A joint letter to the effect signed by the PWG and Janashakti State 'secretaries', Ramakrishna and Amar respectively, was handed over to the Home Minister, K. The West Bengal Chief Minister, Buddhadeb Bhattacharjee, said in Kolkata on October 2 that there was no possibility of talks with left-wing extremist (also called Naxalite) groups in the State till they laid down their arms. "A dialogue can be considered thereafter," the Chief Minister stated during an interview with The Hindu. He also added that "will we allow any corridor in our State for the Nepal Maoists to maintain contact with the ultras here." While indicating that West Bengal would also watch how the talks between the Andhra Pradesh Government and the Peoples' War Group (PWG) progress, the Chief Minister added that Governments in other Naxalite-affected States felt that the talks would only worsen the situation in their regions.

The Andhra Pradesh Government has decided to have direct talks with left-wing extremist (also known as Naxalite) outfits on October 15. The People's War Group (PWG) emissary, Varavara Rao, had met the Home Minister, K. Jana Reddy, at the Secretariat on October 3 and handed over a letter indicating the willingness of the PWG leadership to hold parleys on October 13. However, the Government later suggested October 15 in view of the Asifnagar Assembly byelection on that day. The PWG 'secretary', Ramakrishna, the 'Andhra-Orissa Border Special Zonal Committee secretary', Sudhakar, and member of the 'North Telangana Special Zonal Committee', Ganesh, along with the three emissaries and representatives of the Janasakthi are likely to participate in the talks.

On October 4, the People’s War Group (PWG) rejected the Orissa Government's offer of peace talks, saying it would not be possible until all arrested Naxalites are released and the Central Reserve Police Force (CRPF) withdraws from southern Orissa. Earlier, the Chief Minister, Naveen Patnaik, had announced that his Government was ready to hold talks with the left-wing extremist groups, but without conditions. On September 28, the Government had also agreed to withdraw cases against 162 Naxalites and 1513 minor cases against over 2,000 tribals.

He said the party was formed on September 21, 2004 at an undisclosed place in the forests, but the announcement was "withheld" owing to security reasons. The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. At a press conference in Hyderabad, the CPI-Maoist ‘secretary’, Ramakrishna and the Janashakti ‘secretary’, Amar, said four demands raised during the talks — withdrawal of cases against persons involved in struggles, release of political prisoners, scrapping of rewards on the heads of wanted Naxals and disbanding of armed gangs — could be conceded immediately. They admitted that the Government might require five to six months for the other major demands to be met. They also demanded that the proposed body to identify surplus land should not have judges and bureaucrats. It should be filled with `democrats and mass organisations' in consultation with them. Condemning the remarks of the Chief Minister, Y.S. Rajasekhara Reddy, that the Naxalite leaders were talking irrationally, they accused him of talking irresponsibly.

Disclosing this to presspersons in Bangalore on October 28, the Additional Chief Secretary and Development Commissioner, Chiranjeev Singh, said Union government would extend financial support for shifting those residing in the park area.
