According to a delayed report, police arrested an important woman leader of left-wing extremists, Naxalites of the People’s War Group (PWG) from Godavarikahani, Karimnagar district on March 2. Police sources said that the Naxalite, Kavitha alias Kursiki Bhanu is the ‘commander’ of the Mangi dalam of the PWG in Adilabad district and was involved in several acts of violence, including murder. Her husband, Gundeti Sankar alias Seshanna is a member of the state committee of the PWG , who is currently supervising the PWG’s activities in Adilabad.

PWG’s Adilabad district committee secretary and the convenor of the Viplava Mahila Sangham, the women wing of the PWG, in a joint statement in Mandamarri said, even after 54 years of independence, women in the country were still being treated as second class citizens. Women were being subjected to plunder by capitalists and feudal lords and were facing social, political and economic imbalances, the statement said.

According to media reports, the police have sounded an alert across north Telangana following reports of the PWG Naxalites making a determined bid to target VIPs and police stations. Reports said intelligence agencies tracking the Naxalite movement have received reliable information that the PWG held massive military training camps for its cadres in northern Telangana districts in February 2002. A training camp was held in Tiryani forest for the Nizamabad and Adilabad district PWG cadre, while another training camp was organised in the Kataram-Mahadevpur forest area for Karimnagar district cadre. Similar military training camps were held for the Warangal and Khammam district cadre too. Reports said that Naxalites have reportedly been directed by the party leadership to target either VIPs travelling in the areas, or attack police stations to prove their military capabilities. Security arrangements for VIPs and police stations have been strengthened in these areas.

Left-wing extremists, Naxalites of the People’s War Group (PWG), have called a bandh (general strike) in the States of Andhra Pradesh, Maharashtra, Madhya Pradesh, Chhattisgarh and Orissa on March 22 to protest against the Prevention of Terrorism Ordinance (POTO). Zonal Committee (DKSZC) secretary Lachanna, North Telangana Special Zonal Committee secretary Jampanna and Andhra Orissa Border Special Zonal Committee (AOBSZC secretary Balakrishna called upon people to organise protest rallies and to stop vehicular traffic in these five States. The statement also urged people to force political leaders to vote against the POTO in Parliament. It also criticised the Andhra Pradesh government for ‘pressurizing’ the Union government to include the PWG in the purview of the POTO.

An unidentified woman left-wing extremist, Naxalite of the outlawed People’s War Group (PWG), was killed in an encounter near Govena village, under the Lingapur police station limits, Adilabad district, on March 6. According to the district police chief, the incident took place when a special police party, combing the Mangi forest area adjoining Govena village, was fired at by the Naxalites. The police returned the fire and in the ensuing encounter, which lasted for 30 minutes, the Naxalite was killed. The police also recovered some arms, ammunition, Naxal literature, medicines and tents from the encounter-site.

Six left-wing extremists, Naxalites, including two women, all belonging to a protection platoon of the People’s War Group (PWG), and police sub-inspector were killed in an encounter near Tupakulapalli village, Warangal district on March 11. According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. Based on the weapons recovered from the encounter site, the police suspect that a few senior leaders of the PWG, including a central committee member, may have been killed in the encounter.

On March 12, the Warangal district police in Andhra Pradesh recovered four more bodies from the March 11-Tupakulagudem encounter site, taking the total number of left-wing extremists, Naxalites of the People’s War Group (PWG), killed in the exchange of fire to 10, including five women cadres. A police officer was also killed in the encounter. Police sources said seven of the 10 bodies have been identified. The remaining, all of three women Naxalites, were yet to be identified. Warangal range Deputy Inspector General of Police Damodar Gauatm Sawang, while speaking to the media, said the encounter was a result of an information the police received about the movement of armed Naxalites in the dense forest. A meeting of women Naxalites of the PWG North Telangana Special Zonal Committee (NTSZC) was reportedly held in the Etunagaram forest belt, where the encounter took place.

