On March 1, Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze teakwood worth INR two million at Pusuguppa village in the Cherla mandal (administrative division) of Khammam district. New Indian Express reports that some non-tribals in the name of tribals had taken permission from the Forest Department and cut down teakwood trees. Having learnt that the non-tribals were trying to enjoy the forest produce, the Maoists set the wood on fire.

The surrendered included Kukunoor Local Organising Squad (LOS) ‘commander’, P. Sammaiah alias Naveen (carrying a head money of INR 200000) and his wife M. Pushpa, Narsampet LOS ‘commander’ Kadari Bhaskar alias Ramesh, and ‘commander’ P. Lakshmi alias Pushpa of the CPI-Maoist and Peddapalli zonal committee secretary of the Prathighatana group, K. On March 6, Police in Hyderabad claimed to have arrested an agent of the Pakistani external intelligence agency, the Inter-Services Intelligence (ISI), identified as Billah following leads provided by a terror suspect in Karnataka. Billah was reportedly named by Raziuddin Naser, who was arrested in Karnataka in January in connection with a plot to carry out terror strikes in Goa and Hyderabad. Some sensitive documents and compact discs have reportedly been recovered from Billah. The arrested person had previously been booked for two cases filed in late 2004. Hyderabad Police Commissioner, D Prasada Rao told CNN-IBN, “Billah was the person who helped Naser go underground and helped hide him after the twin blasts in Hyderabad. He is involved in Jihadi activities.”

According to Statesman, a recent report prepared by the Union Home Ministry states that the Maoists are steadily spreading their activities in new areas of the West Bengal whereas a majority of the Maoist-infested states have slowly pushed the outfit into a corner over the past four years. In West Bengal, a total of 12 police stations were identified as Maoist-infested in 2006. The number was four in 2003. After 2003, the Maoists have gained ground in the state. In 2004, Maoists made their presence felt in six police station areas and in 2005, the number of affected police stations reached to seven. As the number reached to 12 in 2006, it clearly appeared the state failed to stop the spread of Maoist activities here. In comparison to West Bengal, other Maoist-infested states like Andhra Pradesh, Bihar and Jharkhand dealt with the problem more efficiently. These states not only stopped the spread of Naxalite (left-wing extremists) violence but also “recaptured” some areas where the extremists had earlier made their presence felt, the report indicates. In Andhra Pradesh, the total number of Maoist-infested police stations were 183 in 2003 but it came down to 93 in 2006. Similarly in Bihar, the number of Maoist-infested police stations came down to 69 in 2006. In 2003, the state had a total of 100 affected police stations. Jharkhand also dealt with the problem efficiently. In 2003, the state had 96 affected police stations in terms of Maoist violence but in 2006 the number came down to 85. However, in some states like Orissa and Chhattisgarh, Maoists have spread their activities in new areas during the period. Overall in the country, Maoist activities have been curved significantly. In 2003 the total number of Naxalite affected police stations was 491 but in 2006 the number came down to 395. The report was prepared with the figure available till 2006. Meanwhile, Inspector General of Police (Law and Order), Raj Kanojia, said that till date 13-14 police stations in three districts, Bankura, Purulia and Midnapore West, were affected in the State.

The Hindu reports that the Communist Party of India-Maoist (CPI-Maoist) and the Janashakti group of the naxalites (left-wing extremists) called for a State-wide bandh (general strike) on March 14, protesting against the visit of United Progressive Alliance (UPA) Chairperson, Sonia Gandhi to the State. A joint statement whose signatories were Chandranna, Maoist North Telangana Special Zonal Committee (NTSZC) secretary, and Bharath, secretary of the Janashakti Godavari Valley Regional Committee, branded Sonia Gandhi an “American agent” and called upon people to observe bandh to protest against her visit. The statement also blamed the ruling Congress party for not taking up any developmental projects for Telangana region and for abandoning its promise of forming a separate State. The extremists termed the resignation of Member of Legislative Assemblies, Member of Parliaments and Member of Legislative Council of the Telangana Rashtra Samithi (TRS) party as a move only to derive political mileage.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, including a member of the Andhra Pradesh- Orissa Border (AOB) Special Zone Committee identified as Chokkari Gangaram alias Jagabandhu alias Kommu, were killed in an exchange of fire with police between Kedaripuram and Elvispeta under Elvispeta police station limits of Vizianagaram district on March 11-night, reports New Indian Express. Superintendent of Police Vikram Singh Mann said that during routine checking of vehicles in the area the police came across the extremists on a motorcycle. When they were asked to stop, the duo opened fire on the police, but were killed in the encounter. The police seized a tapancha (locally made firearm), a revolver and the motorcycle from the incident site.

On March 18, joint security forces (SFs) of Andhra Pradesh and Chhattisgarh killed 17 Communist Party of India-Maoist (CPI-Maoist) cadres, including seven women inside the Darelli forest under Pamedu police station in the Bijapur district, reports The Hindu. The encounter followed an aerial survey that revealed an ongoing plenum of the Maoists attended by 60 cadres. A top Maoist leader from Andhra Pradesh and four squad commanders of Khammam district in Andhra Pradesh were believed to be among those killed. Khammam Superintendent of Police D.S. Chauhan confirmed that those killed in the encounter were mostly from Khammam district. Weapons including an AK-47, three Self Loading Rifles (SLRs), landmines and many single shot weapons were recovered following two spells of the ambushes by the SFs. Police sources said more than 500 shots were fired by both sides in two spells — one at 9 AM and another four hours later. While 13 Maoists were killed in the first spell of encounter, four others were killed during the second assault.

Police neutralised an armed gang of former naxalites (left-wing extremists), named Telangana Jagarana Sena (TJS) in Sircilla sub-division in the Karimnagar district. Seven TJS cadres were arrested and two 9 mm pistols and 16 rounds of ammunition, one air pistol, two dummy pistols, five soap bombs and pellets used in the air-pistols were recovered from their possession. The TJS was formed by former cadres of the Communist Party of India-Maoist (CPI-Maoist) and the naxalites belonging to the Janasakthi group to eliminate some soft targets and create a sensation by killing a former Telegu Desam Party (TDP) legislator in the district. Superintendent of Police Y. Gangadhar said that the arrested include former Maoist dalam (squad) member Ponnam Tirupathi Goud alias Prabhakar, M. Ramulu alias Ramanna, former Janashakthi dalam commander Annadi Srinivas Reddy alias Santosh, former Janashakthi dalam members Kammari Ratnakar alias Dayakar, Malyala Purnachander alias Janardhan, and former Janashakthi commander Malyala Rajesh alias Johnson and an agent Yerram Mallesham. The naxalites, however, said that the TJS was constituted for formation of Telangana state.

On March 24, a bandh (general strike) called by the Communist Party of India-Maoist (CPI-Maoist) in the Visakha agency to protest the killing of its cadres in police encounters in the recent past, partially affected general life in some places and failed to evoke a response in some other areas, reports The Hindu. State run bus services to interior areas were suspended. In areas including Paderu, Hukumpeta and Dumbriguda mandals (administrative division), shops were closed. However, in Chintapalli and the tourism centre of Araku Valley, the strike had no impact.
