Meanwhile, the Committee of Concerned Citizens (CCC), which had been making efforts to bring the government and Naxalites to agree for talks, welcomed the PWG statement that it was ready for discussions. S R Sankaran, Covenor of the CCC said, ‘‘Earlier, the Government also expressed willingness for a dialogue. In the wake of the statement issued by the PW, the committee appeals to the Government to respond constructively for a fruitful discussion in the interests of peace and development of the State.’’ He said both the sides, in the meantime, should not resort to any act which would vitiate the atmosphere for talks.

According to official sources, one person was killed and three employees of the Andhra Pradesh State Agriculture Department injured when left-wing extremists, Naxalites of the People’s War Group (PWG), triggered a landmine blast in Patnapur, Adilabad district, on November 1. A few other government employees and a journalist of a vernacular daily had a miraculous escape. Official sources said, of the six landmines planted by the Naxalites, only four worked. Later, the police diffused the remaining two mines. Also, the police later discovered some claymore mines planted on a tree on the roadside. The incident took place when a vehicle carrying agriculture department officials was going to Jodeghat to participate in a programme organised in memory of Komaram Bhim, a tribal leader of yore. Special police personnel near the blast site opened fire that continued for about half an hour. However, the Naxals escaped unhurt. Ministers and Members of the Legislative Assembly (MLAs) from the district are the suspected targets.

He said, ‘‘The extremists have not achieved anything so far with their ideology. They should realise this and do some rethinking.’’ The Chief Minister’s appeal came in the wake of a statement issued by a senior PWG leader that the Naxalite group was prepared to hold talks if the Government stopped ‘repression and killings’. The statement claimed that the PWG had always responded positively to the efforts made by the Committee of Concerned Citizens (CCC) to bring both the sides to the negotiating table, but the government had been changing its stand.

Marthanda Rao, a close relative of Union Minister of State for Home Affairs Vidyasagar Rao, was set free on November 1 night by left wing extremists, Naxalites of the Communist Party of India, Marxist-Leninist, CPI-ML (Janasakthi) group, ending the eight-day abduction drama. According to his relatives, he was freed unharmed on the outskirts of a forest near Yellareddypet, 65 km from Karimnagar. The CPI-ML (Janasakthi) group abducted Marthanda Rao on October 26 from his native village Koram, Karimnagar district at gunpoint. Family members and villagers appealed for his release saying they would fulfill the chief demand of distributing surplus land among the landless.

Having met the demands of paying ransom and distributing 100 acres of land among the poor, family members of Rao are hopeful of his early release, but another condition laid down by the abductors that their arrested cadres Yadanna and Manganna be released is raising doubts. The Karimnagar district police chief, on October 31, said there was no significant development regarding the release of Marthanda Rao.

According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG), blasted the house of the Mogullapalli mandal (local administrative unit) president and leader of the ruling Telugu Desam Party (TDP) at Dugyala village, Warangal district, on November 2 night. Police sources said approximately five armed Naxalites entered the house and asked the occupants to come out of the house. They later blasted it by planting powerful explosives. The Naxalites also reportedly left a note at the blast site claiming they had resorted to the act in protest against the oppressive methods being adopted by both the Union and the State governments on the ‘people’s movement’ and also against the US attacks on Afghanistan.

In a letter sent to the local newspapers on November 3, the PWG said they would raid the rice stocks held by few influential persons and distribute them to feed the hungry. An official release said, of the 12 Naxalites, seven belonged to the People’s War Group (PWG). The Naxalites surrendered due to differences with the party ideology, the release said. As part of the rehabilitation package for the surrendered Naxalites, an immediate relief of Rs. 5,000 would be given to meet their immediate needs. The district police chief, speaking on the occasion, urged all underground Naxalites of the various groups to come out from hiding and utilise the rehabilitation package provided by the government for leading a normal life.

Left-wing extremists, Naxalites of the People’s War Group (PWG) blasted a milk chilling plant owned by Chief Minister N Chandrababu Naidu’s wife, on the Tirupati-Pileru road in Chittoor district, on November 29. According to official sources, the incident occurred when five armed Naxalites barged into the premise of the plant, and at gunpoint asked the employees on duty to leave the premise. The Naxalites then blasted the unit using a Improvised Explosive Device (IED). The main building of the plant and machinery is reported to have suffered extensive damage. Although the exact loss is yet to be ascertained, police sources said it could add up to several lakhs. They also left behind a note, contents of which are not yet known. The police have launched a massive combing operation in Chittoor and Tirupati to arrest the blast suspects.

The Chief Minister accused the Naxalites of hampering the development process in the State. He said, "They (Naxals) have changed their strategy and are now striking at the economic roots. We have to evolve and mould our methodology accordingly".
