According to a Telegraph report on September 1, the Nagarik Suraksha Samiti (a Citizens Protection Committee) of Gawah block in the Giridih district of Jharkhand, which was formed to fight left-wing extremists (also called Naxalites) in the Giridih and Koderma region, has written an open letter to the ‘central committee’ of the outlawed Maoist Communist Centre (MCC). The letter said: "We have obeyed all your orders —from providing food to keeping your people in our houses, giving donations and participating in your programmes ignoring the terror law. But when you told us not to hoist Tricolour on Independence Day and demanded that we hand over our children, we had to retaliate… Today, we want to know from it beating up farmers, raping women is the meaning of your revolution." In retaliation to the MCC order not to celebrate Independence Day, the villagers of Tisri and Deori allegedly lynched to death three MCC cadres and handed over nine others to the Giridih police on August 16.

A 'divisional committee' member and 'commander' of the CPI-ML (Janashakti group) of Mahadevpur area dalam (squad), Gaddam Balraj alias Ranadev and his wife, Anaparthy Prameela alias Janaki, surrendered to the police in the presence of the Warangal district police Chief, Kothakota Srinivasa Reddy, on September 3. On the same day in the Adilabad district, another Naxalite, Atram Renuka alias Indira alias Sandhya, belonging to the Indervelli dalam of the PWG, also surrendered. Presenting Renuka at a press conference, the Superintendent of Police, Kripa Nanda Tripathi Ujela, said she had decided to leave the outfit due to failing health and differences with the outfit.

According to Deccan Chronicle, on September 3, the People’s War Group (PWG) and Communist Party of India - Marxist Leninist (CPI-ML Janashakti group) emissaries, Varavara Rao, Kalyan Rao, Gaddar, Srinivasa Rao and Chandranna, presented an alternative proposal to the Andhra Pradesh Home Minister, Jana Reddy, according to which both sides should set aside the seventh clause — that the Naxalites should not carry arms during its political campaign — and enter into the ceasefire agreement. The emissaries also proposed that both parties could arrive at a decision on dropping of the arms issue after deliberating on it in the face-to-face discussions scheduled in the second phase. The Home Minister said he would discuss the alternative proposal with the Cabinet and inform the Naxalites of the Government’s reaction by September 10.

Acting on a tip off, the Special Task Force (STF) of Bihar Police arrested six left-wing extremists (also known as Naxalites) of the banned People's War Group (PWG) after an encounter at village Dara in the Patna district on September 3. According to the Deputy Inspector General of Police of STF, Vinay Kumar Singh, one carbine, one rifle, two pistols, over 100 rounds of ammunition besides an unspecified amount of explosive material and crude bombs were recovered from the encounter site. However, no casualty was reported during the encounter.

Four policemen, including a sub-inspector, were killed and three others sustained injuries during an encounter with left-wing extremists (also known as Naxalites) of the proscribed Maoist Communist Centre (MCC) near Khaki jungle in the Giridih district of Jharkhand on September 3. The encounter took place on the Dumri-Phusro road when MCC cadres exploded a landmine and subsequently opened fire at a police patrol party killing four of them on the spot, said Inspector General of Police, Rajiv Kumar. The Naxalites also looted two self-loading rifles and one pistol from the police before escaping from the incident site. Kumar added that another encounter occurred on GT Road near Aura in the same district on September 3-night when MCC cadres exploded landmines. However, there was no casualty in this incident.

According to police sources, four left-wing extremists (also known as Naxalites) belonging to the proscribed Maoist Communist Center (MCC) were killed in an encounter and two Forest Department personnel lost their lives during a landmine explosion triggered by the People’s War Group (PWG) cadres in the Latehar district of Jharkhand in separate incidents. The MCC cadres were reportedly killed in the encounter near Madaudih village on September 6-night after police raided the place. The police also recovered a country-made gun, two flashguns and 13 detonators from the incident site. Separately, a Forest Department official and a driver of the vehicle in which they were traveling died in the landmine explosion near Labernaka village on the same day.

According to Telegraph on September 6, left-wing extremist outfits (also known as Naxalites), the Maoist Communist Centre (MCC) and the People’s War Group (PWG), have decided to withdraw from the proposed peace talks in the State of Jharkhand due to the forthcoming Legislative Assembly elections. A circular issued by the PWG leadership for its rank-and-file says the outfit has officially decided not to go in for talks with the State Government after deliberations on the issue. "There is no point in talking to a government which is about to go. Talks would be meaningful only if the government is here to stay for a longer period," the circular said.

PWG secretary for Kadapa and Chittoor districts, Zaheer, alleged that the police were paying a monthly salary to the coverts. He also said at east 10 coverts were already identified and the remaining would be tracked down soon. Backtracking on peace talks in Orissa, the left wing extremist (also known as Naxalites) outfit, the People's War Group, on September 25 said they would go on the offensive following the arrest and conviction of some of its cadres in the state. Police had arrested 18 Maoist guerrillas in Kalimela and Badigeta villages in the southern district of Malkangiri while they were returning from a public meeting. "We cannot go for peace when our own people are behind bars," a leader of the People's War Group (PWG) was quoted as saying in a local newspaper. "We will kidnap 18 government employees if all the arrested people are not released," he added. The outfit is also upset after a fast track court on September 24 convicted 11 people, including a woman, in Mayurbhanj district. Jaya Kumar Dash, the additional district and session judge at Baripada, held the PWG cadres guilty under multiple sections of the Indian Penal Code and said he would announce the sentence on September 27.
