Two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter during a joint operation by the Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA), Jharkhand Jaguar and the State Police, in Seraikela-Kharsawan District of Jharkhand on September 2 morning, reports India Today. Deputy Inspector General of Police (DIGP), Kolhan division, Ajay Linda said, "Two CPI(Maoist) members were gunned down in an operation at Baruda forest in Kuchai police station area," adding, that the bodies were recovered by the forces along with arms and ammunition including an SLR [Self Loading Rifle], over 100 live cartridges, magazines, detonators and wireless sets. The slain Maoists were identified as 32-year-old Kali Munad and Reela Mala Manjhi (22), both were ‘section commanders’ of squad of CPI-Maoists’ ‘Central Committee (CC)’ member Anal da alias Toofan alias Patiram Manjhi alias Patiram Marandi alias Ramesh, who carries a cash reward of INR 10 million on his head. During the operation, one Maoist camp was also destroyed by the forces.

A self-styled ‘commander’ of the Tritiya Sammelan Prastuti Committee (TSPC/TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), has been arrested in Palamu District of Jharkhand on September 5, reports The Print. Police arrested Nirmal Bhuiyan when he came to Block Programme Officer Meena Devi’s residence in Gongad village under Panki Police Station area on Sunday (September 4) night to extort money. He assaulted Devi and her husband when they refused to accept his demand, Medininagar Sub-divisional Police Officer (SDPO) Surjit Kumar said. On being informed about the incident, a Police team rushed to the spot and arrested the Bhuiyan, who had come to the village alone. Around half-a-dozen cases have been registered against him in various Police Stations in Latehar and Palamu Districts, Kumar said. Bhuiyan was active in the banned outfit since 2012 and was evading arrest.

A large haul of explosives was recovered by the Security Forces (SFs) during Operation Octopus, on September 6, from a bunker at Budha Pahar in Latehar District of Jharkhand, a safe haven of Communist Party of India-Maoist (CPI-Maoist) cadres for the last two decades, reports daijiworld.com. During the operation going on for the last 15 days, the Maoists tried to stop the SFs by conducting more than 30 serial blasts in the Thaliya and Tisia Forests adjacent to the mountain, but the SFs proceeded with full caution. During this, there was a big success on September 6 as SFs seized a large quantity of explosives from the bunker, including a Chinese cylinder grenade, 35 Chinese grenades, three Chinese cone grenades, two cylinder bombs of 10 kilograms, 11 landmines of 3 kilograms, seven landmines of two kilograms, six landmines of one kilogram, five Tiffin bombs, one pressure cooker bomb, 25 arrow bombs, 2 kilograms ammonium nitrate, two kilograms urea, semi-finished barrel grenade launcher, drill machine, 350 rounds of Self Loading Rifle (SLR), 16 can landmines, three pressure landmines, and 500 meters of codex wire. Latehar SP Anjani Anjan said, the bunker was demolished after the recovery of the explosives.

Security Forces (SFs) destroyed a hideout of the Communist Party of India-Maoist (CPI-Maoist) following an encounter between the SFs and the Maoists at Rengrahatu Forest Hills under Tonto Police Station limits in West Singhbhum District of Jharkhand on September 7, reports The Times of India. West Singhbhum, Superintendent of Police (SP), Ashutosh Shekhar said, “The search operation was launched by the CRPF’s [Central Reserve Police Force] 174 battalion, CoBRA [Commando Battalion for Resolute Action] and District Police personnel. When they reached the spot, the Maoists opened fire on our men prompting them to retaliate.” Wanted Maoist operative Ajay Mahto was present in the area, Police said.

It was suspected that the Communist Party of India-Maoist (CPI-Maoist) cadres had planted the 25 kilograms cane bomb under this bridge to target the Security Forces (SFs) on patrol. Acting on information about hiding an IED bomb in Basbonwa Forest area, Hazaribagh, Superintendent of Police (SP), Manoj Ratan Chothe formed a team and launched a search operation in the forest. The team recovered two IED bombs of 30 kilograms each and was later defused in the forest by the Bomb Detection Disposal Squad (BDDS) team of Jharkhand Jaguar. There was a plan to block the road by blowing up the Dhordhorwa Bridge with the IED bomb hidden in the Basbonwa Forest, but the Police foiled the plot.

