Andhra Pradesh Chief Minister, Chandrababu Naidu while addressing the conference said that the People's War Group (PWG) has emerged as the dominant extremist group in the country and its activity is discernable from Bihar to Karnataka. He also said that the PWG has struck an alliance with Maoist insurgents of Nepal. He further said that the Union government should ban the production of gelatin and instant detonators because Naxalites are using them with a greater effect. Naidu suggested that the Union government should establish a coordination centre to deal with cross-border terrorism sponsored by Inter Services Intelligence (ISI), the external intelligence agency of Pakistan.

Prime Minister Atal Behari Vajpayee on February 8 suggested the creation of a unified command structure by the nine States affected by left-wing extremism. While expressing serious concern over the Naxal violence in the regions from Indian border with Nepal to Andhra Pradesh, he said, "I would like to emphasise the need to remove all shortcomings in intelligence sharing and mounting well- coordinated anti-Naxalite operations by the concerned states. If necessary, this should be done under a unified command. " He was speaking at a Chief Ministers' conference on internal security in Delhi. He said that the menace has affected the most under-developed parts of the country, hampering the Union government’s and the concerned State governments' efforts to speed up development process. He said, "State governments should also accord higher priority to socio-economic development of the districts affected by Left-wing extremism." He added that scarcity of funds had not been a hurdle and that the problem lay in implementation. The States affected by Naxal violence include Bihar, Jharkhand, Orissa, Andhra Pradesh and Madhya Pradesh among others.

Six left wing extremists––Naxalits–– of the People's War Group (PWG) and nine sympathisers reportedly surrendered before the Guntur district police chief on February 8. The Naxals who surrendered were identified as Bellamkonda local guerilla squad cadres Andugula Ramarao, Potla Venkatareddy, Akkala Subba Rao, Bollapalli local guerilla squad cadres Rayapati Danam, Chitteti Chennaiah and Pulimela Dasu. Some of the surrendered Naxalites are believed to be involved in cases of murder. Speaking on the occasion, the district police chief said that police would adopt a liberal approach while dealing with the cases against the surrendered naxalites.

A senior activist of the ruling Telugu Desam Party (TDP) was beaten to death by left-wing extremists—Naxalites—of the People’s War Group (PWG) at Kambalapalli of Chandampet mandal (administrative unit), Nalgonda district on February 9. The Naxalites also reportedly assaulted three persons of the same village. According to police sources, approximately 30 armed Naxalites, including eight women, reached the village and took away the victim into the forest area. He was beaten to death on the suspicion that he was acting as police informer. Later, the Naxalites went round the village and threatened that those who act as police informers would meet with the same fate.

In a three-pronged strategy, police conducted combing operations, poster campaign and identified the economic problems of the villagers to effectively counter the Naxalite menace, the DIG said. He said the Naxalites could become close to the villagers as they had distributed endowment (government) lands to the latter. In a bid to overcome the problem, police would identify such lands and distribute them to the deserving poor with the help of the revenue authorities, he said.

A former district committee member of the Communist Party of India––Marxist-Leninist [CPI-ML] (Janasakthi) was killed in an encounter at Nukalamarri village, Vemulawada mandal (administrative unit), Karimnagar district on February 18. According to police sources, the encounter took place when a police team checking vehicles on Namiligundupally road asked two persons going on a motorbike to stop. But, the duo opened fire at the police. The police retaliated in which the surrendered Naxalite was killed. Police sources said the slain Naxalite, who had laid down arms and surrendered in earlier in the year 2002, had revived his contact with the Janasakthi group. A revolver was also recovered from the encounter-site.

Top police officials in Andhra Pradesh had reportedly held a meeting on February 21 at Nagarjunasagar in Guntur district and reviewed the activities of left-wing extremists––Naxalites––of the People’s War Group (PWG) in the Nallamala forests and fringes of Krishna river in Mahabubnagar, Kurnool, Guntur, Nalgonda and Prakasam districts. They had also reviewed the strategies being used by police against the PWG. After committing an offence in one district, PWG squads are slipping into another district by crossing the borders under the cover of forest or by crossing Krishna. Enhanced coordination and sharing of information between police in the five districts was reportedly empahised at the meeting. Besides, it was also suggested that the various teams of police deployed in a district should be familiarised with local terrain and possible hide-outs in the remaining four districts to enable effective functioning.

Police sources said the slain Naxalite was the Sircilla and Illanthakunta mandal organiser of the Janasakthi group. The encounter took place when a police party combing the area came across some miscreants, who opened fire on the police even as the latter sought to know their identity. Some incriminating documents, a kit bag and some ammunition were recovered from the slain Naxalite.
