Five lower rung Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Malla, Somda, Soma, Joga and Madvi Ganga, surrendered to Security Forces (SFs) in Sukma District of Chhattisgarh on December 3, reports The Pioneer. Superintendent of Police (SP), Sunil Sharma said, the surrendered cadres were active as militia members in Chintagufa, Kistaram and Golapalli Police Station areas. Security Forces (SFs) recovered a US-made weapon following a gun battle with Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District of Chhattisgarh, in which Four Naxalites including two women were gunned down at Pomra forest on November 26, Police said on December 4, reports The Pioneer. Superintendent of Police (SP), Anjaneya Vaishnav said, at least four weapons were recovered in the operation, of which one is a US-made M1 carbine. The barrel of the foreign-made weapon is small compared to other assault rifles and it is convenient to handle, and the Police have launched a probe to ascertain how and from where the Maoists procured such a weapon.

In another operation, a contingent of Security Forces (SFs) recovered an Improvised Explosive Device (IED) suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist) near Pamed Central Reserve Police Force (CRPF) Camp under Usur Police Station limits in Bijapur District of Chhattisgarh on December 8, reports bhaiyajinews.com. Troops of 151 CRPF Battalion and Chhattisgarh Police detected a 10 kilograms IED about 1.5 kilometres from Palmed CRPF Camp. The IED was destroyed on the spot following the security protocol, officials said.

Communist Party of India-Maoist (CPI-Maoist) cadres triggered an Improvised Explosive Device (IED) blast and started firing at Security Forces (SFs) in Narayanpur District of Chhattisgarh on December 11, reports The Print. However, no injury or casualty was reported in the incident, officials said, adding that the incident was reported in Orchha Police Station limits about 65 kilometers away from district headquarters when a joint team of District Reserve Guard (DRG) and Chhattisgarh Armed Force (CAF) were out for area domination towards Gudari village when the IED blast occurred. Soon after the explosion, Maoists, who were hiding in the area started firing at the team. In response to the same, the SFs responded to the firing, forcing Maoists to flee. The DRG and CAF teams carried out searches and recovered material used for IED explosion including wires and pieces of the pressure cooker used in the blast in the area.

The Union Home Ministry (UHM) has asked security agencies to chalk out a plan for an all-out offensive against Communist Party of India-Maoist (CPI-Maoist) in the “liberated zone” in Chhattisgarh’s Abujhmad forests, spread over 3,900 square kilometres in south Chhattisgarh, that is now completely inaccessible to the Security Forces (SFs), reports The Telegraph on December 12. Ministry sources said the security agencies had at a recent meeting been asked to take the help of the National Technical Research Organisation (NTRO) to procure real-time images of Maoist strongholds inside the “liberated zone”. The NTRO helps operate unmanned aerial vehicles (UAVs). An unnamed Intelligence Bureau (IB) official said that UAVs would be used for reconnaissance, and will take real-time pictures of the liberated zone, to launch offensives against the Maoists and to keep an eye out for SFs conducting operations and area-domination exercises in rebel strongholds. According to an IB report, the rebels exercise complete control over the liberated zone and have built several camps where they provide arms training to recruits. “The Maoists have set up several training camps in Abujhmad. They hold regular meetings with their cadres in the presence of their top-rung leaders and plan attacks on security forces,” a UHM official said.

Balrampur Police arrested Ramchandra Yadav (38), an active cadre of the Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), and his associate Jagdish Yadav (40) at Sanna in Jashpur District of Chhattisgarh on December 14, reports naidunia.com. A reward of INR 100,000 was announced by the Jharkhand Government on Ramchandra, who was involved in about a dozen Naxalite [Left Wing Extremist, LWE] incidents in border Police Station areas in Jharkhand apart from Samri Police Station area in Balrampur District. Ramchandra was also named in the case of arson in the bauxite mine of Samri Police Station area. A 12-bore gun was also seized from his possession. Superintendent of Police (SP), Mohit Garg said that in the year 2013, Ramchandra had joined the squad of TPC ‘sub-zonal commander’ Anshu Yadav, resident of Nindir Village under Latehar Police Station, active in Jharkhand.

In fact, road construction work is currently underway on the Barsoor-Narayanpur Road in Dantewada. This road is being constructed to connect Dantewada to Barsoor, which the Maoists are constantly opposing. The Maoists also put-up poster banners in protest against the construction of the road.

Inspector General of Police (IGP), Bastar Range, Sundarraj P said, the gunfight took place at around 10 am in a forest between Perowada and Timenar villages under Mirtur Police Station limits when a joint team of the District Reserve Guard (DRG) and the Special Task Force (STF) was out on an anti-Maoist operation. The operation was launched based on the inputs about the presence of members of the Bhairamgarh area committee of Maoists in Mirtur area, located more than 400 kilometres from the State capital Raipur. After the exchange of fire stopped, the body of a Maoist along with a weapon was recovered from the spot, the IG said, adding, that the identity of the killed Maoist was yet to be ascertained.

