Kerala Home Department has decided to strengthen its initiative of reaching out to the tribal population, especially in northern districts, reports The Hindu on December 4.This is in view of the increased threat perception from Communist Party of India-Maoist (CPI-Maoist) in the areas bordering Karnataka and Tamil Nadu. As part of the extended Community Policing Scheme, Station House Officers (usually principal sub-inspectors) in border areas have been assigned the special task of looking into the overall wellbeing of the tribal population. Officers will report to the higher authorities on a monthly basis.

Activities of the Communist Party of India-Maoist (CPI-Maoist) in Kerala have increased manifold and the situation in the State has the potential of becoming more serious if immediate preventive measures are not taken, according to a note prepared by the Union Ministry of Home Affairs (UMHA), reports The New Indian Express on December 9. In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. The note further said the core of Maoist insurgency lies in 23 Districts of India which reported 80 per cent of the total violent incidents in 2013. The Districts are: Visakhapatnam (Andhra Pradesh), Aurangabad, Gaya, Jamui, Muzaffarpur (Bihar), Bijapur, Bastar, Dantewada, Kanker, Kondagaon, Narayanpur, Sukma (Chhattisgarh) Chatra, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, West Singhbhum (Jharkhand), Gadchiroli (Maharashtra), Koraput and Malkangiri (Odisha).

Personnel of the Forest and Police Departments on December 8 intensified combing operations in the Kunhome section of the forest under the North Wayanad Forest Division in Wayanad District in search of a militant group who reportedly exchanged fire with a platoon of Thunderbolt near Chappa forest tribal settlement under Vellamunda Police Station limit, on December 7, reports The Hindu. Dinendra Kashyap, Director General of Police (DGP), Kannur Range said there were eight persons in the militant group and they shot the Police first at a meadow inside the Kunhome forest. The presence of Communist Party of India-Maoist (CPI-Maoist) cadres had been clearly identified in the area and the Police could seize a few cartridge containers of AK 47 machine gun, a wooden part of the gun, and a woman’s scarf used by the militants during a search in the area, he said.

With the deployment of the Central Reserve Police Force (CRPF) in the forest area of north Kerala in the wake of an encounter between the Kerala Police and the Communist Party of India-Maoist (CPI-Maoist) in Wayanad District, security was tightened at all check-posts on the inter-State border in Theni District on December 9, reports The Hindu. The Q Branch Police intensified combing operation in the reserve forests along the Kerala border, especially in the Suruli Falls zone in Cumbum block. They combed the entire area up to Megamalai and mounted round-the-clock surveillance, according to Police sources. They have also alerted informers in villages along the border and sensitive areas identified by them on the Western Ghats. Special teams were monitoring all routes to Kerala from Theni District and the Police on duty at prime check-posts have been instructed to be extra vigilant. However, no additional force is deployed in the main check-posts in Kumuli, Bodimettu and Cumbumettu. The Special Task Force (STF) in Periyakulam has been alerted to intensify search operations on the Lower Kodaikanal hill.

Talking to reporters after a meeting of political party leaders, senior officials of various departments, and representatives of three-tier local bodies in Kalpetta of Wayanad District on December 13 Minister for Home and Vigilance Ramesh Chennithala said that political parties in tribal areas, especial in remote forest tribal settlements, should take collective effort to prevent Communist Party of India-Maoist (CPI-Maoists) infiltration into the State, reports The Hindu. He further said the Maoists are trying to gain influence among tribes by raising development issues. He added though the government had taken measures to prevent Maoist infiltration, it could be tackled effectively through collective campaigns by major political parties and their tribal outfits.

In an article that appeared on ‘Kaattuthee’ (Wild fire), a mouthpiece news bulletin in Wayanad, the Maoists said Policemen were also aiding illegal moneylenders who have caught farmers, labourers and tribals in a web of debts and forced thousands to commit suicide in the District. The Maoists also termed the State Government’s much-hyped ongoing crackdown on illegal moneylenders – Operation Kubera – a “comical play”. The mouthpiece also published transcripts of a purported telephonic conversation between a Police official at the Vellamunda station and an illegal moneylender where the official tips off the moneylender about an impending raid.

