The Communist Party of India-Maoist (CPI-Maoist) cadres killed a Head Constable of Chhattisgarh Armed Forces (CAF), identified as Kaneshwar Netam (32), near a rivulet on a forest route between Bodli and Kademeta villages in Dantewada District of Chhattisgarh on September 1, reports The Pioneer. The Superintendent of Police (SP), Abhishek Pallava said the Head Constable had left his camp on August 28, without informing anyone and did not return, subsequently his dead body was found along with a pamphlet of the CPI-Maoist East Bastar Division Committee, claiming responsibility for the killing.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed two civilians identified as, Ashok Kunjam and Bandara Kunjam after branding them as ‘Police informers’ in Dudi Tumnar village in Bijapur District of Chhattisgarh on September 3, reports Outlook. The Superintendent of Police (SP), Abhishek Pallava said, the incident took place when the two had gone to the said village for finalising marriage plan of Ashok. Three women and two girls, who were accompanying the deceased, were also assaulted by the rebels before being released. A pamphlet was recovered from the spot in which the Gangaloor area committee of the CPI-Maoist claimed that the two men were acting as ‘Police informers’ and they were killed after holding a ‘jan adalat’ (People's/ Kangaroo Court organised by the Maoists).

Chhattisgarh Director General of Police (DGP), DM Awasthi on September 4 said anti-Naxal [Left Wing Extremist, LWE] operations will be intensified in the State in the next three months after the end of monsoon. While addressing a meeting of State Level Coordination Committee, attended by senior Paramilitary, Police and Intelligence Bureau (IB) officials, Awasthi stressed on the need for construction of bridges and culverts in interior areas at rapid pace for movement of Security Forces (SFs) during operations. “In core areas like Sukma, Dantewada and Bijapur of Bastar division, operations should be launched with complete planning. Along with Naxals, actions should also be taken against their supporters,” the DGP said.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed five civilians in two separate incidents in Chhattisgarh. In one incident, Maoists killed four civilians on suspicion of being ‘Police informers’, in Gangaloor region of Bijapur District in Chhattisgarh on September 4, reports The Times of India. According to the Inspector General of Police (IGP) Sunderaj Patilingam, “the deceased were identified as Punem Sannu, Gore Sannu and Aaytu, natives of Pusnar village and Bhusku from Metapal village. They called the villagers, who were supporting the construction work and killed four of them.” The incident took place in forests during a ‘jan adalat’ (People’s/Kangaroo court of Maoists) where the rebels branded the four villagers as ‘Police informers’ and sentenced them to death, the IGP said adding that there were 20 villagers called inside forest who were in support of development activities in the region. All of them were beaten up while 16 of them were released and four asked to wait. The villagers later spotted bodies of four persons killed with sharp-edged weapon and reported to Police.

Under the ongoing 'Lon Varratu' (a local Gondi dialect expression, meaning ‘return to your village’) campaign, a Communist Party of India-Maoist (CPI-Maoist) commander, identified as Kosa Kawasi (21), carrying a cash reward of INR 100,000 on his head surrendered before Police in Dantewada District of Chhattisgarh on September 10, reports The Pioneer. According to the Superintendent of Police (SP) Abhishek Pallava, Kawasi was an active ‘jan militia commander’ under the Katekalyan Area Committee of CPI-Maoist. He was allegedly involved in at least four Naxal [Left Wing Extremist, LWE]-related incidents, including triggering IED (Improvised Explosive Device) explosions and killing a villager, in the last three years. He was mainly tasked with arranging materials, including detonators, used in making IEDs and extorting money from villagers, the SP said adding that as many as 29 Maoists, carrying cash rewards on their heads, and 108 others have laid down arms before the Police under the ‘Lon Varratu’ campaign in the last three months in the District.

The Inspector General (IG) Sundarraj Patilingam said the Maoists abducted him and took him to a school in the village and hacked him to death. The deceased was posted at the Indravati Tiger Reserve as a Ranger of the Bhairamgarh Forest Range. He was from Bhairamgarh town in Balodabazar District in the State. “The Ranger had gone to the village to distribute remuneration for a road built by villagers. Two Forest Guards had accompanied him but they managed to escape," Superintendent of Police (SP) Kamlochan Kashyap said.

The Inspector-General of Police (IGP), Bastar range, Sunderaj Patilingam, in a press release on September 11, stated that the recent letters of communication between Communist Party of India-Maoist (CPI-Maoist) leaders, recovered from an encounter spot on September 8, indicated that a total of 23 Maoists were killed in the encounter which took place in Minpa village of Sukma District in Chhattisgarh on March 21, 2020, reports Hindustan Times. On March 21, in an encounter with Police near the forests of Minpa village in Sukma in which 17 Security Forces (SFs) were killed. Two days after the encounter, the Maoists released a press note and claimed that three of their cadres also got killed in the encounter. The IGP said, “On September 8, a joint operation was launched by Sukma Police from Bheji and Elarmadgu camp towards Pentapad-Entapad jungle area based on an intelligence input about the presence of CPI-Maoist cadres of Konta/Kistaram Area Committee. According to the Maoist documents recovered during the recent joint operation launched by the Security Forces in Sukma District, the rebels claimed to be facing an acute shortage of provisioning for them as the supply network was choked owing to the 24x7 check posts by the forces placed along the interstate and inter-District borders. “The analysis of the Maoist documents revealed that their main area of concern was the obstruction of regular supply of ration and medicines during the lockdown. And even the unlock phases are bringing no apparent respite as we maintained round-the-clock monitoring at the inter-district and inter-state borders where the movement continues to be regulated”, said Inspector General of Police (IGP) Sundarraj Patilingam.

A senior Police official said, “In the meeting, the Chief Minister said youths from remote villages of Maoist-affected Bastar division will be recruited in this force which will also create employment opportunities for them. A joint patrolling team of Central Reserve Police Force (CRPF) and DRG neutralized the said camp in a forested area between Mariwada and Gongla villages under Gangaloor Police Station limits in the District. Bastar Inspector General (IG) Sundarraj Patilingam said that since the Covid-19 lockdown in March, the police have increased their outreach and thus Maoists are lashing out. “They are acting out because several cadres have surrendered. Despite adverse conditions, district authorities and the police have helped and led to the development of villages, building trust between villagers and the authorities. A team of SFs comprising the District Reserve Guard (DRG), Special Task Force (STF), Central Reserve Police Force (CRPF) and its elite unit Commando Battalion for Resolute Action (CoBRA), launched an operation on September 27, after receiving intelligence inputs about the movement of 120 People's Liberation Guerrilla Army (PLGA) members of CPI-Maoist’s ‘West Bastar Division committee secretary’ - Papa Rao. When one of the patrolling teams of DRG was cordoning off the said forest area, an exchange of fire broke out between the two sides. After the guns fell silent, the body of one unidentified Maoist was recovered while the other three were dragged away by their colleagues. SFs also recovered an Insas rifle, explosives and a large supply of medicines from the spot.
