A press note carrying a warning for polling officials, apparently issued by the West Bastar Division Committee of the Communist Party of India-Maoist (CPI-Maoist), surfaced in Bijapur District of Chhattisgarh on November 1, reports business-standard.com. The press note read: "Polling is going to be held in the area (Bijapur) on November 7, and you (poll officials and employees) are preparing for it. The West Bastar Division Committee has already issued a statement giving a call to boycott the 'false' elections. Bijapur has 245 polling booths, and you will be coming with EVMs on November 6–7. You will be accompanied by security forces that pose a threat to your lives. Therefore, we appeal to you, keeping your safety in mind, that you should not come." Inspector General of Police (IGP), Bastar Range, Sundarraj P, said all necessary security arrangements would be in place for the peaceful conduct of elections. Bijapur is among the 20 Assembly constituencies that will go to the polls in the first phase on November 7.

The cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a villager identified as Muchaki Linga (40), accusing him of being a ‘police informer’ in Bijapur District of Chhattisgarh on November 1, reports business-standard.com. According to preliminary information, the Maoists strangled Muchaki Linga with a rope late on November 1 and later threw his body on the roadside between Galgam and Nadpalli villages in the district. An official said that the Maoists also warned election officials not to visit polling booths to conduct voting on November 7.

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted and killed three villagers in Chhotebethiya village under Pakhanjur Police Station limits in Kanker District of Chhattisgarh on November 1, accusing them of working for the Police of neighbouring Maharashtra state, reports The Times of India. The victims - Kulle Katlam (35), Manoj Kovachi (22), and Dugge Kovachi (27) - were abducted from Chhotebethiya village in Pakhanjur, around 250 kilometres from Raipur. This region is close to Gadchiroli and the Chhattisgarh-Maharashtra border. Maoist leaflets found on the scene accuse the trio of being informers for C-60, the anti-Maoist force of the Maharashtra Police.

The Communist Party of India-Maoist (CPI-Maoist) have warned the polling parties against coming to the Maoist-affected regions in Bijapur District of Chhattisgarh with the Security Forces (SFs), or else it could turn out to be a life-threatening step for them, reports The Times of India on November 2. The Maoist ‘secretary’ of western Bastar division committee, Mohan, in a statement addressed to the electoral officers and polling party personnel stated, “You all will be coming here in Bijapur to carry out polling practice in 245 polling stations. As you will be coming with security forces, there’s a palpating possibility of threat to life. As you would be visiting the Maoist affected regions, we appeal to you to not visit this place and we are appealing to you keeping your safety in mind.” Calling for a boycott of elections in villages of Sukma, Narayanpur, Kanker and other insurgency-hit regions, Maoists have painted walls of villages with similar messages in red colour. The Maoists have also painted the messages for poll boycott on the walls of a school in Arampalli village of Sukma District on October 31.

A Bharatiya Janata Party (BJP) leader, identified as Ratan Dubey, who was on a campaign trail, was hacked to death with a sharp-edged weapon by the cadres of the Communist Party of India-Maoist (CPI-Maoist) in the market area at Kaushalnar village under Jhargati Police Station limits in Narayanpur District of Chhattisgarh on November 4, three days before the first phase of polling in the state on November 7, reports Hindustan Times. “At around 05:30 pm, Dubey had gone to Kaushalnar village, about 5km east from Jhargati police station, for campaigning, when he was attacked and killed with a sharp weapon by unidentified Maoists,” Sundarraj P, Inspector General of Police (IGP), Bastar Range, said in a statement. Dubey was the vice president of the BJP’s Narayanpur unit and the area’s assembly convener. He was campaigning for Kedar Kashyap, who is contesting from the Narayanpur seat against Congress leader Chandan Kashyap, the Police said.

A commando of the Commando Battalion for Resolute Action (CoBRA), an elite unit of the Central Reserve Police Force (CRPF), was injured in an Improvised Explosive Device (IED) blast triggered by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Sukma District of Chhattisgarh on November 7 (today), as polling for the first phase of state assembly elections got underway in the region, reports NDTV. The incident occurred when a joint team of the CRPF and CoBRA 206th battalion was out on an area domination operation from Tondamarka camp towards Elmagunda village to ensure security during polls, a senior Police official said. During patrolling, Inspector Shrikant, belonging to the CoBRA 206th battalion, inadvertently stepped over the IED, planted by the Maoists, leading to the explosion and causing injuries to him, the official added.