A 15-member Police team have been rushed to the region to carry out combing operations after Kunju, a tribal man, alerted Police of seeing unfamiliar persons in the forest area, which is around three kms away from the Tamil Nadu border. The Tamil Nadu Police have also been alerted and are also joining the search operations. Kunju was in the area chopping fodder for his cattle when he apparently sighted these people cloaked in black outfit trotting through the forest, and he informed the Police around 1 pm. The State Government has informed the Kerala High Court that the presence of Communist Party of India-Maoist (CPI-Maoist) cadres had been reported from all over the State, especially from the northern Districts of Wayanad, Kozhikode, Malappuram and Kannur during the last one-and-a-half years, reports The Hindu on December 19. In a statement, the Government said that these cadres, who carried arms and ammunition and distributed pamphlets, encouraged the youth to join their organisation to fight the Government. They were visiting colonies such as Chappel, Maradi, Mundel, Kombara, Arimala, and Kunki Chira under the jurisdiction of the Vellamunda Police Station. The State government had taken steps to prevent the illegal activities of the Maoist groups, who were concentrating in the forest area within the Vellamunda Police Station. As part of preventive measures, organised force such as Thunder Bolt and Anti-Naxal Squad were deployed to counter the threat. The statement was filed in response to a writ petition filed by Shyam Balakrishnan of Mattiliyam in Wayanad alleging that he was being harassed by the Police on charges of having Maoist links. He sought a directive to the State government to initiate disciplinary action against the Mananthavadi Deputy Superintendent of Police (DySP) and the Sub-Inspector attached to the Vellamunda Police Station.

A 15-member armed group barged into the forest range office at Mukkali near Silent Valley in Palakkad District and burned the files and damaged computers and furniture at around 1.30 am. Maoists also set ablaze a vehicle of the forest department parked in front of the office. The group pasted posters on the walls around the office urging the people to take up arms against the Government. State Home Minister Ramesh Chennithala on December 24, stuck to his assessment that the recent violent incidents in Wayanad and Palakkad Districts were nothing but the handiwork of miscreants posing as Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on December 25. Even though the perpetrators of the violent acts had links with Maoist groups, there was nothing revolutionary in the actions. “It is sheer cowardice to indulge in violence in the dead of the night. There is nothing revolutionary about it…. There is no difference in the violence perpetrated by an ordinary anti-social and those who were involved in the recent actions. The media should not glorify such incidents. These are just attempts to create a scare. We will mercilessly put down such people,” the Minister said while addressing a press conference in Thiruvananthapuram District. The Minister said the arrested persons had ties with Maoist groups, which were present in the State. However, they did not pose any threats in the State. Besides, these groups do not have the backing of the people. “Kerala is far ahead in the matter of tribal development when compared to the plight of tribes people in other States. Political parties and successive governments have consistently addressed the problems of the tribal population. The government was moving in the right direction,” he said. In reply to a question, Chennithala said the Police were fully alert. The government was serious about tackling Maoist threats, which were currently being addressed by Special Forces. It was natural to feel that nothing much was happening since it was important for the Police to maintain confidentiality. There were constraints in disclosing the strategies, but the Police have already indentified the roots and stringent action would be taken to suppress them.

Addressing a press meet on December 31, Kerala Home Minister Ramesh Chennithala said that though Communist Party of India-Maoist (CPI-Maoist) presence had been identified in some pockets in the Western Ghats region of the State, they were yet to influence the public, including tribesmen, in the areas, reports The Hindu. But they were trying to influence the youths in cities and the two youths who were arrested in connection with an attack in Palakkad were the victims of it, Mr. Chennithala said.The Government had adopted a two-pronged strategy to counter the Maoist menace — strengthening the Police force and improving infrastructure facilities in tribal settlements, Chennithala said. The Government was planning to make a calendar to solve the issues of the tribesmen in a time-bound manner. Police presence would be strengthened wherever Maoist presence had been identified. Three meetings of senior police officials in Kerala, Karnataka and Tamil Nadu had already been held to address the issue. A meeting of Home Ministers of the three States would be convened soon. “Bullet is not the answer to solve the issue. Improving the economic and social conditions of the tribesmen in a time-bound manner are the better means to counter the menace,” the Minister said.