A Deputy Superintendent of Police, two other police personnel and the driver of the vehicle in which they were travelling, were seriously injured in a landmine blast triggered by left-wing extremists, Naxalites of the People’s War Group (PWG), in Ghanasar village, Bhamini mandal (administrative unit), Srikakulam district, on March 15. Earlier, on March 13 night the PWG Naxalites had blasted the Bhamini Mandal Revenue Office. They planted landmines at a culvert on the road leading to the office, anticipating the visit of police officers the next morning. According to official sources, the incident took place when the police team was going to inspect the damaged building. Local reports said the incident took place when five Naxalites under the leadership of Metapalli area’s Godavari Local Guerrilla Squad (LGS) secretary Mekala went to the engineering college and took away the attendant and four others who were sleeping in the building to some distance. Four Naxalites went inside the building, set up detonators in four rooms and the verandah and blasted them. Furniture, 80 computers and an AC room were completely damaged. Cracks were found throughout the building. Later, the Naxalites tried to blast a culvert on the highway near the college but escaped when they spotted vehicular traffic. The police unearthed detonators under the culvert. The Naxalites also reportedly left a letter at the place which said they resorted to the blast to protest the March 11-Eturunagaram encounter in Warangal district and against the Prevention of Terrorism Ordinance (POTO).

The surrendered Naxalites hailed from Nizamabad, Adilabad, Karimnagar and Warangal districts, in North Telangana region. One Naxalite from Kurnool district also surrendered. Among the 22 surrendered Naxals were an ‘area committee secretary’, an ‘area committee member’, two ‘commanders’ of local guerrilla squads (LGS), a military platoon ‘section deputy commander’, three military platoon members, 10 LGS members, two members of the Jana Natya Mandali - the cultural wing of the PWG - and two den keepers. Police sources said these Naxalites were involved in a number of attacks on police stations and government installations, and attacks on activists of various political parties. Speaking to the media, one of the surrendered Naxalites, Maknuri Ashanna, said their leaders were planning attacks on police stations even while discussing the proposed talks with the government. He revealed that the proposal for holding talks with the government was political tactic. He said PWG’s ideology was good but its leadership had failed. "The leaders have gone astray and that is why we are unable to convince people", he added. Another naxalite, Bandakindi Gopi, an ‘area committee secretary’ in Nizamabad district pointed that the movement in district was almost dying out. "There are only seven or eight cadres in the district now, he said.'' Speaking on the occasion, the DGP said there appears to be duplicity in the thinking of the PWG on holding talks with the government. He said, "On the one hand they talk about peace initiative and on the other they prepare themselves to attack police stations". He added those who surrendered belonged to Scheduled Castes and Scheduled Tribes and were being used in the outfit’s protection platoon to facilitate the safe escape of the leaders in the event of an encounter with the police.

In a major operation, police unearthed huge ammunition dumps and seized sophisticated weapons belonging to Naxalites and other extremist organisations in Warangal, Nizamabad and Karimnagar districts on March 26. Giving this information to the media on March 27, State police chief P Ramulu said Warangal district police seized among other things eight DBBL guns, one .303 rifle, 200 rounds of AK 47 ammunition in the forest area near Dubbagudem hidden by the Communist Party of United States of India (CPUSI). The arms and ammunition were meant to be used against the government, he added. In Nizamabad district, police recovered 586 grenades stored in three huge drums and 194 grenade bases belonging to the People's War Group (PWG) Naxalites. Stating that the Naxals had acquired them from Bihar, Ramulu said Bihar police were being alerted. Another huge dump containing 110 AK 47 rounds, 506 .303 rounds, two DBBL guns and PWG literatures was unearthed by police from Singampally forest area in Karimnagar district, he added. The seizure of some double barrel guns in Karimnagar had the markings of ''Khalsa''. This has strengthened suspicions that the PWG could have opened a gun running channel with Punjab terrorists. ''We will alert the Intelligence Bureau about this for further enquiry,'' said Ramulu. Reports also the arms seized in Karimnagar district could have come from a factory in Jammu and Kashmir. Separately, Ramulu said those supporting and abetting Naxals would come under the purview of the newly passed Prevention of Terrorism Bill. He said more stringent laws were needed to crush the Naxalites. The police chief added that 106 Naxalites had surrendered in 2002 due to various reasons, which included disillusionment with the movement, while 169 extremists were arrested. There might be 650 to 700 underground armed Naxals active in the state, he added.
