According to official sources, the encounter took place when a police party, combing the forest area, spotted a dalam (squad) of about 16 Naxalites camping in the area. On seeing the police, the Naxalites opened fire and police retaliated in self-defence. The Naxalites retreated after some time.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) blew up a Mandal Revenue Office (MRO) building at Addavedu village, Prakasham district, on October 3. Official sources said a group of Naxalites of the Nallamalla dalam (squad) went to the MRO office and blew it up using explosives. Police also reportedly recovered a letter by the Naxals stating that the MRO office was being blown-up to protest the recent arrest of their ‘comrades’ and police 'failure' to produce them in court, they added.

A Division Bench of the Andhra Pradesh High Court, on October 4, declared that the State government could not grant accelerated promotion to the posts of Circle Inspector of Police (CIs) and Deputy Superintendent of Police (DSP) for supposed outstanding performance in containing left-wing extremist—Naxalite—activities. The Court was confirming the order of the Andhra Pradesh State Administrative Tribunal (APAT), which had declared that note 2 of rule 3 of the AP (Civil) services and additional provision to rule 6 are bad in law and contradictory to Article 14 and 16 of the Constitution of India. The State government had issued G.O.Ms.No. 267 in November 2001 conferring upon itself the power to grant accelerated promotions to CIs and DSPs without reference to minimum qualifying service. The government introduced this incentive for officers working in Naxal-affected areas.

Addressing a press conference on the occasion of the 10th anniversary of the Rapid Action Force (RAF), Director General of the Central Reserve Police Force (CRPF) said the RAF, a wing of the CRPF, is continuously developing new strategies to combat left-wing extremists—Naxalites. Referring to the new tactics adopted by Naxalites, he said, "A few years ago, RDX or remote controlled weapons were unheard of. We only had to deal with crude, home made weapons. But their tactics are changing and we too have to devise ways and means to combat them." Indicating a revamp of the intelligence wing of the CRPF, Mishra said, "Due to poor local intelligence in Orissa recently, the CRPF lost a number of its men. But the intelligence wing in Andhra Pradesh is excellent." In Andhra Pradesh, the RAF has been deployed in Naxalite-affected districts like Adilabad, Karimnagar, Nizamabad, Warangal, Nalgonda, Medak, Khammam, Mahbubnagar, East Godavari and Visakhapatnam.

According to media reports, two local-level leaders of the ruling Telugu Desam Party (TDP) and a postman were thrashed by left-wing extremists—Naxalites—of the People’s War Group (PWG) in Gorlaveedu village, Bahupalpalli mandal (administrative unit), on October 13. 12 armed Naxalites belonging to the Chityal area Sammanna dalam (squad) went to the houses of the leaders and thrashed them. The Naxalites also reportedly demanded of the two leaders to resign from the TDP and had warned them of dire consequences if they continued to work in the party. Left-wing extremists—Naxalites—belonging to the Chandravanka dalam (squad) of the People’s War Group (PWG) killed a leader of the ruling Telugu Desam Party (TDP) and former Sarpanch (village headman) at Adigoppula village, Guntur district, on October 15. According to police sources, approximately 30 Naxalites, including four women, went to the residence of the victim and dragged him out of the house and shot him dead. The Nxalites also blasted the furniture and household articles in the house of the slain leader using soap-bombs and small detonators.

An exchange of fire took place between police and members of a military platoon of left-wing extremist—Naxalite—group the People’s War Group (PWG), on the outskirts of Gandhibanda village on the Andhra-Orissa border, in Visakhapatnam district, on October 20. There were, however, no reports of casualties on either side. Police recovered some arms and ammunition from the encounter-site. According to the district police chief, the encounter took place when a special police party combing the area came across an eight-member Naxal group, including top leaders of the military platoon. An exchange of fire ensued between the two groups. After indulging in a gun battle for about half-an-hour, the Naxals slipped into Orissa, he said.

Left-wing extremists, Naxalites, of the People’s War Group (PWG) looted a bank in Mahabubnagar district, Andhra Pradesh, on October 28, reports said. A group of five armed cadres, including a woman, of the PWG barged into the Pentlavalli village branch of Andhra Bank, in Kollapur mandal (administrative unit) and decamped with Rs. 13.52 lakhs in cash. The Naxalites beta him up the bank manager who had resisted the robbery attempt and grabbed the cash from him, reportedly at gun point. There were some 30 customers and five other employees at the bank at the time of the incident. The Naxals did not harm them, reports added. to the media subsequently, the district police chief the extremists were carrying an AK 47 rifle and other weapons, besides their kit bags. He added that the Naxals left a note before leaving in which they stated that the People's Guerrilla Army (PGA), the military arm of the PWG, was responsible for the act. They also demanded in the note that encounters must be stopped.