The National Investigation Agency (NIA), on November 8, released a list of 14 suspects wanted in the Tekulagudem Communist Party of India-Maoist (CPI-Maoist) attack case, which had taken place in Bijapur District of Chhattisgarh, where 22 security personnel were killed in April 2021, reports The Tribune. The NIA has put up a reward ranging up to INR 1 million on the wanted Maoists while informing them that the identities of the informants will be kept secret. “Any information leading to the arrest shall be rewarded... identity will be kept secret,” the agency said in a post on X, while releasing the pictures and details of the 14 wanted Naxals. Chief among the wanted Naxals are Raghu Reddy, Sujata, and Sagar. The NIA has kept a reward of INR 1 million and INR 700,000 (on both Sujata and Sagar), respectively, for anybody giving information about their whereabouts. A reward of INR 500,000 each has been kept for Vella, Nirmala, Rahul Telam, Madanna, and Tati Kamlesh. Raje and Jhitru Oyami carry a reward of INR 200,000 each for anybody giving information about their whereabouts. Pawam Hemla, Joga Madvi, Situ Madkam, and Joga Hemla carry a reward of INR 100,000 each. On April 3, 2021, 22 security personnel were killed after Maoists launched rocket attacks on them near Tekulagudem Hillock. Around 15 Maoists were also killed in the attack.

This takes the total number of accused chargesheeted in the case so far to 46. The NIA had registered the case on June 5, 2021, and filed its original chargesheet against 23 accused in December 2022, followed by a supplementary chargesheet against 17 more in July 2023. In the latest chargesheet filed in the NIA Special Court at Jagdalpur, Chhattisgarh, on November 21, the NIA has charged Manoj Podiyami alias Masa, Mula Devender Reddy alias Masa Dada, Vijja Hemla, Kesha Sodi alias Malla, Mallesh alias Mallesh Kunjam, and Sonu alias Dodi Sonu under various sections of the Unlawful Activities Prevention Act (UAPA), the Arms Act, the Explosive Substances Act, and the Indian Penal Code (IPC). The cadres had launched an assault with automatic weapons and Under Barrel Grenade Launchers (UBGLs) when combined security teams were conducting search operations against the Maoist cadres near Tekalgudiyam village in the Tarrem area in June 2021. An exchange of fire between the cadres of the Communist Party of India-Maoist (CPI-Maoist) and the District Reserve Guards (DRG) team of Police was reported from the forest area near Gumjheer and Marmakonari village under Amabeda Police Station limits in Kanker District of Chhattisgarh on November 24, reports patrika.com. Acting on the information that 12 Maoists, along with Prasad, in charge of the Kuemari Area Committee, were hiding in the forest area near Marmakonari village, the DRG team launched the search operation. The Maoists hiding in the area, on seeing the security team, opened indiscriminate fire on the Police force. The joint team also started retaliatory firings. The encounter continued for about an hour on both sides, and later on, the Maoists managed to escape by taking cover in the forest. However, there is no news of any casualties for any soldier in this encounter. During the search of the area, the soldiers recovered a huge amount of Maoist literature, clothes, items of daily use, medicines, HE bombs, and other Maoist items, including a live rocket launcher in the forest. It is being estimated from the materials found at the incident site that the Maoists had made Marmakonari Forest their temporary camp. According to the recovered utensils, the Maoist team had woken up after cooking the food and became alert after seeing the police team. The remaining quantity of rice was left in the vessel. The mills were storing water in jars for use there. Only after the arrival of the team will it be fully revealed which Maoist literature and other items are included in the seizure. The Maoists were using solar panels to spend the night in the forest. A wire-wrapped solar panel was also found among the seized material. Similarly, green vegetables were also found, which the Maoists were carrying. Based on the material found, the Maoists might have been planning to stay there for a week and plan some major incidents.

The cadres of the Communist Party of India-Maoist (CPI-Maoist), which earlier used to issue banners on posters on capitalist government, corruption, and politics, breaking previous stereotypes and old records, issued a pamphlet threatening the college student leaders, accusing them of monopolizing and acting arbitrarily in the Bijapur District of Chhattisgarh, reports The Free Press Journal on November 29. The student leaders were accused of ragging and carrying out exploitation of their juniors. The ‘secretary’ of the Maoists' West Bastar Divisional Committee, Mohan, has allegedly accused in a press note that Bijapur PG College student leader Rakesh Tati and deputy student leader Arjun Aganpalli threatened the professor and students to follow their diktats. Maoists also levelled serious allegations against both the student leaders, alleging that they compelled the students to remain outside of their hostel. They were forcefully driven out. The Maoist leader stated that due to the harassment by the two student leaders, the students had to leave the school. Thus, the Maoist leader raised the demand for building separate hostels for school and college students and stopping the ragging and hike in mess fees in colleges.
