odisha border areas bordering the eight Maoist-affected Districts of Andhra Pradesh, he said. "There are over 300 underground cadres from Andhra Pradesh, of which around 200 migrated to other states, while the rest of the underground cadres stay in bordering Districts of other states and occasionally cross over into Andhra Pradesh. However, the Andhra Pradesh Police has been driving them back," he added. DGP V Dinesh Reddy further said that the State Police successfully kept left-wing extremism under check this year by arresting as many 299 extremists, including Maoist leaders while 304 Maoists surrendered. There were four exchanges of fire where three extremists died and 51 weapons were recovered, he said.

More Communist Party of India-Maoist (CPI-Maoist) cadres may be encouraged to surrender in Maharashtra as the State Home Minister (HM) R.R. Patil assured to upgrade the surrender policy of the State, reports The Times of India (TOI) on December 25. Patil, during his visit to TOI office last week, said the surrender policy of the State would be made at par with other states like Chhattisgarh and Andhra Pradesh. In 2010, 20 LWEs had surrendered in the State and another 16 laid down their arms in 2011 however in 2012 there have been only eight surrenders till September. On the other hand, several top LWEs from Gadchiroli moved to Andhra Pradesh to surrender in 2012.

A senior Communist Party of India-(CPI-Maoist) leader and the lone female member of the Central Committee of the Maoists, Narmadakka is believed to have been killed in an encounter, near Hiker village, bordering Abujhmad of Chhattisgarh, in South Gadchiroli recently, reports Hindustan Times on December 27. According to reports, the Maoists attacked a Police party on December 4 last in Hiker jungle under Aheri tehsil (revenue unit) of Gadchiroli District, during a routine patrolling. The Police party retaliated and a woman Maoist was killed while four-five other Maoists were injured in the fierce hour-long firing, informed Mohd Suvej Haq, the Superintendent of Police (SP), Gadchiroli District. He further added “The Maoists managed to carry the body and fled the scene.” The intelligence sources identified the women Maoist killed in the encounter as Narmada. “We also hear about it from our sources. Now we are waiting for the confirmation from the Maoist”, he said. Narmadakka (46) was appointed as Divisional Secretary of South Gadchiroli Division a few years ago after the death of Shivanna. She was later elevated as Chief of the women wing of Maoists and subsequently as Central Committee member.