The woman Maoist, Kumari Hemla was associated with the Naxalite [Left Wing Extremist, LWE] organisation since 2014. She joined as a CNM (Chetna Natya Mandali) member in 2014 and has been Mritul LOS (Local Organization Squad) member from 2016 to 2019. She was working as ‘President’ of DAKMS (Dandakaranya Adivasi Kisan Majdoor Sangh) from 2019 till now. National Investigation Agency (NIA), on December 22, filed a charge sheet against 23 persons in the Communist Party of India-Maoist (CPI-Maoist) attack case in which 22 Security Force (SF) personnel were killed in Chhattisgarh on April 23, 2021, reports NDTV. The attack near Tekalgudiyam village under Tarrem Police Station limits in Bijapur District had also resulted in injuries to more than 35 others, a spokesperson of the NIA said. The case was initially registered at Tarrem Police Station and was later re-registered by the NIA on June 5 this year. "Investigations revealed that the accused persons, who are members of the Communist Party of India (Maoist), conspired to commit terrorist acts and the armed cadres of the CPI(Maoist) attacked the combined security forces CRPF [Central Reserve Police Force], CoBRA [Commando Battalion for Resolute Action], DRG (District Reserve Guard] and State Police with heavy fire of Barrel Grenade Launchers (BGL) and automatic weapons. They also abducted one CoBRA jawan, Rakeshwar Singh Manhas, and looted his weapon. The investigations also revealed that this ambush and attack on the police party and security personnel was part of TCOC (Tactical Counter Offensive Campaign) of CPI (Maoist)," the NIA said in its chargesheet. The accused persons were charge under various sections of the Indian Penal code (IPC), Arms Act and the Unlawful Activities Prevention Act (UAPA), a spokesperson said.

In all, 32 Communist Party of India-Maoist (CPI-Maoist) cadres were killed and 279 arrested in 62 encounters with Police and other armed forces in the Bastar range of Chhattisgarh, as part of the anti-Naxal [Left Wing extremism, LWE] campaign in 2022, besides, 408 Maoists surrendered during the year, a Bastar Police statement said on December 23, reports The Week. The anti-Naxal campaign was discussed in detail at a State-level coordination committee meeting held in Jagdalpur on December 23, under the chairmanship of Chhattisgarh Director General of Police (DGP), Ashok Juneja. It was further informed during the meeting that 60 arms and 120 Improvised Explosive Devices (IED) were seized during the campaign through the year. The surrendered Maoists were being provided economic aid and other facilities under the rehabilitation policy of the Chhattisgarh Government; the meeting was told. During the year, 18 new security camps were set up in the Naxal-infested remote areas. These camps are providing security for the construction of various infrastructures including roads, bridges and culverts in these remote areas. The camps were set up at Nambi, Etepal, Pusnar in Bijapur district; Potakpalli, Dabbakonta, Elmagunda, Pedmel, Kunded in Sukma District; Chandameta and Kantabaans in Bastar District; Hiroli, Kamalur in Dantewada District; Kuenmari, Kudur in Kondagaon District; Dhodhribeda in Narayanpur District and Padhargaon, Arra and Chilparas in Kanker District, the Bastar Police statement said.

The Police said the encounter took place during an anti-Maoist operation undertaken jointly by SFs of Chhattisgarh and Maharashtra. Bilaspur, Superintendent of Police (SP), Anjneya Varshney said, “The location of the encounter is said to be around 10 km from Maharashtra border. One woman and one man were killed. Another Maoist, who was injured in the encounter, was captured alive and we are questioning him. We have recovered three weapons – two SLRs [Self Loading Rifles] and another firearm. No one from our team suffered injury.” While the male Maoist killed in the operation is yet to be identified, the woman Maoist was later identified as Kanthi Lingavva alias Anitha (41), from Laxmi Sagar village in Kaddampeddur Mandal (administrative sub division) in Nirmal District of Telangana. She had a bounty of INR 1.6 million on her arrest from Maharashtra and another bounty of INR 500,000 from Telangana. She worked as a ‘Divisional Committee Member (DCM)’ and ‘Assistant Commander’ of Kumram Bheem Divisional Committee (KBDC). She had joined the party after being attracted to ideologies of the outfit 15 years ago. According to the Police, she is the wife of Mylarapu Adellu alias Bhashkar, a member of the Telangana State Committee and ‘secretary’ of KBDC of the Maoists. Mylarapu, who has a bounty of more than INR 2 million for his arrest, was at the spot and managed to escape, the Police said. The injured Maoist, identified as Lachhmayya Kuchha Weladi (28), from Tekameta in Bijapur, was arrested and taken into custody.