The outlawed outfit seems to have resorted to such a campaign to make their presence felt in the areas which were once considered to be Naxal [Left Wing Extremism, LWE]-stronghold pockets. It was reported that on Saturday (September 17) night, a nine-member squad of armed JJMP reached the construction site at 2 o'clock in the night, the militants reached the laborers and scribes living in the rented house, and assaulted them. At the same time, demanding the ‘levy’ (extortion money), warned the scribe and the laborers to stop the construction work if the ‘levy’ was not paid. An encounter took place between the Police and the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), in Kedli Tola Forest in Pesharar Panchayat (village level local self-Government institution) under Sadar Police Station limits in Latehar District of Jharkhand on September 18, reports prabhatkhabar.com. Several rounds of bullets were fired from both sides in this encounter, and after the encounter the Police launched a search operation, during which many items including rifles were recovered. Confirming the encounter, Superintendent of Police (SP), Anjani Anjan said that there was information about the gathering of JJMP militants in Kedli forest. On this information, a joint raid operation was conducted by the District Police Force. On seeing the Police in the forest, the militants started firing, to which the Police retaliated by firing on the militants, and an encounter took place between JJMP militants and Police in Kedli Tola of Pesharar Panchayat. During this, the militants fled into the forest after seeing the Police being overwhelmed. It is being told that many militants including Pappu Lohra, the supremo of Naxalite organization JJMP, Lovelesh Ganjhu were involved in the police-Naxal encounter in Latehar. After the encounter, a 315 bore rifle, four hundred bullets, two mobiles, four power banks, one rifle magazine of 315 bore, one SLR magazine, several bags, uniforms and medicines including many essential items have been recovered.

The Jharkhand Police seized 400 rounds of live bullets after an encounter with cadres of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), in Kedli Toli area under Sadar Police Station limits in Latehar District of Jharkhand on September 18, reports lagatar24.com. Acting on information that the JJMP cadres were planning some big incident by gathering near Kedli Toli, the Police team reached the spot, and seeing the Security Forces (SFs) the cadres started firing. Jharkhand Police’s domination over the Communist Party of India-Maoist (CPI-Maoist) stronghold of Burha Pahar, located in Garhwa and Latehar Districts, was established after continuous operations against the extremists at various levels in the past two years such as cutting off their financial flow and disrupting their supply chain, reports The Times of India on September 20. Burha Pahar was considered one of the impregnable fortresses of the Maoists with its command remaining in the hands of top Maoists, including central committee members Arvind Ji, Sudhakaran and Mithlesh Mehta over the years. Police said the Maoist think tank used to gather here to chalk out disruptive activities and also train squads to execute their plans in different States, including Jharkhand, Bihar and Chhattisgarh. Though Police aimed to end the Maoists’ domination over Burha Pahar, it faced a tough task. The difficult topography, including dense forest and steep rocks made scaling of the hill difficult. The Maoists had also planted landmines on the paths leading to the top of the hill in a bid to repel the Security Forces (SFs). A strong contingent of Maoists used to be present to take on the Police force conducting operations in this area. The Police had sustained several reverses, including loss of around half a dozen Policemen in 2018 in its efforts to capture the hill. In a long-term strategy, the Police first decided to cut off the flow of money collected as levy from Bauxite mines to the Maoists in Burha Pahar. The key Maoist responsible for mobilising funds from the mines — Budheswar — was killed in an operation in Gumla in Kurumgarh last year.

After an encounter with the Police and the militant organization JJMP on September 18 (reported earlier by SATP) in Kedli Forest in Latehar, under the same campaign, on September 19, the Police arrested four supporters of JJMP, while a First Information Report (FIR) has been registered against 17 including JJMP ‘supremo’ Pappu Lohra. Sadar Police Station in-charge Amit Kumar Gupta said that the four supporters were helping the militant organization near the encounter site. The arrested supporters include Gumani Lohra and Sanjay Gupta (both resident of Batakhurd), Aamoon Oraon (resident of Sakwar) and Sunil Oraon (resident of Abampawa). The four arrested Maoist supporters have been sent to jail by the Police. A total of 108 encounters happened between the Maoists and Security Forces (SFs) between January 2020 and August 2022, and 45 Maoists surrendered before the Police during the period, the officials said. The data was presented at a security review meeting chaired by Chief Minister Hemant Soren on September 22, they added. Stating that Left-Wing Extremism (LWE) has declined in the State, officials said that eight of Jharkhand's 24 Districts are at present LWE-free. Twenty-five forward posts or camps have been set up in extremely Maoist-affected zones such as Budha Pahad, Parasnath, Saranda, Podahat and Chatra-Gaya, they said. Besides, 15 additional posts are also being set up in the region, they said.
