On February 6, the police shot dead two left wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) during an encounter at Kallugudde forests in the Chikmagalur district of Karnataka. An unspecified number of Naxalites along with two police personnel were wounded in the incident. Additional Director-General of Police, (Law and Order), Subhash Bharani, later stated that one of the slain Naxalites was identified as Prem, said to be ‘secretary’ of the Karnataka State Committee of the erstwhile People's War Group (PWG), now renamed CPI-Maoist after its merger with the Maoist Communist Centre (MCC).

Six police personnel were reportedly killed when suspected left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) attacked a Karnataka State Reserve Police camp at Venkammanahalli under Pavagada revenue division of the Tumkur district with hand grenades on February 11. The police personnel were resting in their camp in a school building in an interior area after carrying out combing operations in the Naxalite-affected Pavagada division bordering the State of Andhra Pradesh when the bombs exploded, Karnataka’s police chief, S N Borkar, told the Press Trust of India. "It is definitely the handiwork of Naxalites," he said. The Naxalite attack comes a few days after their top leader, Saketh Rajan alias Prem, was shot dead by police during an encounter along with another associate in the Chikamagalur district last week. Police suspect that the incident was in retaliation to the Chikamagalur operation.

The Hindu has reported that a senior leader of the Communist Party of India–Maoist (CPI-Maoist), Naveen Prasad alias Vijay Dada, is suspected to have masterminded the attack on police personnel in the Pavagada taluk (revenue division) of Tumkur district on February 11 in which six Karnataka State Reserve Police (KSRP) personnel and a civilian were killed. Quoting senior police officials, sources said Prasad, originally from West Bengal, is a member of the ‘central committee’ of the CPI-Maoist. He was also the chief of Party Unity, a Naxalite group that merged with the erstwhile People's War Group (PWG) a few years ago, sources added.

The Prime Minister, however, dismissed the opposition parties’ contention that the scrapping of Prevention of Terrorism Act (POTA) had led to a spurt in Naxalite activities. Earlier, speaking to the media in Bangalore on February 12, the Prime Minister expressed referred to the Naxalite activity gaining momentum in Central India and "all these areas where greater part of India's mineral resources, hydroelectric and other resources are located."

The Karnataka Government on February 17 announced measures to tackle Naxalite-related problems in the State, including funds for development and rehabilitation of tribals. Information Minister, B. Shivaram, said the measures include releasing Rupees 23 crore to rehabilitate 201 families of the Kudremukh National Park, of which the Centre will provide Rupees 18 crores. Rupees 1 crore each will be also provided to the Naxalite-prone districts of Udupi, Chikmagalur and Mangalore to take up developmental work. The measures are based on the recommendations of Development Commissioner Chiranjeev Singh committee report.

It had only impressed upon Andhra Pradesh to extend help in maintaining vigil to check infiltration of Naxalites into Karnataka, he added. On February 22, Naxalite outfit, the Communist Party of India-Maoist (CPI-Maoist), reportedly rejected the Karnataka Chief Minister Dharam Singh's offer of peace talks. In a press release, the outfit claimed responsibility for the February 11-killing seven police personnel at Venkatammanahalli in the Tumkur district and said the attack was to avenge the killing of the Naxalite leader, Saket Rajan, and his associate, Shivalingu, at Menasinahadya in the Chikamagalur district.
