Responding to the State government’s offer of holding talks, left-wing extremists, Naxalite group, the People’s War Group (PWG) demanded that the government had to announce an ‘unequivocal’ cease-fire on its part to create a conducive atmosphere for holding talks. In a statement released in Hyderabad on April 2, the State Committee Secretary of the PWG, Ramkrishna, said that the PWG would also enforce a cease-fire on its part. The statement said that the government should stop “encounters, combing operations and harassment of people. Only in such instance a peaceful atmosphere would prevail paving way for holding talks”. It further pointed out that there was no clarity on the decision taken in the all-party meeting, held on March 22, to create an atmosphere conducive for holding talks.

The State Home Minister T Devender Goud, while speaking to the media in Nizamabad said that the PWG should begin a dialogue instead of putting forward fresh conditions for talks with the government. He said both sides should have mutual trust before talks commenced. "We have to believe each other and begin a dialogue,'' he said, stating that mistrust would only harm the peace process. He added that "there is scope for solving the burning issue of Naxalism.''

According to media reports, a 13-year old girl, who was lured by left-wing extremists, Naxalites of the People’s War Group (PWG) in May 2001, escaped and surrendered before Koyyur police in Nizamabad district on April 7. Reports said that Naxalites had taken away the girl when she was working in the fields in Vallemkunta village under the Koyyur police station limits, promising ‘freedom’ from slavery. Police sources said that the girl was forced to join the Naxalite-fold as Local Guerrilla Squad member and later she was deputed in the Jana Natya Mandali, cultural wing of the Naxalites, where she sang ‘revolutionary’ songs in the villages. She reportedly told the police that after escaping from some encounters she was terrorised and decided to surrender.

Founder of left-wing extremist, Naxalite group the People’s War Group (PWG) Kondapalli Seetharamaiah died in his grand daughter’s house at Vijaywada on April 12. His family sources said that Seetharamaihah had not been keeping good health for the last three months. He had been suffering from Parkinsons disease and heart problem. Born in a middle-class farmer's family, he was attracted to the Communist movement early in life. He became the secretary of Krishna district unit of the united Communist Party, which played a crucial role in Telangana Armed Struggle. Inspired by the Naxalite movement in West Bengal he joined the Communist Party of India, Marxist-Leninist (CPI-ML) and became member of the State Committee of the Party. In 1980, he founded the PWG. He led the PWG for several years when it spread its influence in Andhra Pradesh and some neighbour States. Following differences with the leadership he left the PWG and returned to his native village where police arrested him in 1992. After his release he had been staying with his grand-daughter in Vijaywada

The State government has reiterated its appeal to the left-wing extremist, Naxalite group the People’s War Group (PWG) to come to the negotiation without any further delay. Speaking to the media in Hyderabad on April 12, State Home Minister T Devender Goud said the Naxalites set three conditions—a stop to fake encounters, police harrassment of Naxalites supporters and their families, and combing operations in the Naxalite-affected areas—to create a peaceful atmosphere before the talks to begin. The Minister said the government’s response to this was that all these issues were covered under the definition of ‘peaceful talks’. He said just as the Naxalites expected the government to show restraint, the government too wanted the People’s War to reciprocate. The Home Minister said there were certain apprehensions in the mind of both the Naxalites and the government, which cannot be sorted out through indirect talks. Once the talks were initiated, differences could be sorted across the table. Earlier, the Home Minister reviewed the issue with the district police chiefs and directed them to ensure that rehabilitation of surrendered Naxalites was given greater impetus. He also asked them to review the list of surrendered Naxalites and remove them from the crime list in accordance with the guidelines issued by the government.

Reports quoting sources in the police department said that the Janasakthi group, which has presence in Karimnagar, Warangal and Adilabad districts, has been witnessing intra-party rivalries over monetary issues for the last couple of months. The dispute between the state party leadership and the Karimnagar district unit is snowballing into a crisis within the group. Confirming the intra-party rivalries in Janasakthi, Warangal range Deputy Inspector-General of police (DIG) D Gautam Sawang said the incidents exposed the ‘true colours’ of the party. The DIG said the police had information that the Janashakti State leadership demanded the Karimnagar unit to collect more funds, which they refused to do.

The Naxalites also reportedly left a note at the site saying their action was meant to register a protest against "anti-people police of the National Democratic Alliance (NDA) government’ and the Prevention of Terrorism Act (POTA). Official sources said that the PWG has resorted to the violence in the division after almost a lull of six months. "The government is committed to maintain law and order in the state and there is no place for violence in civil society," he said. The Chief Minister announced that the surrendered Naxalites would get a cash reward of Rs 1 lakh (squad members), Rs 2 lakh (squad commanders/district committee members — DCM) and Rs 3 lakh (district committee secretary — DCS) based on their rank. Besides the cash rewards, Naidu also announced that they would be provided with Rs 3 lakh-worth funds or material for rehabilitation, a house site, and a house under Indira Awas Yojana scheme. The Chief Minister said he was awaiting a response from the People’s War Group (PWG) on talks to solve the problem of left-wing extremism. He said the government would abide by the decision taken at an all party meeting in March 2002 to hold talks with the PWG, but there could be no pre-conditions for talks. However, the government would not allow them to continue violence, he said. The Chief Minister added that left-wing extremists had no faith in parliamentary democracy and they believed in Mao's dictum that power flows through the barrel of the gun. He pointed out that 2,445 civilians and 482 policemen had been killed in Naxal violence in the State. The Maoists had also killed political activists, including 102 members of his Telugu Desam Party, 74 of the Congress party, 28 of the Bharatiya Janata Party and 30 Communists. He said 4,925 Naxals had surrendered since 1993, resulting in a significant decline in the number of violent incidents. From 1,500 incidents of violence in 1997, the number has come down to 940.

Another Naxal group, the Communist Party of India Marxist-Leninist CPI-ML (Janasakthi) described the surrender of 46 of its Naxalites a result of the conspiracy hatched by police with the help of ‘renegades’ in the party. Addressing a press conference in Hyderabad on April 29, party spokesman M V Prasad alleged that Karimnagar district secretary Ranadheer, who surrendered along with 45 other squad members’, had plotted to kill State-level leaders by inviting them for a meeting last month in the forests of Karimnagar district. However, sensing the intentions of Ranadheer, the leaders avoided going to the forest, Prasad said. However, he admitted receiving an amount of Rs. 50 lakhs from its Karimnagar District Committee after the abduction of Marthanda Rao but denied that the abduction had the State Committee’s approval. He said, though the abduction was wrong, there was no question of refunding the money. The leadership did not know whether the Ranadheer collected Rs. 1 crores or Rs. 2 crores as ransom money in kidnapping incident.
